QUESTIONS AND ANSWERS
1. Who is the incumbent contractor on this project?
• Answer: Shaw Environmental & Infrastructure Group
2. Will they be able to rebid this project?
• Answer: No
3. How can I get their bid on this project from the last time it bid?
• Answer: This is proprietary information and is not releasable by the government.
4. Do you have groups of companies that chase this work all over the country?
• Answer: This is not a relevant question to this specific solicitation.
5. Will you have any kind of prebid meeting for this project?
• Answer: A prebid meeting is not anticipated for this project.
6. This bid for the Newton and Jasper County Trailer project mentions a Past Performance form several times and even states that it is an attachment on page 9. Is there a Past Performance form you wished used?
• Answer: Yes. The PPQ is an attachment to this amendment.
7. Could you give me a more detailed scope of work for the above referenced project?
• Answer: No. There is no more detailed scope of work other than what is posted on FBO.
8. I like to request by Freedom of information who the incumbent of the current contract is and amount of contract?
• Answer: Please see Question #1.
9. In addition to the already 630 units in the base bid are there an anticipated number of additional units to be installed within the contact period? If so, how many, at one or more locations, and approximate date.
• Answer: No installations will be issued unless a unit needs to be replaced for some reason. There may be a need for a relocation or two, but only under extenuating circumstances.
10. Is line items cost for (Difficult Site) (CLIN 0016) an addition to (unit installation) line item (CLIN 0002) price or is it a standalone price for difficult site by its self? If so, what determines a (Difficult Site)?
• Answer: It is in addition to CLIN 0002 and would be needed in the event special equipment would be required to remove a unit. For example if a unit burned and requires hauling via flatbed or a unit is in a difficult location to pull out with a regular hauler and requires a bob cat to move from its current position into a more accessible location in order to attach to the hauler.
11. If, additional units are placed in locations where electrical services are already present, is item #0006 electrical power pole/pedestal and meter loop required?
• Answer: No, it would not be required if 200 amp service is already present.
12. What determines the amount of streets to be (snow) plowed where units are among others that are not FEMA units?
• Answer: This would only apply to the FEMA owned Group Sites; the park owners are responsible for all grounds maintenance (including snow removal) for all commercial parks.
13. At time of relocation or deactivation of units will all tires, etc. be present at units?
• Answer: Tires should be present under all units, in the event of flat tires, contractor is responsible for replacement.
14. Is contractor to figure in base bid cost of delivering units within a 250 mile range?
• Answer: The initial 250 miles are built into the base cost. Note; Neosho staging area is only 25-30 miles from any existing site.
15. May we request one week time extension on the deadline for questions?
• Answer: No.
16. Where are the existing tires for the MH/PM stored at? (CLIN 0014)
• Answer: Usually 2 or 3 axles are removed and placed under the units
17. Will you provide sales tax exempt certificate?
• Answer: Yes, after contract award. FEMA Federal Tax Exempt ID#: 52-122-7911
18. Do you have anticipated staging area for all decommissioned MH/PM if so where?
(CLIN 0014)
• Answer: Yes, Neosho, MO 36703
19. Snow/ ice removal service, do you anticipate this bid item to be used at only three parks? (CLIN 0010B)
• Answer: Yes, in the event that it is needed and the COTR issues work order to complete, this should only be required in 3 parks.
20. Lawn/weed services, do you anticipate this bid item to be used at three parks? (CLIN 0010B) – )
• Answer: Yes, in the event that it is needed and the COTR issues work order to complete, this should only be required in 3 parks.
21. Is there a fire extinguisher in each MH/PM if so how many in each? (CLIN 0007)
• Answer: 1 fire extinguisher in each unit that will be a requirement to inspect during PMI’s
22. Assumption: the utility services for power for any new pedestal/power pole or meter loop would not be in this scope of work, since the requirement’s would depend upon the availability at any new location. This would be the case for the telephone and cable services to the demarcation point as well. Is this correct? (CLIN 0006)
• Answer: Telephone and Cable is not included with the temporary housing units, applicants may order their own service via phone and cable company.
23. Will maintenance and deactivation contractor be responsible under any CLIN # to: * Remove water meter boxes, * remove utility power poles pedestals, or meter loops,
* remove any site utilities, signage or safe rooms, school bus stops, * rock for
MH/PM?
• Answer: There should be no reason for the contractor to remove any existing utility items as we will not be remediating the property once it’s vacated.
24. You have snow removal listed as a responsibility under this CLIN# and it is also listed under CLIN 0010B would you clarify? Statement of Work CLIN 0007 4.i.2.x , Page 21 of 41
• Answer: Please Question #12 and #19.
25. Past performance questionnaires attachment 3 (we could not find this attachment)?
• Answer: See Question #6.
26. How long and wide are the mobile home and park modules? CLIN #0002 and
CLIN#0014
• Answer: MH are 14x64, PM are 12x40
27. Place of Performance - Please identify which of the Mobile Home Parks (MHP) are commercial and which MHP were built by FEMA.
