1. Nature and/or description of the item/service being procured and anticipated cost:
The CDP provides specialized, advanced hands-on training for state and local emergency responders and receivers. Training conducted at Noble Training Facility is aligned to healthcare audiences and includes Emergency Medical Operations for CBRNE Incidents (EMO), Hospital Emergency Response Training for Mass Casualty Incidents (HERT), and Healthcare Leadership for Mass Casualty Incidents (HCL). Because of the importance of pre-hospital decontamination in this level of training, the robust scheduling of healthcare courses, and accompanying training exercises and Integrated Capstone Events (ICE), the physical demands on the Government’s operational shelters are enormous.
Description
The Immidiate Response Technologies, LLC (IRT) dba Air Boss Defense 3-line hospital decontamination shelter is a general purpose shelter ideally suited to the decontamination of persons adversely impacted by toxic chemical agents. The interior lanes are segregated through integrated lining which allows for multifaceted decontamination efforts. For example, responders/students will be able to decontaminate both ambulatory and non-ambulatory victims simultaneously.
The Independent Government Cost Estimate (IGCE) is the Government's estimate of the resources and projected cost of the resources a contractor will incur in the performance of a contract. The IGCE accounts for direct costs, such as labor, supplies, equipment, or transportation and indirect costs, such as labor overhead, material overhead, and general and administrative (G&A) expenses, profit or fee. Through analysis of the above prices, or market value, it has been determined that the IGCE is $XXXX, which includes shipping costs.

The Government presently owns 11 Immidiate Response Technologies, LLC (IRT) dba Air Boss Defense 3-line hospital decontamination shelters, nine of which are operational and utilized in training. Repair and maintenance of CDP’s 11 decontamination shelters is high in cost and, in some instances, cost prohibitive. Sole Source Justification for Simplified Acquisitions (over $3,000 up to $150,000) Template 1-1 staff, some repairs, e.g., tears to the shelter skin, must be conducted by an offsite vendor. Since procurement, shipping and repair costs per shelter have averaged $4,500. Two of CDP’s 11 shelters are damaged to an extent that repairs are cost prohibitive. The subject requirement of eight additional Immidiate Response Technologies, LLC (IRT) dba Air Boss Defense shelters enables CDP’s training delivery contractor to prudently schedule shelter utilization and effect onsite repairs more often and more efficiently.
While there are several commercially available decontamination shelters, the Program Office asserts a brand-name acquisition reasonable. Supporting rationale includes the requirement to remain aligned with existing training configurations in healthcare-centric courses. Introducing competitors’ products at this juncture is imprudent because of the limited amount of time for instruction on shelter configuration, teaching the shelters’ capabilities and limitations, and then applying the knowledge by using the equipment in a training situation. Additionally, procedures related to equipment maintenance and training of support personnel has become standard practice at this point.
3. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106-3(a)(2). (Check one and provide short explanation or description of action taken):

In accordance with the FAR, Part 10, this office conducted market research to gain insights into the availability of products and to obtain feedback from industry. Three vendors were solicited for pricing using the following market research tools:
• Free and open, direct telephonic exchanges, required by the FAR.
• Internet research utilizing multiple search engines.
• Vendor brochures.
• Contact with Subject Matter Experts (SME) for required expertise.
