The hours all show 1920 for each FTE. However, with the new Executive Order, it should be 1864 because we have to provide 56 hours of sick leave to each contractor. 80 hours holidays, 80 hours vacation and 56 hours sick leave equals 216 hours per year. If you subtract that from 2080, you get 1864. Your pricing sheet should be amended to state the correct hours.

There are four different locations in Washington, DC. Washington, DC is the only city that has multiple locations for this requirement.
They are differentiated in location breakdown list.

The Government provided the labor category titles for each of the positions required to include the Program Manager and Site Lead position. The RFP states that the Site Lead is an Administrative Assistant Labor Category.
Questions:
1) Does the Government consider the Site Lead Administrative Assistant position an SCA or exempt labor category?
2) Is the incumbent employee filling this position today an SCA or Exempt employee?
3). If the Government considers this position to be SCA, what level e.g. I, II or III of Administrative Assistant by DOL SCA standards is required to fill the position?
All Administrative Assistant positions are subject to SCA. Please reference the wage determinations in Attachment 2.
Site Lead is also an Administrative Assistant and subject to SCA.
Incumbent employees have the first right of refusal, but more positions were added as there was an increase in scope.
There are no longer Administrative Specialists I, II, and III; there is only Administrative Specialist per DOL Wage Determinations.

Questions: 1) Please clarify whether the Government considers the PM position as an SCA or Exempt position?
2) Since there is no job description associated with the Program Manager labor category, please explain what is meant by the CPM shall have the skills and experience necessary to complete the tasks identified in this SOW?
3) Can the Government please provide a position description for the CPM position?

The PM is an exempt position.

Comment: We assume the end customer at each of the sites will want to retain as many of the desired incumbent employees as possible to ensure continuity of operations. In an LPTA environment, unless the Government plans to use the cost realism process to throw out unrealistic bids, the Government will typically receive proposals where the Direct Labor Rate is below what current tenured employees are making today.
Question: Given the Government emphasis on the non-displacement of qualified incumbent employees and the required transition plan immediately after award, would the Government consider releasing the incumbent’s employee roster, current fully loaded rates and current incumbent transition out plan so that offerors can provide price proposals that support what highly desired incumbent employees are making today?

The RFP states that the Program Manager and Site Lead are considered Key Personnel and will be located at the Washington DC office, however the Government’s description of the work to be performed and skill set requirement of these positions are very vague.

Contractor Employee Terminations/ Position Vacancies
Ref: Paragraph 15 is confusing as the first part of the sentence states the contractor shall either submit to the COR a completed and accurate suitability clearance package for the replacement. The second part of the sentence states the contractor shall identify (and have in position) a replacement no later than 10 business days from the date the contractor receives notice of a vacancy. There is two sets of parameters being defined here.
Question: Can the Government please clarify which part of these parameters is applicable to this requirement?

Ref: Paragraph 10.2 states Site Lead duties are considered to be collateral to the duties of their position description, not in lieu of them. This requirement is unclear and there is no position description included in the RFP.
Questions: 1) Can the Government please clarify what is meant by this requirement? Can the Government please provide the position description for this position as stated in the RFP?
2) Does the Government require a working site lead to be appointed at each site?
If not, how will the Government ensure that actual or perceived personal services is not occurring?
One site lead (Administrative Assistant) is required in Washington DC. This is the only Site Lead required. They must perform Administrative Assistant duties as well as duties stated in 10.2 See page 9 of SOW.
The contractor is responsible for supervising their own employees in a way they meet the requirements of the contract.

Other than the Program Manager, all contractor employees are required to perform in accordance with Section 4.
