HSSCCG-16-Q-00198 Questions Received
1. Does the Combined Synopsis/Solicitation under solicitation number HSSCCG16Q00198 contain requirements similar to a current contract? If possible, please provide the current contract number. No, we do not have a similar contract in place.
Is this a new requirement for the government? This is a new requirement for the government.
2. Is there any specific information we need that is not in the FedBizOps announcement? Is this an award that is definite with funding? All required information is available on the
Federal Business Opportunities (FBO) website. Funding for this requirement is available.
3. Is there a push (we hope) in the due date for the proposal? The government does not anticipate extending this solicitation.
4. The RFP requests that we submit two Executive Briefings…. (Executive Briefing with hyperlinks and Executive Briefing without hyperlinks). Is this correct or should the second executive briefing be a ‘Mid-Day Update’? The first summary shall contain hyperlinks to full news clips. The second summary shall be identical to the first summary, but will not contain links to news articles. The summaries shall be the morning news analysis for the date quotes are due.
5. The RFP appears to limit the executive briefing to 10 pages, does this limit apply to the
Mid-Day Update too? Yes, each individual report may be up to 10 pages long.
6. Because the Mid-Day Update is due between noon and 1:30pm, and the RFP is due at
10:30 am on 5/31, do you want vendors to submit the previous day’s report or submit the
Mid-Day Update after the RFP has been submitted? Only morning reports shall be submitted. See the answer to question number 4.
7. Can you identify the ‘Key Multilingual Outlets’ you want tracked? Is there a limit to the number of Key Sources, for example the top 10 Spanish Language outlets in the US?
Here is the list of outlets that we would like to receive coverage from: Univision
(network and affiliates), Telemundo (network and affiliates), La Opinion Impremedia newspapers (La Raza, etc.), El Nuevo Herald, Azteca America, EFE, New Tang Dynasty, and Epoch Times. There is not a limit to the number of key sources that we would like tracked.
8. We are planning on submitting a bid for the Executive Briefing and Analytic Service, but wanted to clarify who we submit to on May 31st. Should we send everything to you on that day or someone else? Offers shall be submitted to both points of contact listed on the
FBO announcement web page.
9. Does USCIS have a list of “major key multilingual outlets” for which it would like to receive coverage? See the answer to question number 7.
10. For the Volume 1 samples being submitted, are the two samples intended to be one sample of the Daily Briefing and one sample of the Mid-Day Briefing, or two samples of each briefing type? Or two samples of the Daily Briefing only? Related, does the 10 page limitation apply to each sample individually, or both samples together? The first summary shall contain hyperlinks to full news clips. The second summary shall be identical to the first summary, but will not contain links to news articles. The summaries shall be the morning news analysis for the date quotes are due. Each individual report may be up to 10 pages long.
11. Because USCIS has requested samples including news for the day quotes are due (May
31), how would USCIS like vendors to deliver a sample of the Mid-Day Briefing which would not typically be produced until after the deadline for proposals? Would a Mid-Day
Briefing sample from the previous Friday (May 27) be acceptable? The summaries shall be the morning news analysis for the date quotes are due.
12. Regarding holidays, is USCIS open to a reduced price in exchange for permitting the awardee two days off at Thanksgiving and Christmas? Briefings are required twice daily
Monday through Friday in accordance with the Statement of Work. Briefings are not required on those days that are federal holidays. The government will not consider negotiations regarding price and delivery at this time.
