STATEMENT OF WORK (SOW)
FOR
Training Professional Certification Program
1. BACKGROUND
The mission of United States Citizenship and Immigration Services (USCIS) is “to secure America’s promise as a nation of immigrants by providing accurate and useful information to our customers, granting immigration and citizenship benefits, promoting an awareness and understanding of citizenship and ensuring the integrity of our immigration system.”
The mission of the Human Capital and Training Division (HCT) is to administer an integrated program of recruitment, training, professional development, and employee benefits that enable USCIS to successfully carry out agency responsibilities to the Nation.
Within HCT, the Training and Career Development Division (TCDD) creates, develops, evaluates, and manages training classes and programs that are delivered Agency wide. TCDD currently facilitates a community of practice with an ECN site with SOP’s, job aides, calls, and topic of interest webinars. We also run a 5-day ILT on ISD and the Kirkpatrick Bronze certification.
National security is a primary responsibility of Government / DHS and USCIS, and fulfilling this responsibility depends on the skills and abilities of USCIS personnel to adjudicate applications for citizenship benefits accurately. Developing professional and competent USCIS personnel requires an agency-wide commitment to ensure that all individuals involved in mission and support activities have the skills they need to perform. At the heart of any comprehensive training program are the trainers and instructional designers who design, teach, and evaluate the many training programs that provide basic entry level skills and advanced technical skill specializations.
The USCIS Training Professional Certification Program is designed to develop a cadre of training professionals capable of performing all training functions from analyzing training needs to the design, development, delivery, evaluation, and management of training activities with the goal of achieving excellence through training.
2. SCOPE
This SOW covers the solicitation for a contractor to tailor their commercial off-the-shelf (COTS) products to align with the USCIS Training Professional Certification Program. COTS products will be tailored to USCIS Training Officers and other learning and development professionals.
This certification program will encompass a blended learning approach using COTS products and USCIS internally developed instructional elements. Successful graduates of the certification program will have an expert proficiency level in the application of the ADDIE model (Analysis, Design, Development, Implementation & Evaluation) and facilitation of instructional events.
3. OBJECTIVE
There are two business needs driving this SOW. USCIS requires (1) our learning & development professionals to use high-quality, state of the art training design and delivery techniques to provide the most effective and engaging programs to USCIS employees and (2) a more systematic approach to developing the skills and careers of our learning and development professionals. USCIS HCT requires this Training Professional Certification Program to address those business needs. This is a new initiative for the organization.
The objective of the certification program is to ensure that USCIS learning and development professionals are providing the best quality training courses and programs and demonstrate highly proficient use of established instructional systems design and evaluation methodologies.
It will also prepare personnel to partner with local leadership to develop and implement effective training and evaluation plans in their offices. Contractors providing tailored COTS in support of the certification program will work closely with the TCDD Program Manager to develop a working knowledge of USCIS learning & development infrastructure and learning requirements.
The contractor will provide instructional systems design (ISD), training materials development, and facilitation expertise in the tailoring of various COTS modules and courses in this certification program.
4. PERIOD OF PERFORMANCE
The period of performance (POP) is for one (1) base year and four (4) option years.
5. PLACE OF PERFORMANCE
Product customization work will be held at 633 3rd St Washington DC or at the contractor’s site.
Offsite work will be at the Contractor’s location.
All training dates and locations shall be mutually agreed upon following award.
Contractor delivered training will be held at a USCIS location in the Continental United States.
The Government reserves the right to cancel or suggest alternative dates as deemed necessary due to scheduling changes. USCIS shall provide the Contractor a two-week written notice (via the Contracting Officer, if appropriate) if a scheduled session needs to be cancelled and/or re-scheduled. Cancelled or rescheduled events for which the Contractor has received at least the two-week notice shall be executed without additional cost to the Government.
6. SPECIFIC CONTRACTOR REQUIREMENTS/TASKS
The Contractor will provide COTS courses or instructional modules that meet the following business requirements:
The course(s) must address USCIS Training Professional Certification Program elements as described in Section 6.1 Requirements below, specifically skill development in the following core content areas:
o Delivering or facilitating training, o Designing instructional events, and o Conducting performance improvement consulting.
• The contractor should be prepared to deliver 1 – 2 courses covering the core content areas per 12-month cycle.
• Courses should include an online preparation component, 3 or 4 days of face-to-face instruction, access to elective topics, and an online learning community. We envision courses to be approximately 1-2 weeks dependent on objectives and how it is designed to meet the objectives. There is a blend of instruction envisioned for completion of the certification program. Core instruction takes place in the controlled classroom environment around three core competencies expected. Training Instruction; Training Design; and Performance Consulting. The remainder of requirements will be via OJT, online/eLearning.
