Specification/Requirements Statement to support the acquisition of the a mobile device extraction and analysis forensic tool

This is a solicitation for (104) Cellebrite UFED 4PC ULTIMATEs (Brand Name or Equal). The National Computer Forensics Institute (NCFI) is a special project under a section of the USSS Criminal Investigative Division (CID). The NCFI is seeking the acquisition of mobile forensics extraction and analysis tools in order to support its training curriculum in mobile device forensics.

The item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must meet the salient physical, functional, or performance characteristic specified in this solicitation, clearly identify the item by brand name and make or model number.

Include descriptive literature. The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.

The salient characteristics of the Cellebrite UFED 4PC ULTIMATEs are as follows:

• Supported extraction of no less than 4,000 mobile phones, primarily CDMA models used in the

United States;

• Extraction levels that offer logical (object only), file system, and non-invasive physical;

• Software interface for examiner analysis of file system and physical extractions, to include the ability to view multiple encoding types for selected text (example, 7 bit) and dates (example, various epoch dates);

• Automated parsing of file system and physical extractions for common mobile phone objects such as email, SMS messages, call logs, historical tower and wifi connections, etc.;

• Password workarounds for twenty percent of the system’s supported mobile phone models.

Training The vendor is required to conduct two-day training of the extraction device and provide certifications. The dates of the two-day training will be provided by the NCFI.

• For up to 104 End users

• Location of training = USSS provided facility in Hoover, AL, 35244

• Government to provide equipment for training courses

• Date of training course to be provided at time of award

Offeror shall provide resume of trainer and curriculum for training class.

Delivery The vendor must provide the mobile extraction devices within 3 days of the award to Hoover, AL, 35244. Shipping to be included in price.
