GENERAL NOTES Remarks (Will Not Print Out)
1. The structure and finish of the cutter shall be protected and preserved..1
2. With the exception of the flight deck and hangar deck surfaces, commercial coatings which are approved by the Coast Guard and are comparable to the MIL-SPEC coatings invoked herein and approved by COMDTINST M10360.3, Change 1, may be provided. Application of coatings shall be in accordance with the manufacturer's instructions.

3. Subsequent coats of paint shall not be applied until the preceding coat has become properly dry for recoating unless otherwise specified. Any bare or thin spots on the preceding coats shall be repaired before additional coats are applied.

4. Coating thickness specified herein is dry film thickness (DFT) or minimum dry film thickness (MDFT). Prior to painting, surfaces shall be free of rust, dirt, grit, mill scale, oil, grease, deteriorated paint, and other surface contaminations. The paint system primer coat shall be applied prior to rusting of the steel and premature degradation of subsequent paint coatings.

5. All coatings of paint shall be of the required thickness and without holidays, runs, and sags. Surfaces not intended for paint (for example, stainless steel and lights) shall be masked or otherwise protected from paint during painting.

6. Blast cleaning shall be used to prepare steel surfaces for primers. Anchor tooth profile of blasted surfaces shall be 1.5-
3.5 mils.
(a) Critical coated surfaces are those areas that have experienced premature failures in the past that have resulted in avoidable repair costs. Coatings specifications address these critical areas by requiring greater degrees of cleanliness, inspection, and quality control. Critical coated surfaces are defined as all exterior applications (including but not limited to the underwater body, freeboard, weather deck, flight deck,superstructure, and mast) and tanks / voids (including but not limited to ballast, potable water, fuel and bilges..
(b) Preconstruction primers are used as a temporary coating to protect steel from corrosion during welding, storage, and fabrication. Preconstruction primers shall be removed prior to applying the permanent coating system on all critical coated surfaces. Preconstruction primers may be left in place in other interior areas (such as machinery spaces, habitability spaces, etc.) if they are intact, and compatible with the overcoating system. Secondary surface preparation of
.6 primed surfaces may be accomplished by means of a spot/sweep abrasive blast and/or power tool cleaning to SSPC-SP- 3.
© Stripe coats shall be applied after the application of the primer coat to all critical coated surfaces using the same type of coating as was used for the primer coat, but of a contrasting color.
(d) Hull 4911 Only: For Freeboard, weather decks and Flight Deck, wherein a surface profile has previously been established by abrasive blasting; High Pressure Water Jetting IAW SSPC-SP 12/NACE NO. 5, WJ-2/L may be used for secondary surface preparation and cleaning. Any broken edges of intact coating shall be feathered prior to overcoating.
7. Abrasive blasting shall not be accomplished unless steps are taken which will positively prevent contamination and spread of abrasives and dust to adjacent compartments, machinery, and equipment. Any previous shipboard tests of contaminated equipment or componnets shall be voided.

8. Steel surfaces shall be prepared with a No.10 near white blast cleaning in accordance with Volume 2 "Joint Surface Preparation Standard SSPC-SP-10/NAC No. 2 Near-White Blast Cleaning" with the following exception:
The following visual standards shall be substituted for paragraph A-8 in the Appendix of SSPC-SP-10-63T: Upon completion of the blasting process, the steel surface shall be equal to the appearance shown on one of the three photographs in "Guide and Reference Photographs for Steel Surfaces Prepared by Dry Abrasive Blast Cleaning SSPC- VIS 1" as A SSPC-10, B SSPC-10, or C SSPC-10, each photograph indicating the surface finish required in relation to the condition of the surface prior to blasting.

9. Aluminum and galvanized steel surfaces shall be solvent cleaned to remove oil or grease, then carefully brush blasted to clean and roughen the surface sufficiently to provide a good anchor pattern. A mild chemical etch, following the manufacturer's recommendation, may be used as an alternative means of surface preparation for aluminum or galvanized surfaces. Surfaces which are chemically etched shall be thoroughly rinsed with fresh water and solvent wiped prior to painting. Where an epoxy coating is to be applied, aromatic petroleum naptha shall be used for cleaning the surface rather than mineral spirits.

