DEPARTMENT OF HOMELAND SECURITY (DHS)
US CITIZENSHIP AND IMMIGRATION SERVICES (USCIS)
STATEMENT OF WORK (SOW)
Four Levels of Evaluation Model Certification Program
(Bronze and Silver Level, and Managers Sessions)
A. BACKGROUND
The mission of United States Citizenship and Immigration Services (USCIS) is “to secure America’s promise as a nation of immigrants by providing accurate and useful information to our customers, granting immigration and citizenship benefits, promoting an awareness and understanding of citizenship and ensuring the integrity of our immigration system.”
The mission of the Human Capital and Training Division (HCT) is to administer an integrated program of recruitment, training, professional development, and employee benefits that enable USCIS to successfully carry out agency responsibilities to the Nation.
Within HCT, the Training and Career Development Division (TCDD) creates, develops, evaluates, and manages training classes and programs that are delivered Agency wide.
Evaluation of training is a key element to providing quality training services. HCT is seeking to procure the services of a Contractor to provide training evaluation certification courses based on the New World Kirkpatrick’s Four Levels of Evaluation Model, which has become an industry standard for measuring the value of training. This will include instruction in the methodologies involved in planning and implementing multilevel evaluation programs.
B. SCOPE
This SOW covers the solicitation for qualified personnel to deliver training courses tailored for USCIS on the New World Kirkpatrick’s Four Levels of Evaluation Model, leading to the Bronze and Silver Level evaluation certification for USCIS Training Officers and other learning and development professionals. These courses should be developed for professionals with basic through intermediate knowledge of evaluation methodology.
C. OBJECTIVE
Provide live (in-person or web-based), instructor-led, certification courses that teach participants how to strategically plan for and measure training effectiveness using the Four Levels of Training Evaluation (Reaction, Learning, Behavior, and Results) in alignment with business requirements and environmental drivers. The objective of this initiative is to ensure that USCIS learning and development professionals provide the best quality training courses and programs through the development of a well-structured evaluation plan and are capable of executing against that plan using established instructional systems design and evaluation methodologies.
The courses should prepare personnel and their managers to develop and implement effective evaluation plans in their offices. Contractors will work closely with TCDD Evaluation Program Manager and should have a working knowledge of USCIS learning & development infrastructure and requirements.
