12.3.5.18Does the engineering requirement apply to structures that do not utilize any of the items and /or methods listed? Our enclosure is rotationally molded double wall polyethylene 2” thick with injected foam insulation. The structure is extremely strong and durable, but it is not of a type commonly addressed by civil / structural engineers or architects. It is possible to conduct finite element analysis, but not in time to include with the bid on Sept 10. Is the engineering due with the bid on Sept 10?FEMA needs to ensure that the TPS will withstand the anticipated exposures and will function as intended. The TPS may be fabricated of rotationally molded polyethylene. Finite element analysis is an acceptable analytical tool when performed by an experienced engineer; the analysis report should specify all relevant material properties and assumptions used as well as the source for those properties, including temperature-dependent variances in those properties. It may be appropriate to bound the analysis with the properties applicable at the temperature extremes listed in ANSI/ASCE 7-88. FEMA would like to receive the analysis with the bid, but we are willing to consider a time extension to allow for this analysis given the unique character of this approach. Please request a timeframe extension and provide the length of time requested so that FEMA can determine the reasonableness of the request. If a preliminary analysis is available with the submission that would provide FEMA with assistance in making the determination as to the feasiblity of the proposal.
22.3.5.20Our enclosure does not lend itself to the attachment of “loops”. Are grooves molded into the top designed to accept MHU strapping, containing it from lateral movement, acceptable?Grooves that will accept both the standard strapping and accomodate the standard manufactured home roof brackets at the corners are an acceptable alternative to loops. Please be cognizent in your design that the metal strapping may not be perfectly smooth and could cut into the potationally molded plastic.
32.3.6.4.3Any NEMA-3R J box enclosing the female IEC-60-309-2 connector will have to be modified to allow the male connector and wire/conduit assembly to penetrate the box without first removing the male plug and terminating the conduit with a flex tite fitting. Which way is this to be done? 1) Nema-3R box with it’s 3R integrity violated to allow access of the male plug without removing the plug in the field. 2) The installers take the listed and tested wiring assembly apart and re attach the male plug after terminating the conduit with a liquid tite flex connector.1) As the connectors that FEMA has required are already rated to be water tight the purpose of the "Box" is to protect the connection. The NEMA rating is to ensure that water does not enter or collect in the box used to protect the electrical connection. If a vendor proposes a solution that meets this requirment FEMA will consider it and accept the porposed solution if the vendor can document the intent. 2) FEMA willl not allow the calbe to be taken appart and rebuilt on site. 3) An alternative would be a IEC-60-309-2 mechanical interlock on the exterior of the TPS or the cable could pass through an external opening with enough length that the cable could not be disconnected and have the connection internal to the TPS. However any penetration to the TPS must not comprimise the thermal integrety of the TPS.
42.3.6.5.5 and 2.3.10.3.1.22.3.6.5.5 Indicates an alarm shall activate when there is “water flow to the sprinkler system” 2.3.10.3.1.2 indicates an alarm shall activate “whenever the pump runs”. Since the pump will occasionally operate into a run condition in order to recharge the system when there is no true water flow demand in the sprinkler system these are two different scenarios. If we design for 2.3.10.3.1.2 the alarm will sound occasionally when the sprinkler system has not activated. The scenario in 2.3.6.5.5 has the alarm sound only when water is flowing, but not necessarily every time the pump operates into a run condition. Which of these conditions needs to be alarmed? If the answer is both then separate alarm devices will be necessary. This needs clarification.The intent of both of these requirements is to sound an alarm when a sprinkler is operating. We do not want the alarm sounding when the pump operates occasionally for pressure maintenance.
52.3.9.5In order to comply with the manufacturers installation instructions the pipe insulation must be waterproof. 2.3.9.6 specifies closed cell foam insulation. Is this insulation waterproof? If not will another material be specified and/or offers that include closed cell foam be rejected for non compliance because they violate the heat trace manufacturers instructions?FEMA has revised the requirement to read as follows: 2.3.9.6. Water line insulation shall be flexible to permit water connection hose to be installed as intended. Turning radius of the hose assembly shall not be greater than 12 inches to permit installation underneath the MHU. be Closed cell foam insulation is one way to achieve this. Thickness of the insulation shall be determined by calculations based on the design temperature stated herein. The MHU manufacturer shall provide a closed cell foam line flange cover to insulate the union that joins the MHU sprinkler system to the TPS. This will be installed after the water line connection to the TPS is complete at the final installation site.
62.3.10.3.2.1The low temp alarm must activate if the “heat trace and/ or heating system becomes inoperable”. If taken literally the heating system and heat trace would require a closed loop monitoring system capable of determining component failure of both the heat trace and the heating element via analog feedback signals from both items, (either heat or current sensors with analog outputs), and a PLC with a custom logic program to monitor the analog signals. Rough cost estimate for this approach is about $1500-$2000/ unit. Otherwise the heating system could simply be monitored for power failure. This needs to be clarifiedFEMA has revised the requirement to read as follows: 2.3.10.3.2.1. The contractor shall provide and install a low temperature alarm in the TPS. The low temperature alarm shall alert in the event that the temperature within the TPS falls below 35°F, or in the event of a loss of electrical power to if the heat-trace and/or heating system becomes inoperable.
72.3.11.4Are these stamped calculations due with the bid?FEMA would like to receive the analysis with the bid, but we are willing to consider a time extension to allow for this analysis. Please request a timeframe extension and provide the length of time requested so that FEMA can determine the reasonableness of the request. 98.1.2.2Our TPS enclosure design is roughly 80” tall and does not lend itself to being stacked. Our design places a premium on floor space as a result of countless hours of design work conducted in order to adequately respond to the RFI issued earlier in the year, which required the PTPU units to be transported inside the MHU’s. We can see how units that are designed to be short and squat would almost have to be stacked for efficient storage and shipment. Our design eliminates this shortcoming. 8.1.4.1.2 and 8.1.4.1.3 contain language that indicates stacking is not a firm requirement, stating that the transportation and storage load plans shall indentify “if the TPS are able to be stacked”. This needs clarification.FEMA's request for information (RFI) clearly stated that the agency was seeking information and was not a solicitation. Based on the information received from that RFI and from other market research FEMA has provided the agency's requirements in the request for proposal (RFP). The published requirements in the RFP are FEMA's current requirements to meet lifecycle needs.