• Answer: Hope Haven, Hope Haven 2 and Officer Jeff Taylor Memorial were built by FEMA. The remaining 12 sites are commercial parks.
28. Are any commercial MHP 100% occupied with FEMA THUs? If so, please identify.
• Answer: Roger Hines MH Park is currently 100% FEMA THUs
29. Solicitation Provisions and Contract Clauses – Instructions to Offerors – Commercial Items - Regarding page limitation, we respectfully request that Tabs, Table of Contents, and Restricted Data Notice Page be excluded from the page count.
• Answer: Tabs and Table of Contents are excluded from the page count. The
Restricted Data Notice Page is not excluded from the page count.
30. Attachment 1 Statement of Work 4.c.1 Unit Installation – Hauling: The Contractor’s responsibilities include obtaining all permits, safely transporting the unit…. In previous efforts related to Haul & Install Disaster Response activities, FEMA was able to obtain a waiver for Permits which typically delays unit installation. Will FEMA seek a permit waiver for DR-1980-MO? If FEMA is unable to receive a waiver, we respectfully request the addition of a CLIN for Permit Costs.
• Answer: Waivers are only in effect for the 1st 30 days of the direct housing mission. There should be no reason to request waivers at this point in the mission.
31. Temporary Housing Unit (THU) - Were the THUs used in response to DR-1980 MO
New or Refurbished?
• Answer: New
32. Natural Gas / Propane - Please identify whether Propane /Natural Gas is used in any
THU appliance?
• Answer: No natural gas or propane is used in any THU for DR-1980 MO. – all
FEMA owned THUs are 100% electric.
33. Volume 1: Technical Approach, Section I, Sub-Factor 1a: Phase-In Plan: The offeror shall provide a draft Phase-In Plan that addresses how they plan to prepare to assume the maintenance and deactivation requirement from the current contractor. - We respectfully request the name of the incumbent and/or current contractor(s).
• Answer: Please Question #1.
34. Volume 1: Technical Approach, Section III, Factor 2: Past Performance – PPQ - Please provide the PPQ for contractor use.
• Answer: Please Question #6.
35. We respectfully request that contractors be allowed to have PPQs be sent directly to
FEMA via e-mail due to source selection sensitivity of the PPQ.
• Answer: No. Please follow the instructions in the solicitation and the PPQ document itself.
36. Volume 1: Technical Approach, Section III, Factor 2: Past Performance – PPQs for sub-contractors - We respectfully request that Major Sub-Contractors be allowed to provide contract summaries and PPQs. The inclusion of a Subcontractor Consent/Authorization Release Form would allow FEMA to discuss any adverse information with the Prime Contractor.
• Answer: Granted. However, in accordance with FAR 52.219-14, at least 50% of the PPQs must come from the Prime Contractor. Please also state the percentage of work being performed by the Prime and all Sub-Contractors.
37. CLINs 0007, 1007, 2006 Maintenance-Routine / Preventive: Should contractors ignore the number of months provided in the “Estimated Amount” column when computing Total Cost?
• Answer: No. The months provided are the number of months for each option period.
38. CLINs 0010B, 1010B, 2010B Snow/Ice Removal Services: Unit of Issue identified as
Per Park, Estimated Amount identifies 3 parks, 5 times each. Does FEMA want contractors Per Park price to include 5 removal service events or Per Park price based on one Snow/Ice event per locations identified within Place of Performance?
• Answer: Per park based on 1 time each. This duty will be issued via work order by the COTR in the event it is required. Please see revised Attachment 2.
39. CLINs 0010C, 1010C, 2010C Safe Room Maintenance: Estimated Amount Column -
Should contractor Estimated Unit Cost reflect each unit multiplied by the total number of weeks?
• Answer: Just the cost to service 1 unit, 1 time. This duty, if required will be issued via work order by the COTR. Please see revised Attachment 2.
40. CLINs 0010D, 1010D, 2010D Lawn/Weed Service: Does FEMA want contractors Per Park price to include three services each or one lawn/weed service per park, per FEMA order?
• Answer: One lawn service per park. This duty, if required will be issued via work order by the COTR. Please see revised Attachment 2.
41. CLINs 1010D, 2010D Lawn/Weed Service: Unit of Issue - Should the Unit of Issue be
Per Park as identified in CLIN 0010D?
• Answer: Yes, per park and at the COTRs request. Please see revised Attachment
2.
42. Additionally, please take a moment to visit the FBO.gov solicitation link. The FBO identifies the solicitation as HSFE07-12-R-0001 instead of HSFE07-11-R-0001.
• Answer: The correct solicitation number is HSFE07-12-R-0001
43. Reference CLIN 0010B page #28. Regarding snow and ice removal, will removed snow be required to removed off site, and does “snow and ice removal" include ramps, steps, and parking spaces or just roads?
• Answer: Just roadways, snow removal will only be completed at the COTRs request. The City of Joplin will maintain the responsibility for snow removal within the group sites. We will only direct the contractor to remove snow in the event the City cannot respond for some reason.
