7. Impact Statement (describe the impact on the mission or property)

CGC HAMILTON has experienced severe degradation of their ability to make water due to multiple casualties during their previous patrol. At one point the cutter was completely unable to make water for crew consumption and was at severely reduced mission capability. The system has receive repairs that have not fully returned full production of the system and are viewed as temporary.

8. Explain why an adequate purchase description or other information suitable to solicit by Full and Open Competition has not been developed or are not suitable.

Lifestream, is the OEM for the Reverse Osmosis water maker. Any third party service provided cannot be warranted and would tremendously increase risk factors both financially and in personnel safety. The Coast Guard does not possess the necessary technical knowledge and specifications that would enable another vendor provide services for these repairs.

9. Provide a Statement of Actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required.

We will have senior US Coast Guard (CG) technicians on site to learn from the Technical Representatives to enable us to better develop Coast Guard ability to diagnose future issues. The CG will have an improved understanding of the repair procedure and CG inspectors that will be familiar with all steps of the process. This could result in the development of maintenance procedure for use by CG techs in the future. It may also allow for future open competition if tech services are required.
