SECTION I - SF 1449, SOLICITATION/CONTRACT/ORDER FOR COMMERCIAL ITEMS
A. CONTINUATION BLOCK 20 - SCHEDULE OF SUPPLIES/SERVICES
Period of Performance: The contract consists of a base period and three option periods as shown below:
PERIOD MONTHS
BASE 6
OPTION 1 12
OPTION 2 12
OPTION 3 6
TOTAL 36
Pricing: The contractor will complete all pricing spreadsheets, located in Section III - LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS, (ATTACHMENT J). Further instructions are found at Section IV, Instructions to Offerors. Pricing is on a Time and Materials (T&M) and Firm-Fixed- Price (FFP) basis as indicated for each Contract Line Item Number (CLIN). The ceiling price for T&M CLINs will be the awarded amount for the T&M CLINs and contractor exceeds the ceiling at their own risk.
For T&M CLINs, the total price of the proposed labor categories is considered the CLIN price. The total hours for each labor category within a CLIN may deviate up to 15% over the negotiated amount of hours for that labor category so long as the price for the CLIN will not be exceeded. The intent is that hours for each labor category within a CLIN can be exceeded but adjustments to labor hours can be made to other labor categories within the CLIN as long as the total CLIN ceiling price is not exceeded. Pre-approval by the Contracting Officer will be required if total hours for any labor category will deviate by more than 15%.
Notice to Proceed (NTP) / Transition-In
Transition shall occur within 60 days of the kick-off meeting. Contract performance will not begin until a NTP is issued by the Contracting Officer (CO) after the kick-off meeting. Any costs associated with transition efforts shall be included in the base period CLINs. During transition the contractor will be hiring staff, training staff, and processing security paperwork. No invoicing shall occur until after a Notice-to- Proceed (NTP) for Transition-In is provided by the contracting officer.
Secret Clearance Work:
Performance of work by the contractor requiring a Secret clearance shall not commence until the DD254 is provided by DHS and incorporated into this contract and the visit authorization letter has been provided to the Personnel Security Division (PSD) with the OSI. Incorporation of the DD254 does not govern work performed by someone other than prime contractor. Performance of work requiring Secret clearance by a subcontractor requires a separate DD254, which is the prime contractor’s responsibility. All offers shall provide evidence of a Secret Facility Clearance at the time of proposal submission. Proposals that do not contain evidence of a Secret Facility Clearance at the time of proposal submission will not be further evaluated and will not be eligible for award. Attached to the Performance Work Statement (PWS) is security language which outlines the security requirements under this contract.
