SOLICITATION NUMBER: HSHQDC-17-Q-00116

DATE: 3/13/2017

TITLE: Leased Unreserved Parking Spaces

The Department of Homeland Security (DHS) is considering issuing a Firm Fixed price contract for a base period of 10 months and four 12 months option periods.

This Request for Quotation (RFQ) incorporates provisions and clauses in effect through Federal

Acquisition Circular 2005-55. This acquisition is unrestricted. The resultant contract will be issued on a firm-fixed price basis. The associated North American Industry Classification System

(NAICS) code is 812930, Parking Lots and Garages. This is a Request for Quotation (RFQ) and solicitation number is HSHQDC-17-Q-00116.

Evaluation

The Government intends to award upon the basis of initial quotations. Discussions are not anticipated; however, the Government reserves the right to hold discussions at the sole discretion of the Contracting Officer. Quoters are therefore cautioned that each initial quotation should contain the Quoter’s best quote. One (1) award will be made to the Quoter whose quote is determined to best meet the needs of the Government after consideration of all factors, that is, the quote that provides the best value to the Government. For this procurement, best value is defined as the quote that results in the most advantageous acquisition decision for the Government as determined by trade off analysis among the non-price and price factors.

As the evaluations of the non-price evaluation factors become more equal between the Quoters, price becomes more important in making the award determination. In the event that two or more quotes are determined not to have any substantial technical differences (i.e., are substantially equivalent with respect to the non-price factors), award may be made to the lower priced quote. It should be noted that award may be made to other than the lower priced quote if the Government determines that a price premium is warranted due to technical merit. The Government may also award to other than the highest rated quote, if the Government determines that a price premium is not warranted.

The Department of Homeland Security (DHS), National Protection and Programs Directorate

(NPPD), Office of Infrastructure Protection (IP), National Protection and Programs Acquisition

Division (NPPAD) would like to issue a solicitation for lease of unreserved parking spaces and award a Firm Fixed Price Contract. The requirement is for 40 unreserved parking permits, with an option to add up to 15 additional unreserved parking spaces; the parking garage should have secured access, indoor parking spaces within a 0.25-mile radius of 1310 N. Courthouse Road, Arlington, VA 22201. The parking spaces shall be self-parking and have in and out privileges.

The spaces are required for use 24 hours a day, 7 days a week and 365 days a year. Secured access is defined as parking that requires gate, key card, transponder or guard controlled access on a 24-hour basis.

The Statement of Work (SOW) for the required services is included herein and will be procured in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6., procedures.

52-217-8 Option to Extend Services

“If needed, the Government intends to exercise the option or options under FAR 52.217-8 without further competition or need for justification for other than full or open competition [or limited source justification or sole source justification]. For purposes of evaluation, the potential need to exercise the option under FAR 52.217-8 to extend the period of contract performance for the maximum period of six (6) months beyond the last option period will be considered the same for all offerors. In considering the price of the base period and any option periods, the Government will consider that if the extension of service clause (FAR 52.217-8) is exercised, it will be on the exact same rates and terms, other than length of performance, as the base or option period being extended. The

Government will determine whether the price, inclusive of all options (including the options available under FAR 52.217-8), is fair and reasonable, and whether the price of the base period and all option periods (including the option(s) represented by FAR

52.217-8), in combination with the other evaluation factors specified in the solicitation, represents the best value to the Government.

QUOTATION CONTENT AND SUBMISSION INSTRUCTIONS

The subject line on your e-mail shall read “Secure Parking-Courthouse.” The quotations shall be submitted electronically to the Contract Specialist at Shone.dickerson@hq.dhs.gov.

Instructions for Submission of Questions

Questions concerning this RFQ should be submitted Shone Dickerson at shone.dickerson@hq.dhs.gov by Tuesday, March 14, 2017 no later than 4:00 p.m. Eastern

Standard Time. Questions must be in the following format utilizing MS Excel:

Electronic copies of your quotation are due no later than 11:00 a.m. Eastern Standard Time

(EST), on Wednesday, March 15, 2017. The electronic version shall be submitted using the PDF files except for an Excel spreadsheet for pricing. Pricing spreadsheets that are submitted in a very small font size and are not reasonably legible may be considered as unacceptable and grounds for exclusion from further consideration. The Excel spreadsheet must be in MS Office version 2003.

Quotations not received by the time and date specified and in the manner specified may be considered non-responsive and eliminated from further consideration.

To be considered timely, electronic copies of quotation submitted must be received at the specified email address(es) no later than 11:00 a.m. EST on Tuesday, March 15, 2017. The

Government will notify you of receipt of the electronic copies by reply e-mail.

All quotation submissions must include the following information (preferably to be provided on the quotation submission cover letter):

Quotation submitted orally will not be accepted. The quotation must include discount terms, delivery date, tax identification number, cage code, and DUNS number. To be eligible to receive an award resulting from this RFQ, offerors must be registered in the Central Contractor

Registration (CCR) database. To register, please apply via the Internet at http://www.ccr.gov or by calling 1-888-227-2423. Offerors must complete the Representations and Certifications in the

ORCA database at http://www.bpn.gov/

Quotation should also include the following:

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of quotation

(3) The name, address, and telephone number of the quoter;

(4) Provide the unit price and total price for each of the CLINS identified above;

(5) Demonstrated commitment to meet the delivery schedule;

(6) Terms of any express warranty;

(7) Price and any discount terms;

(8) “Remit to” address, if different than mailing address;

(9) A completed copy of the representations and certifications at FAR 52.212-3, downloaded from web site http://orca.bpn.gov;

(10) Acknowledgment of Solicitation Amendments (if applicable);

(11). Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitations.

Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitations may be excluded from consideration.

Price Quotation

The Offerors proposed pricing will be evaluated against the Independent Government Cost http://www.ccr.gov/ http://www.bpn.gov/ http://orca.bpn.gov/

Estimate (IGCE). In evaluating price, the Government will consider the total Firmed Fixed Price to perform a specific task being requested and for determining that the total price is reasonable.

The Government will validate that any information provided in other parts of the quotation is consistent with the information provided in the price quotation. Any inconsistencies will be noted and may adversely affect the quotation evaluation.

Period for Acceptance of Quotes.

The offeror agrees to hold the prices in its quote firm for 30 calendar days from the date specified for receipt of quotes, unless another time period is specified in the solicitation.
