Cleaning Services Command Post, Bel Air, CA

Statement of Work

1.0

BACKGROUND

1.1 The United States Secret Service, Reagan Protective Division (RPD) Command Post has a requirement to provide cleaning services for Command Post located in Bel Air, CA.

1.2 This project is unclassified, however, the contractor and affiliates shall not be permitted to advertise or make endorsement claims of any kind relating to this procurement and the project site.

2.0

SCOPE OF WORK

2.1 The Contractor shall provide all necessary labor, supervision, equipment, materials, parts, and supplies required to provide janitorial services at the United States Secret Service (USSS) Command Post, 668 Saint Cloud Road, Bel Air, CA. The space to be cleaned is approximately 545 square feet and includes the following:

· Kitchen – 55 Sq. Ft

· Restroom – 55 Sq. Ft

· Living Room – 100 Sq. Ft

· Workroom – Three (3) – 90 Sq. Ft

· Guard Shack – 55 Sq. Ft

2.2 The official working hours of the building occupants are twenty-four (24) hours per day, seven (7) days per week. All work is to be performed between the hours of 7:00 AM and 5:00 PM, Monday through Friday, five (5) times a week. Contractor will work with the USSS-RPD and Contracting Officer Representative (COR) to develop a weekly schedule. Cleaning days which fall on any federal holiday may be rescheduled at the approval of the COR.

3.0 Workmanship

3.1 All work shall be performed daily (Monday through Friday, 5 Days a Week) as specified herein.

Restroom:

· Floor shall be swept and then mopped with disinfectant detergent.

· Shower, toilet seat and urinal shall be cleaned inside and out with a disinfectant detergent. Seat shall be cleaned and wiped free of all watermarks. The mirror, shelves, dispensers, chrome fixtures, and pipes shall be damp-wiped and polished dry daily.

· Replenish supplies such as paper towels, toilet paper, soap and toilet seat covers daily as needed.

· Dust ledges, spot clean wall surfaces, doors, and waste receptacles.

Room and Kitchen Cleaning:

· Empty all wastebaskets daily.

· Thoroughly vacuum carpets with vacuum cleaner with brushes and/or beater bars, as appropriate for floor type.

· Sweep and mop kitchen area.

· Dust the horizontal surfaces of desks, files, table tops, television sets, etc. with a treated dust cloth. Glass desks and table tops shall be cleaned with an untreated cloth.

· Exterior of kitchen appliances should be wiped clean and the floor shall be mopped on each visit. Clean the inside, tops and outside of the stove. The rest of the kitchen appliances shall be cleaned and maintained by the tenant agency.

· Wipe down microwaves.

· Wipe down the inside of the refrigerator once a month.

Main Entrance and Hallway:

· Vacuum carpeted floors.

· Clean and polish metal doorknobs and other metal surfaces.

· Clean and polish desk and other wood surfaces.

· Clean spots and marks off walls.

· Dust all surfaces

Wastepaper, Trash, and Debris Removal:

· Collect and remove all garbage from the building daily.

· All waste water and debris shall be disposed of daily.

3.2 The Contractor shall furnish all supplies, material and equipment necessary for the performance of the work of this contract, including but not limited to brooms, brushes, wipes, polishes, treated and untreated dusting cloths, wet mops, sweep mops, sponges, squeegees, paper towels, toilet tissue, toilet seat covers, hand soap, porcelain ware cleaners, liquid and powder detergents, glass cleaner, metal polish, furniture polish, and scouring powder if required. At a minimum these supplies and materials shall be of a quality to conform to applicable federal specifications.

3.3 All necessary cleaning equipment including but not limited to industrial type vacuum cleaners etc. needed for the performance of the work of this contract, shall be furnished by the contractor. Such equipment shall be of the size and type customarily used in work of this kind and shall meet the approval of the COR. Equipment deemed by the COR to be improper type or design or inadequate for the purpose intended shall be replaced.

3.4 Electrical power will be furnished at existing power outlets for the Contractor’s use to operate such equipment as is necessary in the conduct of the work. Hot and cold water will also be made available to the Contractor as necessary for the purpose.

NOTE: Cleaning supplies shall not be stored at the USSS Command Post.

