SOLICITATION: HSFEHQ-10-R-0069 INVENTORY ASSESSMENT
DATE: JUNE 25, 2010
The following are questions and answers regarding solicitation #HSFEHQ-10-R-0069 for INVENTORY ASSESSMENT.
QUESTIONS AND ANSWERS
1) Reference: Scope Paragraph 2, Page B-3, AND Section C.4 Number 3.
2) Reference: The solicitation states that “FEMA designees will train the contractors in LIMS and LIMS III Mobile and provide both training and bar code scanners for the inventory.“ Later in Section C.4.3 it reads, “Government will provide a one day training session on the use of the INTERMEC scanners. All contractor work force personnel shall be required to attend this training.”
Yes, it is on basic operation of the scanner and basic systems information.
a) Question Where will the training take place?
At the site on the first day of operations
b) Question When will the training take place?
As stated above
c) Question Is every single person who will be executing the inventory required to attend or just key personnel at a minimum?
As stated in the response to question 1a, all workers are required to attend.
3) Reference: Section 7—Personnel Requirements, Page B-6.
4) Reference: The RFP states that the “contractor shall provide a resume for each individual assigned to work on this effort.” Is the requirement referring to all “key personnel” assigned to the project or literally, “all personnel,” regardless of their roles?
Yes, a resume is required for all contractor employees.
5) Reference: Section 4 – Scheduling of work.
6) Reference: How much time will the Government allocate for inventories to be conducted and completed at each location?

7) Reference: The RFP currently states that Management is more important than Technical; however, it fails to state the relative importance of Technical to other evaluation factors. Can contractors assume that Management, Technical and Past Performance are listed in descending order of importance and these factors, when combined, are significantly more important than price?
Not appropriate to discuss specifics of the evaluation criteria pre award.
8) Reference: Page B-3, Paragraph 3 - “For consumable items and non-bar-coded stock items, the contractor will use manual count sheets provided by the FEMA Task Lead Monitor.”
a) Question Will the FEMA Task Lead Monitor always be a government employee?
Yes

9) Reference: Will the THU-Hope, AR and THU-Selma, AL site visits be held simultaneously?
No, see schedule above

10) Reference: The table lists the total number of line items at each site. Are any of the line items further divided into sub-line items and require inventory services?
No, no other end items will be counted other than the Temporary Housing Units.
Page B-4, Bullet 4 - “Location and monthly reporting requirements to the contract COTR and task monitor”
11) Reference: Is this a physical recount of the inventory or a data report submitted to the COTR and task monitor?
Data only
12) Reference: Page B-4, Para 3.3 - “Teams will be provided training on this automated tool by the PMD during the government equipment training session.” When will the training be conducted?
Will the government pay for the travel and hotel for ALL the inventory team members to be trained?
a) Question How many training sessions were conducted last year?
As stated above, the training will be conducted at each site on the first day. Government will not pay for travel and lodging. One class was conducted last year with refresher training as needed for new employees joining the team on the first day at each site.
13) Reference: Page B-4, Para 3.4 - “Contractor Inventory Count Teams shall count all items...”
Please define the word “ALL.” Does this include all the components of the inventoried item? For example: A generator may have several components associated with the generator to be fully operational, to include the generator, motor oil, power cord, etc. Will the inventory team be responsible to inventory scanning all the parts associated with this generator?
As this question is under the heading Selma, as stated, Selma inventory will only involve Temporary Housing Units. To specifically answer the question as it would pertain to other sites, in the example above only the generator would be on record, the rest would be considered part of the master item.
14) Reference: Page B-4, Para 3.6 - “The contractor will have an in-depth knowledge of the Accountable Property Officer’s roles and responsibilities.”
Will the roles and responsibilities be provided and defined during the team training?
Accountable Property Officer is considered to be fairly standard terminology. Specific roles and responsibilities will not be provided.
15) Reference: Page B-4, Para 3.8- “The contractor shall provide inventory surge staffing for the upcoming hurricane season if a task orders is issued.”
In previous hurricane seasons, on average, how many surge personnel were activated when a task order was released to provide inventory support?
None.
16) Reference: Page B-5, Para 5.4- “Post Award Meeting. The contractor shall participate in an introduction briefing of key Government participants within three working days of award.”
Will the government pay for the contractor staff to attend this meeting?
No
17) Reference: Para B-5, Para 6.5- “Hard copy formats shall follow any specified Directives or Manuals.”
Will the Government provide a list of the specified Directives or Manuals before submission of proposals?
No manuals should be required
18) Reference: Para B-6, Para 7- “The Government reserves the right to judge the “technical skill and competence” of the individual...”
Will the government provide a job description of the type of personnel required for this contract? No
19) Reference: Para E-2 – .
a) Question What is the page count for the Technical/Management response?
You will need to limit your response to 2 pages per response.
20) Reference: General Questions:
a. Can the delivery of the contractor’s proposal be hand-delivered? What is the delivered address of the proposal?
Yes, the proposal can be hand-delivered. The address is:

b. Will Government personnel discontinue work in the maintenance area during execution of inventory services? If so, for how long?
No, day to day operations should not be disrupted.
c. Will Government personnel accompany contractor personnel and clearly denote which items are durable and which items are expendable”?
Examples will be given during the orientation training on the first day.
d. Will the Government provide personnel to help layout equipment (especially in the maintenance areas)?
Yes, mechanics will assist in laying out their tools for inventory.
e. Will contractors conduct inventories to validate the Government’s data or will contractors be responsible for keeping track of items through the period of performance?
It will be a validation of the database. Additionally items not found in the database, but physically at the facility, will be identified and reported.
