HSSCCG-17-Q-00296 Questions and Answers
Question: On some bids, I see that there is former pricing included (the price paid for the item ordered earlier). In particular, I see this pricing on the National Flag bid. Can I find out what you paid for the stick flags in the past? I have an American manufacturer who is currently producing over 1 million stick flags per month. He would like to add this item to his manufacturing capabilities, which means an investment in new equipment and a new rotary screen. If I could tell him what you paid in the past, that will give him an opportunity to know what he can do.
Answer: Previous award number is HSSCCG-15-P-00076 and only the award information available through FPDS-NG publicly will be released. The price per flag under that award has been contentious and, therefore, the release of the price per flag would be unhelpful in terms of this solicitation process.
Question: Do the (2) samples need to include the imprinting as well because then we need to make up a special plate?
Answer: Yes, the samples will need to be all-inclusive of all the requirements in the product specifications included in the solicitation.
Question: On your delivery schedule, from our experience with getting the dowels, ball tops, our printed rolled flag goods, the lead time to get these products in during slow non flag season is around 6- 8 weeks, in busy times it can be much longer. So, the need for 400,000 in 30 days ARO would be unrealistic for us; if we were awarded the bid sooner rather than later then we might not have any lapsed time for delivering 40,000 per week. Would 40,000 per week work for this bid?
Answer: The delivery schedule for the base shipments in each period of performance has been updated to a schedule that USCIS finds to be more appropriate.
Question: The black dowels are specifically difficult to source in the United States. Is every component of the flag required to be made in the United States?
Answer: Yes. Every aspect of the flag, with no exception, is required to be made and assembled in the United States. No portion of the flag is to be made with materials that were produced outside of the United States.
