Statement of Work
Shredding Services
I. Background
The U.S. Department of Homeland Security (DHS) is committed to using cutting-edge technologies and scientific talent in its quest to make America safer. The DHS Science and Technology Directorate (S&T) is tasked with researching and organizing the scientific, engineering, and technological resources of the United States and leveraging these existing resources into technological tools to help protect the homeland. The S&T Administration Support Division (ASD) is responsible for the following S&T business functions: facilities;
property; directives and correspondence control; administration; audits; physical and information security; information technology; human resources; readiness and operations coordination.
Within this framework sensitive, For Official Use Only (FOUO), and classified documents must be controlled and destroyed in accordance with 49 CFR §1520.19, DHS Management Directive
11042.1 Safeguarding Sensitive But Unclassified FOUO Information, and MD 11056.1 Sensitive Security Information. This Statement of Work is for the containment, chain-of-custody control, shredding, and proper disposal of S&T’s paper documents required by these policies.
II. Scope of Work
This effort includes the containment, chain-of-custody control, shredding, and proper disposal of Sensitive But Unclassified and FOUO paper documents at DHS S&T headquarters (1120 Vermont Avenue NW, Washington DC 20005). These services are not covered by the building lease agreement for 1120 Vermont Avenue. These services are not covered elsewhere by DHS management.
DHS S&T currently shreds roughly 7,000 lbs. of paper per year. DHS S&T currently has forty-seven (47) 75-100 lb. capacity bins and five 200-250 lb. capacity bins. Shredding bins are located on five floors at 1120 Vermont Avenue. The shredding bins are emptied biweekly, on Wednesdays from 8:00 am to 11:00 am.
A freight elevator and delivery dock are available for use by the vendor. Long-term parking for shredding vehicles is not provided by the building owner or by DHS. The vendor is responsible for legally parking its vehicles or paying any parking tickets.
Sensitive material remains under the care, custody, and control of DHS S&T until the vendor arrives to perform its services and the chain-of-custody is passed to the vendor, thus eliminating any potential for compromise.

III. Tasks
The vendor shall perform the following tasks:
1. Provide shredding security consoles/bins.
1.1. Provide forty-seven (47) 75-100 lb. capacity security consoles/bins.
1.2. Provide five (5) 200-250 lb. capacity security consoles/bins.
1.3. Provide additional security bins/consoles at the direction of the Contracting Officer’s Representative (COR). S&T shall provide a minimum of two business days advance notice.
2. Provide on-site shredding services.
2.1. Perform on-site pickup and shredding biweekly on Wednesdays from 8:00 am to 11:00 am, or another schedule mutually agreed to with the COR. This is equivalent to 26 pickups/shreddings per year.
2.2. Service may be interrupted or rescheduled due to federal holidays, closing due to inclement weather, or furloughs/government shutdowns (refer to the OPM website for guidance). When service is interrupted, the vendor and the COR shall agree to another day and time as soon as possible after the end of the interruption.
2.3. Vendor shall submit a schedule for COR approval within a week of contract award.
2.4. The vendor’s personnel shall be escorted at all times by the COR or COR’s designee at all times while in secured S&T space.
3. Additional pickups and shredding.
3.1. Vendor will perform up to four (4) additional on-site pickups and shreddings, in addition to the scheduled biweekly pickups, as requested by the COR.
3.2. Vendor will provide an additional five (5) 200-250 lb. capacity bins prior to the additional pickups/shreddings.
4. Personnel and Equipment.
4.1. Vendor shall provide a number of personnel with sufficient skills to accomplish the pickup/shredding with minimal disruption to government activity.
4.2. Vendor shall provide truck(s) capable of lifting, dumping, and shredding full 75-100 and 200-250 lb. bins.

5. Compliance.
5.1. Shredding processes must comply with 49 CFR §1520.19, DHS Management Directive
11042.1 Safeguarding Sensitive But Unclassified FOUO Information, and MD 11056.1 Sensitive Security Information. Copies are available upon request from the contracting officer.
5.2. At the conclusion of each pickup/shredding, vendor shall provide a Certificate of Destruction to the COR or COR’s designee. This individual will be the escort described in 2.4.
The individual will confirm the number of bins that have been shredded.
IV. Security
All work performed under this SOW is UNCLASSIFIED. The documents to be shredded are Sensitive But Unclassified and FOUO. The shredding of classified material will be handled internally.

Section D. Packing and Marking
No physical shipments or packing and marking of boxes are necessary. If additional shredding bins are needed, they will be delivered in person.
Section E. Inspection and Acceptance
E.1.
The Contracting Officer’s Representative (COR), identified in Section G.1.2, or the COR’s designee shall escort the vendor during each pickup/shredding; this constitutes inspection. At the conclusion of each pickup/shredding, the COR or COR’s designee shall confirm the number of bins shredded and sign the Certificate of Destruction; this constitutes acceptance. If the COR’s designee makes acceptance, the COR shall provide oversight and bears responsibility.
E.2.
In addition to the inspection and acceptance procedures described in Section E.1, inspection and acceptance shall be made in accordance with FAR 52.212-4 Contract Terms and Conditions— Commercial Items, included in the GSA contract .
Section F. Delivery and Performance
F.1. Place of Performance
The contractor shall perform Section C Statement of Work at the DHS S&T headquarters, located at 1120 Vermont Avenue NW, Washington, DC 20005.
F.2. Period of Performance

G.2. Contracting Officer
G.2.1.
The contracting officer is the only person authorized to approve changes to any of the terms and conditions of this delivery order. In the event the contractor effects any changes at the direction of any person other than the contracting officer, the changes will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof. The contracting officer shall be the only individual authorized to accept nonconforming work, waive any requirement of the contract, or to modify any term or condition of the contract. The contracting officer is the only individual who can legally obligate government funds. No cost chargeable to the proposed contract can be incurred before receipt of a fully executed contract, which includes any subsequent contract modifications or other specific written authorization from the contracting officer.
The contractor shall not comply with any order, direction or request of government personnel unless it is issued in writing and signed by the contracting officer, or is pursuant to specific authority otherwise included as a part of this contract. No order, statement, or conduct of government personnel, other than the contracting officer, who visit the contractor’s facilities or in any other manner communicate with contractor personnel during the performance of this contract shall constitute a change under the Changes clause of this contract.

M.1. Basis for Award
The government will award to the small business quoter on the GSA Schedule 36 that is able to
(1) furnish the services and associated equipment delineated in Section C Statement of Work, and (2) quotes the lowest price. Price will be calculated as the total price for the base year and both option years, including the price to perform up to four additional pickups/shreddings and furnish up to five additional 200-250 lb. bins per year.