3.5 Contractor shall provide and replenish all hand soap and paper products including toilet paper, garbage bags and paper towels daily – as needed.

3.6 Any damage done to existing surface not impacted by the cleaning, as a result of work performed under this specification, shall be repaired by the contractor, at no additional cost to the Government. All such repairs shall be brought up to a condition equal in appearance to that at the start of this contract and shall be approved by the COR.

4.0

SUBMITTALS

4.1 Contractor shall provide and maintain a list of employees who are authorized to perform work under this contract. All such employees must provide valid state and/or federal government identification.

4.2 The Contractor shall prohibit its employees from disturbing papers on desks, opening desk drawers or cabinets, or using telephones or office equipment provided for Official Government use.

4.3 The Contractor shall require its employees to comply with the instructions pertaining to conduct and building regulations issued by duly appointed officials such as the Building Manager, guards, inspectors, etc.

4.4 Personnel assigned to this contract must be acceptable to the USSS in terms of personal and professional conduct. Personnel working on the contract shall not disclose sensitive information, nor violate security and safety regulations and procedures. Personnel shall comply with provisions of the Federal Acquisition Regulation (FAR) Part 9.5 dealing with conflicts of interest. Personnel not upholding standards of conduct as outlined in FAR Part 3, or who create conflicts of interest with the USSS’s interests, may be removed. Any such actions will be justified and documented by the USSS.

4.5 The Contractors’ employees shall observe and comply with all applicable USSS regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, and possession of firearms).

4.6 The Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearance, and integrity, and shall be responsible for taking such disciplinary action against the Contractor’s employees as may be necessary. The USSS reserves the right to determine when contractor staff does not meet standards of conduct. Those individuals not meeting the appropriate standards of conduct may be removed. Such removal does not relieve the Contractor of the responsibility to provide sufficient qualified personnel for adequate and timely service. Rationale for removal of the employee will be provided in writing to the Contractor through the Contracting Officer.

4.7 The Contractor shall not employ any person who is an employee of the United States Government if that employment would or could appear to cause a conflict of interest.

4.8 Contractor employees working on-site at USSS-controlled facilities shall wear an identification card furnished by the USSS at all times while in such facilities. Identification shall be worn above the waist and remain in plain view at all times.

5.0

INSPECTIONS

5.1 Acceptance of cleaning shall be based on visual inspection by designated government personnel to confirm the services have been completed with no defects or abnormalities.

5.2 Government inspections are for the sole benefit of the Government, and do not relieve the Contractor from contractual obligations and adequate quality control measures.

6.0

SPECIAL PROVISIONS

6.1 The contractor shall propose a firm fixed price proposal. This price shall include all labor, supervision, common equipment, rentals, materials, and supplies and shall include all considerations for administration, overhead, and profit.

6.2 The clearance level for this contract is unclassified, however all personnel working under this requirement must be U.S. citizens. This includes both the prime and subcontractors personnel. All contractor`s on-site personnel involved, shall complete a Contractor Personnel Access Application form (SSF 3237) and will undergo a security background check by the Secret Service. The vendor shall provide only personnel who shall successfully pass the background investigation. Upon award the successful offeror shall be required to provide completed SSF 3237 form for all individuals accessing a USSS facility.

6.3 The following information must be provided for both the vendor’s employees and subcontractors who will be accessing a USSS facility no less than 24 hours of that access:

a. Employee’s full name.

b. Employee’s date and place of birth.

c. Employee’s social security number.

d. Employee’s race and gender.

e. ***** Employees wanted in connection with warrants or felony arrests will be excluded.

6.4 All contractor personnel will be subject to and must successfully pass a police background investigation prior to being admitted access onto the property.

7.0 NON-PERSONAL SERVICES STATEMENT

7.1 Contractor employees performing services under this order will be directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the Statement of Work. Contractor employees will perform all off-site duties independent of, and without the supervision of, any Government official. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR).

8.0 TYPE OF CONTRACT

8.1 The Government intends to award a firm fixed price contract. No additional sums will be payable on account of any escalation in the cost of materials, equipment or labor, or because of the Contractor's failure to properly estimate or accurately predict the cost or difficulty of achieving the results required by this contract. Changes in the pricing will be made only due to changes made by the Government in the work to be performed, or by delays caused by the Government.