• Courses should be fully tested, validated to meet prescribed learning objectives and ready to deliver upon award. There will be no time allotted for development; only limited time to contextualize the already developed and validated COTS material.
• The course(s) must be fully functional in the USCIS Training development/implementation environment: MS Office Suite (2010), Internet Explorer 9, Adobe Acrobat X Pro, Adobe Connect Web Conferencing.
• The Contractor must provide USCIS Program Manager with Level 1, 2, and 3 evaluation data on existing COTS programs that will be provided for use in the USCIS Training Professional Certification Program to demonstrate evidence of behavioral transfer and COTS program effectiveness.
• The Contractor must be able to align and integrate their COTS courseware with existing USCIS instructional topics - some of which are already developed and delivered. TCDD will establish standards building from the COTS products. Access to USCIS instructional topics will be made available to the Contractor upon award.
• COTS content must be tailored to USCIS audience requirements from basic proficiency to advanced learning professional expert as deemed necessary by the USCIS Program Manager. The target audience manages training programs for their offices and experience levels range from novice to expert; GS levels range from GS 11 to GS 14. The average tenure is 5 years. The facilitator will meet with the PM six (6) weeks prior to the delivery of each session.
• The course(s) must incorporate a blended learning approach that includes face-to-face;
online/eLearning (synchronous and asynchronous) delivery methods to accommodate a geographically dispersed USCIS audience base.
• For deployment and tracking, all course content must be compatible with USCIS Learning Management SystemMeridian (FY17).
• Program courses provided by the Contractor must have brand recognition (i.e., ATD, Kirkpatrick) to meet learning professional development standards and available publicly if USCIS participants need to take the courses at other times/locations than scheduled by the USCIS Program Manager. The courses must be able to integrate USCIS examples and business needs and be consistent with internal USCIS trainer development programs to leverage resources and ensure alignment and integration. Materials must be used with permission from the copyright holder. The contractor shall not solicit any other products or services from the brand vendor.
• The Contractor must provide access to all materials developed in support of the Training Professionals Certification Program for in-house reproduction as deemed necessary by the USCIS Program Manager.
• The Contractor will deliver the course(s) initially per the Instructor qualifications listed in Section 6.2.
• The Contractor will provide templates and job aids for program participants to implement methodologies presented.
• To determine course effectiveness, the Contractor will provide USCIS Program Manager with customized Level 1, 2, and 3 evaluation templates that are aligned with the Kirkpatrick Model and USCIS evaluation tools and practices.
• The Contractor will have a debrief meeting with the PM two (2) weeks following the delivery of each session.
• The Contractor will provide ongoing follow-up support, consultation, and materials after development (via email / telephone) for one-year after course deployment.
• The Contractor will provide on-site consultation to the USCIS Program Manager on USCIS instructional development practices for USCIS learning & development professionals on a semi-annual basis.
6.1 COTS program element requirements:
The contractor’s courses must include the following elements:
• Validated self-assessment tool
• Online self-directed exercises to prepare for the classroom training
• Three face-to-face classroom training courses that meet the required learning objectives each covering the following core content areas (1 course each):
o Training Delivery: Assessing needs, preparing for training, creating a positive learning environment, facilitating learning, managing challenges, and evaluating learning. Classroom experience must include detailed personalized feedback, coaching, and video taping of participants’ delivery practice.
o Instructional Design: Rapid or agile design approaches, collaboration strategies, needs analysis, adult learning theory, techniques to maximize learning transfer, blended learning strategies, instructional design tools. Classroom experience must include use of real-time design projects.
o Performance Consulting: Performance improvement processes, such as analyzing performance to diagnose root cause and select solutions, managing customer relationships, delivering findings and recommendations, problem-solving and decision-making
• Elective curriculum covering the following content areas. These content areas will be elective for program participants, but must be available on-demand, online asynchronous delivery.
o Change Management o Coaching o Consulting Skills o Designing Learning (traditional face to face classroom to mobile platforms) o Designing Synchronous Learning o Evaluating Learning Impact o Facilitating Synchronous Learning o Mobile Learning o Training Administration o Managing content on a learning management system o Introducing Human Performance Technology or Human Performance Improvement
• Access to an online learning community, which allows participants to access course materials, complete assignments, and reflect on learning experiences.
• Templates and Job Aids (for use back on the job)
• OJT activities with performance-based assessment checklists
• Kirkpatrick-based evaluation tools for Levels 1, 2, and 3.
6.2 Contractor Instructor Qualifications:
• Be nationally recognized and qualified in delivering ISD content, delivering certification level programs for learning & development professionals.
• Have a proven ability to develop and present effective instruction on ADDIE and Kirkpatrick training methodologies in an online or classroom based setting.
