This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

proposals are being requested and a written solicitation will not be issued.

Combined Synopsis/Solicitation: This is a BRAND NAME ONLY procurement. USTRANSCOM TCAQ-D anticipates issuing a delivery order to an 8(a) small business on or about 27 September 2016 that will include the following open market computer subscription and maintenance. All responsible sources may submit a quote which shall be considered by the agency for a separate award for these items.

Solicitation number, HTC711-16-Q-D090, is issued as a request for quote (RFQ). This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-89. This requirement is a 100% 8(a) Small

Business set-aside IAW FAR 19.502. The NAICS is 541519 and the size standard is $27.5 million.

USTRANSCOM requires the following commercial items from (base period) 1 October 2016 to 30 September 2017 with one option period from 1 October 2017 to 30 September 2018:

FOB Point shall be Destination, Scott AFB IL. Delivery location is TCAQ-PMO, 508 Scott Drive, Scott AFB IL 62225.

All responsible 8(a) small business sources may submit a quote. Quotes received will be considered for possible award of a commercial open market order. Any vendor submitting a quote acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract.

Schleckser at william.a.schleckser.civ@mail.mil. Quotes must be submitted no later than 9:00 AM (CT), Thursday, 22

September 2016.

Evaluation and Basis for Award:

Award will be made to the lowest-priced, technically acceptable quote.

The Government intends to make a single firm-fixed price award to satisfy the requirement.

Pricing Quote Submission:

1. The Government will conduct the price evaluation required by FAR 13.106-3

a. The contractor’s submitted price quote must reflect the unit price and extended/overall amount.

b. All submitted pricing must be actual “face-value” pricing, having already accounted for any discounts offered and extended to the Government. All quotes submitted shall be the Contractor’s best pricing.

2. Technically Acceptable: The vendor must meet or exceed all specification corresponding to all part numbers provided.

This solicitation incorporates one or more solicitation provisions incorporated by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. Quoters are required to provide their Contractor’s DUNS Number, Tax ID Number, and Commercial and Government Entity

All responsible sources may submit a response which, if timely received, must be considered by the agency. Quoter is responsible for ensuring that their submitted quote has been received and is legible. Quoters bear the burden of ensuring that quotes (and any authorized amendments) reach the designated office on time and should allow a reasonable time for facsimile and e-mail transmissions to be completed. All pages of the quote must reach the office before the deadline specified in this solicitation. The quoter bears the risk of non-receipt of electronically transmitted quotations and should confirm receipt.
