United States Secret Service Statement of Work (SOW) Modular Shooting Range System at the James J. Rowley Training Center

Firearms Training, Policy and Evaluation Section

SCOPE

The United States Secret Service Office of Training (USSS-TNG) develops and implements a broad range of weapons training programs on a continuous basis, and the James J Rowley Training Center (JJRTC) facility trains all special agents and Uniformed Division officers.

As a result, the JJRTC Firearms Training, Policy and Evaluation Section’s Armory staff has a requirement to improve and expand its ability to test small arms and ammunitions (up to/including 7.62x51mm) in order to better serve the Agency’s needs. The USSS-JJRTC intends to purchase a climate-controlled, temporary shooting range structure, for appropriate weapons and ammunition testing, via a Firm Fixed Price Contract vehicle.

BACKGROUND

As federal law enforcement officers with the U.S. Secret Service, designated USSS employees (including Special Agents, Uniformed Division Officers, and Special Officers) are authorized to carry firearms under Title 18 United States Code (USC), section 3056 and 3056A (as applicable).

Additionally, the USSS-TNG Manual Section RTC 05-02 (“Standards and Specification for Firearms, Ballistic Armor, and Associated Equipment”), authorizes the use of a variety of different weapons systems to meet the unique operation needs of the Service.

The immediate procurement of a shooting range system, capable of dedicated usage for a variety testing of weapons and ammunition (including velocity, accuracy, penetration, sound metering, and other ballistic testing) is necessary to serve as a full-time performance validation mechanism, in compliance with the Firearms Training, Policy and Evaluation Section’s function as a testing and evaluation component. Current practice of ‘shared’ range time and space is prohibitively impacted by regular and varied operational availability of existing shooting ranges at JJRTC, resulting in limited testing capabilities and the potential for skewed/inaccurate data.

SPECIFIC REQUIREMENTS

The offerer shall provide a single, factory-new unit bearing the following minimum specifications:

· Pre-engineered, pre-fabricated, containerized 2-lane modular shooting range system

· Overall length of not less than 330 feet.

· Complete ballistic protection for center fire rifle (3600 FPS and/or 3800 ft. lbs) munitions

· Complete interior lighting system

· Complete interior sound absorption system

· Complete integrated ducted HVAC systems

· Designated firing line with two (2) shooting stalls, each with a fold down shooting tray and a collapsible shooting barricade.

· Non-Ballistic 8ft. x 40ft. Module for Administrative vestibule (with integrated flourescent lighting, Sonex ceiling, white melamine walls with aluminum trim, electrical receptacles 10' on center)

· Grey epoxy coat tread plate floor,

· Berridge finished siding

· KTM coatings roofing system

· Integrated two-way communication system

· Monorail-style target retrieval system with stall-mounted manual control module (in each lane)

· Bullet trap with explosion-proof vacuum system

· Complete assembly of all structures and corresponding systems, to include provision of necessary cranes, pneumatic forklifts, booms, and other required machinery

· Installation to include function test of all systems

· Operation & Maintenance training and commissioning.

· Continued Service Contract / Customer Support

· Deliverable to the JJRTC, located in Laurel, MD

PERIOD OF PERFORMANCE/DELIVERY:

Delivery is required at JJRTC 120 days after contract award. Training shall be provided no later than 30 days after final acceptance.

PLACE OF PERFORMANCE

All delivery, installation, training, and services will be conducted at the US Secret Service Rowley Training Center in Laurel, Maryland.

GOVERNMENT FURNISHED PROPERTY

The government will furnish the all site preparations per offerer instructions and local code, including:

· offerer-specified power requirements and connection locations for installation and usage

· temporary power to the install site as well as common hand tools, ladders, dumpster and porta-toilets for use during installation.

· Assure availability and hook-up of utilities by locally certified service providers, per the plans and specification during the installation period.

· Any/all border crossing, demurrage, customs, taxes and import fees

· Installation of concrete pad or strip footers for the ReadyRange modules per SRI drawings and written instruction.

NON-PERSONAL SERVICES STATEMENT

Vendor will provide delivery and installation services under this contract and will be controlled, directed, and supervised at all times by Federal employees at time of delivery. The Government will control access to the facility and will perform the inspection and acceptance of all items at time of delivery and installation completion.