10. Steel for lube and hydraulic oil tanks and sumps shall be prepared with steel shot and coated immediately with rust preventative compound, MIL-C-16173, Grade 2 before it is brought on board for fabrication purposes. The coating shall be renewed as necessary for continuous protection until structural work is enclosed from the weather. Lube and hydraulic oil tanks and sumps shall be thoroughly flushed and cleaned to remove all rust and dirt before filling. Lubricating of tanks:
Before coating with preservative, surfaces of fuel oil systems, including piping, reservoirs of machinery and tanks shall be cleaned of rust and any primer. Coating, lubricating oil preservative, MIL-L-3150 Medium, or equal, shall be applied as frequently as necessary to prevent corrosion during construction.

11. All painting systems, methods of application and thickness requirements shall be in accordance with COMDTINST M10360.3, Change 1, with the exceptions noted herein. Interior machinery and equipment, with the exception of COTS equipment, shall be painted and preserved as required in COMDTINST M10360.3B, Change 1, unless referenced equipment specification requires another painting or preservation system. COTS equipment shall be provided with the manufacturer's standard finish and color.

12. Internal surfaces of piping, ferrous and non-ferrous, shall not be painted..12
13. The inside of any maneuvering thruster tunnel from the discharge upstream to at least the first inboard flange shall be painted with the same system as that of the underwater hull.

Boxed-in structural members located in the weather at or below the waterline, including guard pipes, rudders, rudder guards, or those members located inside the cutter that are constantly exposed to saltwater and other areas where the void is inaccessible for maintenance shall, after being tested for tightness, be coated on the inside by filling with rust preventative compound, MIL-C-16173, Grade 3, and then drained. Rudder Horn Voids shall not be coated.

15. Other than touch-up, painting is not required for furniture, furnishings, machinery and other items that are delivered with permanent factory coatings (baked-on enamels) or synthetic finishings that are of colors required by COMDTINST M10360.3, Change 1.

Exterior machinery, equipment and furnishings (factory painted) that do not conform to the materials and colors specified by the COMDTINST M10360.3, Change 1, shall be painted to conform to the required color. Aluminum shelving and lockers in shops and storerooms, aluminum grating and deck plates, and anodized aluminum shall not be painted.

17. Where painting of the external surfaces of non-ferrous metals is required, before or during installation, all parts shall be given one coat of epoxy primer.

18. All galvanized surfaces with the cutter including welds and damaged areas shall be painted unless painting is specifically excluded. The inside of galvanized piping and ventilation ducts do not require painting.. All galvanized surfaces to be painted shall receive two coats, 3 mils each, of epoxy primer.

19. Welds and damaged areas of surfaces where cosmetic top coating is not required shall receive two coats, 3 mils each, of epoxy primer. Welds and damaged areas of surfaces where painting is required shall receive two coats, 3 mils each, of epoxy primer. Primer coats will be followed by the paint coating system required.

20. Overhead areas without false ceilings shall be painted above the top of the sheathing in spaces with sheathing or above the 7 foot level in spaces without sheathing to preserve structure, piping, ducts, etc.

21. White paint used on the exterior surfaces of the cutter shall be Fed. Std. 595 color number 17925..21
22. Anchors stowed in the hawse shall be white, color number 17925..22
23. Anchor chain will be painted black (17038) with the exception of the depth markings. The detachable link between shots, excluding the detachable link for the 5 fathom connecting section, will be painted in the following pattern starting at the anchor end and working inboard, repeating the pattern as necessary:
15 fathom, first shot detachable link, red (11105) 30 fathom, second shot detachable link, white (17925) 45 fathom, third shot detachable link, blue (15182)
(a) Additionally, the first link on each side of the 15 fathom detachable link shall be painted white (17925). The first link at each side of the detachable link shall also be marked by one turn of wire around the stud. The first two links on each side of the 30 fathom (second shot) detachable link shall be painted white (17925). The second link at each side of the detachable link shall also be marked by two turns of wire around the stud.
(b) The same pattern of marking detachable links shall be continued up to the last inboard shot. All of the links in the next to last inboard shot shall be painted yellow (13538), and all of the links in the last inboard shot shall be painted red (11105).
Anchor chain coating and color marking shall be accomplished using polysiloxane materials.

24. Do not paint radar waveguides, gaskets, contact points, insulators or rubber shock mounts. Wire or whip antennas may be painted white or black to enhance the appearance of the cutter. Top coat the antenna with a water based acrylic paint. Antennas are not to be painted with metallic based paints.

