USCGC DECISIVE DOCKSIDE
CONTRACTOR’S QUESTIONS AND ANSWERS
1) WORK ITEM #5 RENEW FAN COIL UNITS......PARA. 3.2.3 STATES TO DISPOSE OF ANY PORTION OF THE EXISTING FOUNDATIONS THAT ARE NO LONGER REQUIRED. WE DO NOT HAVE A DRAWING OF THE NEW GOVT FURNISHED FAN COIL UNITS IN ORDER TO DETERMINE HOW MUCH OF THE EXISTING FOUNDATIONS ARE TO BE REUSED OR MODIFIED. PLEASE FURNISH A DRAWING OR A SKETCH OF THE NEW FAN COIL UNITS AND THERE NEEDED FOUNDATIONS?
Answer to para 3.2.3. The reason that is in there is because even though these units are very similar to the old ones, there is always a chance that the foundations will not match up. If he is to look at the TP provided for this WI the dimensions are in there.
2) SAME ITEM PARA. 3.2.8 INSULATION INSTALLATION......IS THE CONTRACTOR TO REINSULATE ONLY THE DISTURBED INSULATION LOCAL TO EACH FAN COIL UNIT ?
A- Answer to para 3.2.8. The spec is pretty self explanatory. The Contractor is to renew insulation over the exposed pipe surfaces, which would be any insulation they have to remove to do the job, plus insulation over any new piping they have installed.
3) SAME ITEM PARA. 3.3 HYDRO TESTING......SINCE WE ARE ONLY CHANGING OUT 11 OF THE EXISTING 40 FAN COIL UNITS ON THE VESSEL, CAN THE OPERATIONAL TEST BE USED FOR THE LEAK TEST AT THE 11 NEW UNITS INSTEAD OF THE HYDRO TEST ?
A- Answer to para 3.3. It is requirement to hydro test all new piping regardless of how little it is.
4) SAME ITEM PARA. 3.4 DISTILLED WATER.......HOW MUCH DOES THE SYSTEM HOLD ? OUR VISIT TO THE VESSEL DID NOT CLARIFY THIS ?
A- Answer to para 3.4. That information should be in the TP as well. I am sure the cutter can help them fill it up. Also the cutter should have this information for their system. One of the cutter's AUX guys should be able to tell the contractor how much is required since they maintain the system.
5) WORK ITEM 3: RENEW BOILER FEEDWATER SYSTEM VALVES:
THE DESCRIPTION OF THE SOLENOID VALVE IN PARA 1.1.1 IS INCORRECT ACCORDING TO CAT. IT SHOULD BE A NUMBER - LETTER - AND 4 NUMBERS. COULD YOU PLEASE CLARIFY THIS NUMBER
A- The part number came from the W&O catalog.
6) WORK ITEM 3: RENEW BOILER FEEDWATER SYSTEM VALVES WHO IS PROVIDING THE FEEDWATER FOR THE LEAD TEST?
A- For the Boiler feedwater work item, I have no info to confirm or deny catalog info. All the info we have is in the spec. Ship's force can provide the Boiler feedwater.
7) WORK ITEM 6: PRESERVE SKID AND INSPECT RO UNIT THE TITLE SAYS UNIT, PARAGRAPH 1.1 SAYS UNIT. BUT EVERY OTHER PARAGRAPH IN THE WORK ITEMS TALKS ABOUT UNITS.
HOW MANY?
A- Several contractors have asked about this and I have shown them the one Reverse osmosis UNIT which has 2 SIDES, A&B, which are separate watermakers. One machine with two separate "sides" or independently operable "units."
Questions regarding work item 11
8) THE MAIN TWO DRAWINGS ON THIS WORK ITEM 627 WMEC 583-040 AND 627 WMEC 583-041 WHEN PRINTED ARE SO LIGHT THEY BARELY CAN BE READ. THE COLOR USED ON THE DRAWINGS ARE IN RED, WHICH DOES NOT SHOW UP DARK ENOUGH WHEN PRINTED. THE DRAWING PROGRAM DOES NOT ALLOW THE COLOR TO BE CHANGED. PLEASE ADVISE.
A- If they try printing using a black & white option instead of a grayscale it may make those lines stand out more.
9) PARA. 3.5 SAYS TO FABRICATE AND INSTALL (4) NEW HULL PROTECTOR PLATES.....ARE THESE IN ADDITION TO THE (3) EXISTING ON THE VESSEL AND IF SO, WHERE DO THEY GET INSTALLED ?
A- I just checked and the ship has all of the plates that they need. This requirement does not need to be completed.
10) ON DRAWING 627 WMEC 583-041 (7) PAGES.....IT SHOWS NEW DECK INSERT PLATES, NEW DAVIT FOUNDATIONS, NEW CONTROL STAND FOUNDATIONS, NEW WINCH FOUNDATIONS, NEW STANCHIONS AND WIRE ROPE HANDRAILS. IS IT THE INTENT TO CROP EXISTING DAVIT AND ITS FOUNDATIONS AND RENEW ACCORDING TO THE DRAWING OR HAS THIS MODIFICATION BEEN PREVIOUSLY EXECUTED AND THE DRAWING IS SIMPLY A REFERENCE ?
A- The Contractor is not removing the Davit or renewing the foundations. At no point does the specification call out that the foundations, etc are to be removed. CG Drawing 627 WMEC 583-041 is referenced because a couple of details that are needed in the performance of this work item. CG Drawing 583-040 is the primary drawing used in this work item.
11) Detail 14-C of 627 WMEC 583-041 has notes about "tie down lugs" being supplied with the davit.
A- The "tie down lugs" that you are referencing are not part of this Engineering Change. Only what is called out in the spec is what is being done.
STATEMENT:
The Decisive’s Hydraulic Power unit uses MIL-standard 2110 hydraulic oil as per the spec but one contractor asked exactly what product we refill it with to prevent incompatibility issues. That product is Mobil 2135 Hydraulic oil.