12TPS_Price_Cost_ScheduleAm I to understand that on the ‘Price Cost Schedule’ the first 3 lines indicate the ‘price per’ meaning, line 1 in (parenthesis) has 0-150. Then, 151-300………..does that indicate a price, PER PUMP/TANK package if there are 0-150 ordered? Then, a price PER PUMP/TANK if the quantity ordered is 151-300 pumps/tanks? OR are these ‘LOT’ prices? Meaning, you will order 150 per order, or 300 per order and I am supposed to provide a singular, LOT price per line item?Yes, the dollar value requested is a price per tank and pump system for each range of quantity ordered.
13TPS_Price_Cost_ScheduleWhat is the duration of the project? Meaning, once I provide the prices, how long (days/months/years) will these prices need to be held? And or, are there any escalation factors I should be aware of?The Period of Performance (P.O.P) for this requirement will be 12 months from Date of Award.

18SOW, 2.3.10.7Placard Size - Does the entire placard need to be 3" or does the lettering on the placard need to be 3"? 3" lettering will cause the placard to be very large.FEMA has revised the requirement as follows: 2.3.20.7 A placard shall be placed immediately adjacent to the exterior pump operation alarm. The placard shall state “CALL FIRE DEPARTMENT WHEN THIS ALARM SOUNDS - RESIDENTIAL FIRE SPRINKLER IN OPERATION” in red color on white background. Text size prior to the dash shall be no less than three inches (3”) in height, text plain, and bold face font. Text size after the dash shall be no less than one inche (1”) in height, text plain, and bold face font. The placard shall be made of weather proof reflective materials and shall be permanently affixed to the TPS. and 2.3.10.8 A placard shall be placed immediately adjacent to the low temperature warning alarm. The placard shall state “CALL THE MAINTENACE HOTLINE WHEN THIS ALARM SOUNDS – THE SPRINKLER TANK AND PUMP SYSTEM REQUIRES MAINTENANCE” in a dark blue color on a white background. Text size prior to the dash shall be no less than two inches (2”) in height, text plain, and bold face font. Text size after the dash shall be no less than one inche (1”) in height, text plain, and bold face font. The placard shall be made of weather proof reflective materials and shall be permanently affixed to the TPS.

24How do we handle “exceptions” to a requirement listed in the solicitation? Example: Stacking 2 units high is a requirement in 8.1.2.2 that possibly complicates the design of the structure and adds considerable cost. Can we quote taking “exception” to a particular requirement with an explanation, or, do all requirements have to be met without exceptions?This requirement may be met either by following the requirements in 8.1.2.2.1 OR 8.1.2.2.2. While FEMA has called the frame a "shipping/storage frame" the requirement is for storage, shipping TPS stacked is optional.
25What is the projected timeline to deliver the first product after award is made?Delivery schedules are to be proposed by a potential vendor and are included in the evaluation criteria. Technical Factor 3 addressess this issue.
26What is the timeline requirement to provide PE certification and design calculations? Can these be provided after contract award or do they have to be provided with quotation/proposal due by September 10, 2015? 27Can you clarify the water connection specification at the TPS due to a possible conflict in the specifications? 2.3.8.2 states outside the TPS and 2.3.12.1 states inside the TPS is allowed and 2.3.12.4 states inside “the enclosure”.FEMA has revised the solicitation to remove the language and reserve 2.3.12.4
28Is a tamper protected enclosure required for the external water connection at the TPS?The external water connection does not require separate tamper protection since the tamper protection is to be provided by the cam lock connector required in 6.1.7.1 which is part of the Flexible Water Connection for the Water Connection Hose.
29If a tamper protected enclosure is required in 2.3.12.4, why is a lockable cam lock required in 6.1.7.3?The requirement in 2.3.12.4 has been removed.
30Can an alternate TPS design that doesn’t meet all the requirements listed in the solicitation, but meets the spirit of the TPS requirements in functionality and meets the connectivity requirements, be proposed in detail showing the benefits of the alternate design?We are open to alternative designs that meet the performance and intent of the solicitation. Queries about the performance requirements should be submitted according to the instructions in the solicitation.
31Does the manufactured home roof bracket noted in section 2.3.5.20 and Diagram 3 attach to the roof permanently or can it be shipped loose and be installed by the installation contractor? [stackable obstruction]Roof brackets can be attached at instulation as long as the parts are secure and the instructions and placement locations are clear.
32In section E.4 Addendum to FAR52.212-1 – states “Offerors are required to submit their proposal in three separate volumes as follows: Provide (1) Electronic Copy To: . . . Volume I, Volume III”. Can you clarify what Volume II is? Are there only two separate volumes?Revised to read VOL II
