SECTION C - Specifications

C1. Replacement and Retention of Vehicles

At the end of the base year or an option year, vehicles leased may be replaced by vehicles of the same class for the new model year. However, the Government reserves the right to retain the vehicles leased in the base and option years.

C2. Option to Increase Quantities

In accordance with FAR clause Government reserves the right under the contract, the Government reserves the right to increase each line item by 5 units at the same rate as like items called for under the contract

C3. Training

The Contractor shall provide technical training for USSS personnel on an as –need basis. The Training shall be completed at the USSS location in the Washington DC area. The course material and training shall be detailed enough to provide the mechanics with the necessary hands-on training and reference material to perform all required maintenance not performed by the Manufacturer, Authorized Rep. or Contractor. Course material will be updated as necessary.

C4.Tires Unless otherwise specified above in the detailed specification, the vehicle tires shall meet the Manufacturer’s recommended tire specifications for the vehicle

C5. Colors

For those vehicle where the color has not already been specified, colors will be specified to the Contractor during the ordering phase (after award). Offerors shall include as part of their proposal , color charts depicting available colors for each vehicle being offered.

C6. Registration

The Contractor shall be responsible for all fees associated with State tags, title, and registration in the applicable state. This includes all re-licensing fees. The registration documents shall not list the USSS as the user of any vehicles. The contractor is required to provide new tags for each vehicle leased. The government will not accept tags from turn – in vehicles for the new year model vehicles

C7. Maintenance

Manufacturer's maintenance - All manufacturers' maintenance, including routine tune-ups and oil maintenance shall be the responsibility of the Government

Warranty – Warranty work required by the manufacturer shall the Contractor’s responsibility. Warranty is to include basic, corrosion perforation, powertrain and roadside assistance. Accordingly, the contractor shall at time of delivery, provide a list containing the names, locations and telephone numbers of points of contact to contract for scheduling the required warranty work.

Service and parts - The contractor shall have service facilities in each of the Delivery areas to service the vehicles offered, or otherwise be able to provide immediate service and replacement parts to effect continuing operations of the vehicles.

C8. Vehicles Delivered in California

During the ordering phase, USSS shall advise the contractor as to the number and type of vehicles to be registered in California. All vehicles to be registered in California shall be equipped with the California emissions regulations.

C9. Replacement of Vehicles

In the event that a vehicle becomes unserviceable before its normal due date as a result of theft, wreckage, or repairs not completed in a timely manner, etc. the contractor shall provide USSS with a replacement vehicle of the same make or later model on a one-for-one basis at the same rate as the serviceable vehicle.

C 10. Vehicle Retention Requirement

Except for reasons stated elsewhere in the solicitation, or where a shorter lease period is specified in the schedule, the Government must keep a vehicle a minimum of six months before requesting a replacement. Any exceptions to this must be mutually agreed to between the Contracting Officer and the Contractor.

C 11. Retention of the Same Vehicle

The Government reserves the unilateral right, at option, to retain the same vehicles for any one lease period into, at the same vehicle model year lease under which the vehicle was ordered.

C12 Purchase of Vehicle Formula

During performance of the resulting contract, the Government may make a request to the contractor to purchase vehicles leased under the leasing contract. The vehicle purchase price shall be determined by taking the average of the trade - in amount and the loan amount found in the National Automotive Dealers Association (NADA) official used car guide dated the year in which the purchase will be made. A contract modification will be issued to reflect the purchase of the once – leased vehicle(s).

C 13. Preventive Maintenance Package

Preventive maintenance package includes replacement of engine oil, engine oil filter and rotation of tires every 3 months or 3,000 miles. Routine inspection of such items as drive belts, vapor lines, fuel lines, brake pad/shoes, transmission fluid, steering system, exhaust system and front drive shaft boots. USSS will take the vehicle in for preventive maintenance to vendor’s specified location (to be close to the vehicle delivery site. This is not a separate cost.
