HSFEMW-10-Q-0001 Statement of Work
Statement of Work – Air Conditioning Chiller
1. General: This project shall consist of the replacement of an existing air conditioning chiller and associated chilled water pumps. It shall include purchase of all new equipment, removal and disposal of existing equipment, installation of new equipment, and start up of new equipment. The existing chiller is currently out of service and a temporary chiller has been installed and is providing service to the building. All work in this project shall be coordinated to minimize downtime to the building.
2. Chiller Specifications: The chiller shall be a packaged air cooled unit rated at 120 tons minimum. It shall be suitable for use with 40% ethylene glycol. It shall be capable of operating at 54F entering and 44F leaving water temperatures at 275 GPM. It shall operate on 480 Volts AC, 3 phase, 300 Amps maximum. It shall include a built-in control system to operate the chiller and maintain the required leaving water temperature. The chiller shall be provided with low ambient controls to allow operation to -10F. The new chiller shall be a Trane Model CGAM120.
3. Pump Specifications: The existing pumps consist of two each Weinman Model #2.5KHB4A pumps originally rated at 240 GPM @ 125’ of head. They are currently operating at approximately 225 GPM @ 134’ of head. The new pumps shall be sized to provide 275 GPM @ 167’ of head. Each pump shall utilize the existing shut off valves and shall be provided with a check valve and balancing valve on the supply. Suction diffusers shall be provided for the new pumps. The existing motor starters and associated feeders and controls shall be upgraded or replaced as necessary to work with the new pumps. The existing electrical service at the pump location is rated at 208 Volts, AC, 3-phase.
4. Demolition: The Contractor shall demolish the existing chiller, dry cooler, chilled water pumps, and all associated fittings and accessories necessary to allow installation of the new equipment. All demolished materials and equipment shall become the property of the Contractor and shall be removed from Government property. Any special equipment necessary to perform this demolition shall be the responsibility of the Contractor. Government personnel shall assist with demolition by removing and storing the glycol in the existing chiller and chilled water piping. Government personnel will also remove the existing refrigerant in the existing chiller. The Contractor shall perform all required demolition to the electrical system supplying the existing equipment. The Contractor shall provide any crane necessary to remove the existing chiller and dry cooler.
5. Installation of New Equipment: All new equipment shall be delivered and installed by Contractor personnel. All installation work shall be in accordance with applicable local building codes. Installation work shall be accomplished between 6AM-5PM on normal work days, excluding Federal holidays. Government personnel shall assist with installation of the new equipment by recharging the system with glycol. The Contractor shall perform all necessary electrical work to provide power to the new equipment. The Contractor shall provide and install all controls required to provide a complete and functional system. The Contractor shall provide new piping as required to connect the new chiller to the existing piping. If the new piping material is dissimilar to the existing copper pipe, dielectric couplings shall be provided. All new piping shall be insulated using materials and methods equivalent to the existing. Valves and accessories shall be provided to match the existing installation.
6. Startup of New Equipment: Startup of all new systems and equipment shall be performed by qualified personnel in accordance with all manufacturer requirements. A startup report shall be furnished to the Contracting Officer’s Technical Representative (COTR), which shall include all pertinent startup information and shall indicate that the equipment is fully operational and that the warranty is in effect.
7. Location: This equipment is required at the DHS/FEMA Mt. Weather Emergency Operations Center (MWEOC), 19844 Blue Ridge Mountain Road, Mt. Weather, VA 20135.
8. Warranty: All equipment and material installed and all work performed in this project shall be covered by a one-year warranty. This warranty shall include parts and labor. In addition, the chiller compressors shall be covered by an extended five-year warranty.
9. Security Requirements: All contractor personnel must comply with all MWEOC security requirements. All contractor personnel must be U. S. citizens and must apply in advance for access to the facility. Access may be denied based upon the results of a criminal background check.
