Questions and Answers: 3 Solicitation HT0015-15-R-0017 Electronic Research Management and Oversight System (ERMOS) 26 June 2014
LabAnswer intends to provide a proposal for this work. Below are a few questions we have about the solicitation.
1. Is it the government’s intention that the contractor will procure the ERMOS software licenses?
A: Refer to PWS section 1.0.2.26. In addition, refer to pages 4, 9, 14, 19 and 24 of the solicitation package.
2. Is it the government’s intention that the infrastructure components associated with ERMOS solution (operating systems, database software, etc.) will be provided GFE?
A: No. Refer to PWS section 2.2.8.1.12, System BUILD / Integration” which states, “Following Government approval and acceptance of the system design documentation, the Contractor shall build/integrate and deliver a 100% COTS-based technical solution inclusive of all components (e.g., IRB/IACUC application, operating system, database, web services, etc.) necessary for fulfilling all ERMOS objectives (Section 1.0.2).
3. Is the government willing to extend the due date of the solicitation responses by two weeks?
A: No.
4. Could you please provide information on the limitations on the existing software provided by Research Dataware LLC?
A: No.
5. Is the Government still paying maintenance on the existing eRMOS software?
A: The Government does not own the existing ERMOS software.
6. Does the incumbent currently, or have they in the past provided help desk support as part of their solution?
A: The ERMOS solicitation requires Tier II and III help desk support integration with the DHA Global Service Center (PWS section 1.0.2.46). See PWS section 2.2.8.1.13.4 for additional help desk requirements. Note that “help desk” references in the PWS will be changed to “service desk” for consistency.
7. Where is the eRMOS currently being hosted?
A: Refer to PWS section 1.0.2.37 which states the ERMOS technical objective, “Hosted in a government controlled secure hosting site….”
8. What is the Government’s anticipated or estimated start date. This FY or next FY?
A: Per the solicitation announcement on FedBizOpps.gov, “The performance period is 30 Jul 2015 through 29 Jul 2016….”
9. Is the current solution considered a COTS solution? If so, approximately how much customization has been done to the application?
A: As stated in PWS section 1.0.2, Objectives, Technical Objectives, “The COTS based solution the Government will select for the ERMOS shall meet the following technical objectives: 1.0.2.26 - Provide a 100% COTS-based technical solution capable of fulfilling all ERMOS functional objectives, inclusive of an IRB/IACUC COTS application, operating system (OS), database (DB), and all other software components necessary for a fully operational system.”
