FEDERAL EMERGENCY MANAGEMENT AGENCY
ELECTRICAL EVALUATION
REGION 10
PERFORMANCE WORK STATEMENT
1 MAY 2017
A. PROJECT TITLE
Federal Emergency Management Agency (FEMA) Region 10 Federal Regional Center (FRC) Electrical Evaluation.
B. BACKGROUND
The Federal Emergency Management Agency’s Federal Regional Center (FRC), sits behind a chain-link fence and manned security gate, that was once a Nike missile site during the height of the Cold War. The site was active from 1957 to early 1963 and was eventually decommissioned in 1979. What looks like an unimposing one story building is in fact now, a multiple-story underground complex where several Employees of the Federal Emergency Management Agency, work year round preparing for and mitigating disasters in Washington, Oregon, Idaho and Alaska.
C. SCOPE
The contractor shall provide with all labor, equipment, tools, parts, materials and supplies, to evaluate the actual wiring that exists in the building. In particular the motor control centers and main distribution panels, to make sure that the connections are good and that there are no “hot spots” on the bus bars or breakers. This will include an “arc flash” study, as these are newer requirements from NFPA 70E (National Fire Protection Association), which are distinct from the NEC, the National Electrical Code. Washington State uses the NEC for it’s codes and rules, which are updated every 3 years.
D. APPLICABLE DOCUMENTS
· On file building floor plans of existing spaces and we will provide what as-built electrical drawings available.
· All work and materials shall conform in every detail to the rules and requirements of the National Fire Protection Association, National Electrical Code, local Electrical Code and present manufacturing standards.
· This document does not replace any code, either partially or wholly. The contractor must be aware of local codes that may impact this project.
E. SPECIFIC TASK
The contractor shall provide all parts and materials, design drawings, as-built drawings, site preparation, permits if required by local/federal codes and electrical evaluation. The work included in this Performance Work Statement (PWS) consist of furnishing all labor, tools, equipment, materials, and supplies and performing all tasks necessary to provide a complete electrical evaluation of the (FRC) in compliance with industry specifications and as required by local/federal codes.
F. DELIVERABLE AND DELIVERY SCHEDULE
Complete Electrical Evaluation of Federal Emergency Management Agency Federal Regional Center to be completed as per Period of Performance.
G. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION
The government will provide to the contractor, except as otherwise specified, at no charge to the contractor, the following materials, facilities, and services listed hereunder for incorporation into the work and/or use in performance of the work (none, except for drawings). Any work or action indicated to be accomplished by the contractor, including the furnishing of materials therefore unless otherwise specified, shall be at the contractor’s expense.
H. PLACE OF PERFORMANCE
The contractor shall perform work at the following FEMA Region 10 location:

I. PERIOD OF PERFORMANCE
The period of performance will be over a period of 10 mutually agreed upon business days to take place within 30 days of contract award.
J. SITE SECURITY REQUIREMENTS
Security requirement of this facility include, but are not limited to a 100% identification check, sign-in and distribution of FEMA visitors badge. Contractor personnel will be escorted at all times. All boxes, crates, toolboxes, etc. are subject to random search, and shall not be left unattended in public areas, except by prior approval of the FEMA Region 10 Facility Manager or designee. Such containers and toolboxes shall be locked and secured when unattended and shall be clearly labeled to indicate general contents and a point of contact in case of emergency. The Contractor shall make available and keep a current roster of employees working at the FEMA Region 10 site.

K. SAFETY REQUIREMENTS
Contractor will be aware of possible presence of asbestos in the wall and plumbing insulation. These areas may need to be abated by the contractor prior to work on the project. All personal protective equipment required to be provided by the contractor.
In order to provide safety controls for protection of the life and health of employees and other persons; for prevention of damage to property, materials, supplies, and equipment; and for avoidance of work interruptions in the performance of this contract, the Contractor shall comply with all applicable Federal laws and regulations with such additional measures as the government may deem necessary.
All tools and personal protective equipment required to be provided by the contractor. The contractor shall ensure all tools, equipment, and machinery is in good working order.
L. PROJECT WORK HOURS AND SITE ACCESS
Working hours of the building occupants designated to assist with this project are from 8:00AM to 4:00PM – Monday through Friday, excluding Federal holidays.
Work performed under this contract shall be performed during these hours designated above, unless otherwise approved in advanced by the FEMA Region 10 Facility Manager or designee. The Contractor shall coordinate the contracted and/or related work items with the FEMA Region 10 Facility manager or designee. The Contractor shall make request for exception to the work hours indicated above to the FEMA Region 10 Facility manager or designee, at least 48 hours prior to the proposed deviation from the above work hours.