• Provide webinar and individual consultation and video feedback to participants.
• Have strong interpersonal skills along with excellent oral and written communication abilities.
Contractor Qualifications/Experience:
• Be nationally recognized and qualified in delivering ISD content, providing certification level programs for learning & development professionals.
• The contractor will need to be a subject matter expert in developing high-quality learning professionals and in creating and delivering curriculum that could include eLearning, web-based, instructor-led, On-the-Job-Training (OJT) development activities, and assessment/testing strategies to access proficiency achievement.
• The contractor should have demonstrated expertise in developing and delivering courses that teach participants how to build and deliver high-quality training events using the ADDIE model and adult learning principles.
• Have a proven ability to develop and present effective instruction on ADDIE and Kirkpatrick training methodologies in an online or classroom based setting.
• Provide webinar and individual consultation and video feedback to participants.
• Provide templates and job aids graduates to implement instructional methodologies.
• Have strong interpersonal skills along with excellent oral and written communication abilities.
• Have prior, extensive experience in planning and completing multi-level instructional development programs, documentation of methodologies, and development of large-scale instructor certification plans.
In addition to the Kirkpatrick-based level 1, 2, 3 assessments, to ensure delivery requirements are met, instructors will also be observed by USCIS Program Managers.
7. EMPLOYEE IDENTIFICATION
Contractor employees visiting Government facilities shall wear an identification badge that, at a minimum, displays the Contractor name, the employee’s photo, name, clearance-level and badge expiration date. Visiting Contractor employees shall comply with all Government escort rules and requirements. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times.
8. TRAVEL
Contractor travel may be required to support this requirement. All travel required by the Government outside the local commuting area(s) will be reimbursed to the Contractor in accordance with the Federal Travel Regulations. Travel for the post award conference and other meetings are not authorized for reimbursement. The Contractor shall be responsible for obtaining COR approval (electronic mail is acceptable) for all reimbursable travel in advance of each travel event.
9. POST AWARD CONFERENCE
The Contractor shall attend a Post-Award-Conference with the Program Manager, Contracting Officer, and the COR no later than ten (10) business days after the date of award. The purpose of the Post Award Conference, which will be chaired by the Contracting Officer, is to discuss technical and contracting objectives of this contract and review the Contractor's draft project plan. The Post Award Conference will be held at the Government’s facility, located at 633 3rd St., NW, Washington, D.C. or via teleconference. The Contractor shall prepare a final project plan/understanding subsequent to this meeting (see Deliverables, Section M).
10. GOVERNMENT FURNISHED RESOURCES
The Government will provide the training space, equipment and supplies necessary to perform the on-site portion of Contractor services required in this contract, unless specifically stated otherwise in this work statement.
The Government will provide all necessary information, data and documents to the Contractor for work required under this contract, but will remain the property of USCIS.
11. CONTRACTOR FURNISHED PROPERTY
The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this contract, except for the Government Furnished Resources specified above.

SECURITY REQUIREMENTS
FACILITY ACCESS CONTROL
The Contractor will observe all internal building security regulations that apply to any and all buildings concerning this contract. The Contractor will only enter the facility or building with continuous escort service during their work hours and they will depart the facility or building after work hours. When entering and departing the facility or building each contractor must sign in and out as required at the site.
EMPLOYMENT OF ILLEGAL ALIENS
Subject to existing law, regulations and other provisions of this contract, the Contractor shall not employ illegal or undocumented aliens to work on, or with this contract. The Contractor shall ensure that this provision is expressly incorporated into any and all subcontracts or subordinate agreements issued in support of this contract.

(a) The Contractor shall not require its employees or subcontractors seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting waste, fraud, or abuse related to the execution of a Government contract to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information (e.g., agency Office of the Inspector General).
(b) The Contractor shall notify current employees and subcontractors that prohibitions and restrictions of any internal confidentiality agreements covered by this clause, to the extent that such prohibitions and restrictions are inconsistent with the prohibitions of this clause, are no longer in effect.
(c) The prohibition in paragraph (a) of this clause does not contravene requirements applicable to Standard Form 312 (Classified Information Nondisclosure Agreement), Form 4414 (Sensitive Compartmented Information Nondisclosure Agreement), or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(d) In accordance with Section 743 of Division E, Title VII, of the Consolidated and Further Continuing Appropriations Act, 2015, (Pub. L. 113-235) use of funds appropriated (or otherwise made available) under that or any other Act may be prohibited, if the Government determines that the Contractor is not in compliance with the provisions of this clause.
(e) The Contractor shall include the substance of this clause, including this paragraph (f), in subcontracts under such contracts.
(f) The Government may seek any available remedies in the event the contractor fails to comply with the provisions of this clause.
