Answer: Yes, they must be.
Question: How many FEMA/DHSES planning meetings do you expect to take place in Albany and in NYC?
Answer: 5-6 conference calls or in person meetings per event. We the expect the 2nd event to need fewer meetings as the design for the workshop will be created during the 1st event and replicated for the 2nd with adjustments made for lessons learned.
Question: Workshop focus – while COOP education, plan development, BIA’s, best practices, identifying MEF’s, etc. are good objectives of the workshops, it is very difficult to actually “exercise” the existing COOP plans because attendees will include numerous disparate state/local agencies, and running an effective COOP exercise with many who don’t know others’ plans is very difficult – is this FEMA’s intent?
Answer: We plan to run 1 tabletop exercise per event. We expect participants to have no plans, parts of a plan or a complete plan.
Question: Timeline 9/30/15 – 9/29/16 – is FEMA and the State open to performance by 6/30/16 so we avoid vacations, back to school, etc.?
Answer: Yes, but this is not a firm commitment.
Question: Page 5 (Evaluation) – the RFP states that “technical and past performance, when combined, are less [important] than price.” Will selection be essentially a low bid process, and if so, are you able to provide budgetary guidance so we can determine if it makes sense to bid?
Answer: Technical evaluation and past performance are not the driving factors of this proposal.
FEMA cannot provide budgetary guidance.
Question: Pages 6-32 – are any of these pages required with our proposal?
Answer: No. These are clauses and information pertaining to small business
Question: Is this a Total Small Business Set Aside? The FBO.gov entry identifies it as such but no other contract documents indicate so.
Answer: Yes it is.
Question: Is this a stand-alone direct procurement or through a government contract vehicle or GSA schedule?
Answer: Stand alone.
Question: This was first posted on September 1. Were questions due at a certain time? It appears one Offeror asked questions and they were answered in two days.
Answer: No. Answer as we receive them.
Question: One of the Q&A entries indicate that proposal response instructions are provided, but they do not appear in the package. Is there a traditional Section L or M for this RFP identifying the response requirements and evaluation criteria? A 20 page limit is indicated, but what information is requested in those 20 pages? Is an approach description required?
Answer: Your proposal should address the deliverables specified on page 2 of 32 of HSFE02-15- Q-0004.
Question: Does the fixed price offer include provision of facility space, or is the venue provided by the State?
Answer: Any space FEMA uses to host events must be free of charge. The State may provide the venue or we may have to research free facility space.
Question: Does the fixed price offer include Other Direct Costs, such as printing of workshop of material?
Answer: Your price should be all inclusive.
Question: Does the fixed price offer include travel, or should travel be priced separately on a cost reimbursable basis?
Answer: Travel should be included
Question: As it is already September 4 and a holiday weekend, would the government please extend the response deadline by a week in order to allow time to an answer to these questions, and allow for additional competition on this procurement?
Answer: It has been extended until Sept. 11. No more extensions shall be granted.
