REQUEST FOR INFORMATION (RFI)

For

UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)

TERADATA Enterprise Maintenance Renewal

HTC711-16-Q-D090

1. Purpose

This RFI is being issued for informational and planning purposes. Information gathered will be considered in order to determine the feasibility of a small business providing the necessary support and whether adequate competition exists to set-aside the competition for small business.

The information requested will also be used within USTRANSCOM to facilitate decision making and will not be disclosed outside the agency.

This announcement is not a Request for Proposal (RFP) or solicitation of any kind.

USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI.

2. Background

USTRANSCOM requires continued Teradata hardware and software maintenance support.

Teradata hardware and software maintenance coverage is required for the Integrated Data

Environment / Global Transportation Network Convergence (IGC) program. The IGC program currently owns four Production Teradata Enterprise Data Warehouse (EDW) and two

Development/Test Data Warehouse Appliance (DWA) platforms, each connected to a Backup, Archive, and Recovery (BAR) solution (which offloads data to magnetic tape for storage), and sixteen Teradata Appliances (monitors the health of the EDW). All equipment is physically located within two Defense Information Systems Agency (DISA) Defense Enterprise Computing

Centers (DECCs). Teradata EDWs/DWAs, BARs, and Appliances includes both remote and on-site problem analysis, hardware repair, upgrade, component replacement, configuration/re-configuration, major and minor software upgrades, applying patches, release installation, implementing Field Repair Orders (FROs), conducting system health checks, technician response to trouble calls, and ensuring the equipment is restored to an operational state in a timely manner in the event an incident occurs. It also includes implementing security and/or configuration changes, host firewall modifications, and applying or reapplying latest Security Technical

Implementation Guides (STIGs) as identified by the Government in response to unforeseen threats, network attacks, or operational security risks.

The NAICS for this effort is 541519, Other Computer Related Services. The Small Business

Administration small business size standard for NAICS code 541519 is $27.5 million annual average receipts (total or gross income). The acquisition strategy of this requirement has yet to be determined.

3. Description

Teradata brand name is required for this maintenance support renewal for USTRANSCOM. No other brand of software can provide the support needed for this requirement. The period of performance for this requirement is anticipated as a Base Year beginning 1 October 2015 through 30 September 2016 plus two options periods 1 October 2017 through 30 September

2017 and 1 October 2017 through 30 September 2018.

4. White Paper

Interested parties are requested to submit the following information in the format of a White

Paper as outlined below. The White Paper should be concise (no more than 2 pages) and address only the information requested below (title pages, cover letter, etc., will not count against the 2 page limit). Again, this information will support market research activities within

USTRANSCOM.

E. Any Other Information Deemed Useful to USTRANSCOM.