25. Four inch wide red (11105) warning lines shall be painted on the deck to designate Radio Frequency Radiation Hazard Areas. Location of the warning lines shall be established based on a RADHAZ survey of the vessel.

26. Antenna hardware colors:
Direction finder stand and loops - White (17925) Radar - Match mast color Whip antennas - White (17925) Antenna base (receive) - Blue (15182) Antenna base (transmit) - Red (11105) Note: Radio antennas may be painted black for aesthic reasons. The manufacturer's recommended coating should be used for this purpose. Usually, the recommended coating is a water based acrylic. Do not paint radar waveguide interiors, gaskets, contact points, insulators or rubber shock mounts.

27. Electrical cables, armored, exterior: Paint in the color of the structure to which the cable is attached. Do not paint identification labels.

28. The freeboard coating system shall extend from the upper limit of the boottopping to the top of the hull, bulwark, or sheer line, including all fittings.

29. Masts, including ladders, crow's nests, platforms and their supports and foundations, shall be spar (10371).
Equipment secured to the mast, such as pedestals, searchlights or bullhorns shall also be spar.
Mast areas which are directly in way of stack gasses may be black (17038 or 37038).

30. Miscellaneous details and fittings:

45. All piping and valve bodies with the exception of that for oxygen and for firemains shall be painted to match adjacent bulkheads or overheads. Packing glands, valve stems, threads and similar working surfaces shall not be painted.
(a) Pipe Department and 36 Department shall tag or otherwise temporarily identify service, destination and direction of flow for pipe systems and system pressure for pressurized pipe systems for Paint Department. Where feasible, all piping shall be marked to show the name of the service, destination and the direction of flow where practical.
(b) The name of the service and destination shall be painted on by stencil or hand lettering or by applying adhesive-backed tape, previously printed, stenciled or lettered. Lettering shall be one inch high for two inch or larger outside diameter bare pipe or insulation. For smaller sizes, lettering size may be reduced or label plates attached by wire or other siutable means.
(c) Direction of flow shall be indicated by an arrow three inches long pointing away from the lettering. For reversible flow, arrows are to be shown on each end of the lettering.
(d) Lettering and arrows shall be black except for dark colored pipe, including oxygen piping, for which they shall be white.
(e) Markings shall be applied to piping in conspicious locations, preferably near control valves and at suitable iintervals so that every line shall have at least one identification marking in each compartment through which it passes. Pipe marking in cabins, officers' wardroom and messroom, and warrant officers' messrooms is optional.
(f) Valves are marked by inscribing the rims of handwheels, by a circular label plate secured by the handwheel nut, or by label plates attached to ship's structure or to the adjacent piping.
(g) Piping system valve handwheels and operating levers shall be provided with a standardized color code identification for training and casualty control purposes.

(h) Valve handwheels and operating levers may be painted with brush or spray. Paint these items with the same coating used on the machinery which they are fastened to.
(I) Oxygen pipes, including valve bodies, shall be light green (14449).
(j) Firemain valves, magazine sprinkler valves and fire hose connections, except threaded parts, valve stems and other working parts, shall be painted red (11105). The remainder of firemain and sprinkler main piping system shall be painted to match the surrounding area. No magazine piping or part of the magazine piping system on the downstream side of the Firemain header, nor any piping within a magazine shall be painted.
46. Markings:
(a) Coast Guard Diagonal Stripes - The diagonal stripes are to be painted red (12199), blue (15182) and white (17925).
(b) Color of Letters and Numerals - Black (17038) letters and numerals shall be used on white hulls.
(c) Boats Assigned to Named Cutters - In addition to the emblem and diagonal stripe, the markings on boats assigned to named cutters shall consist of an abbreviation of the name of the cutter to which the boat is assigned followed by a numeral. The abbreviation shall consist of the first three letters of the cutters name. Starboard boats are assigned odd numbers starting forward and working aft. Where boats are stowed one above the other, the upper boat shall have the lowest number. Where only one boat is carried by a cutter the number may be omitted.
(d) Where it is not feasible to use the emblem and the diagonal stripes, boats shall be identified by the legend "U.S.
COAST GUARD" in 3 inch letters. On inflatables, with or without rigid hulls, the lettering is located by putting the bottom of the letters on the centerline of the tube. The lettering is centered between the stem and stern. On rigid hull boats, the lettering is centered vertically on the sheer plank and located so that the beginning of the first letter is 4 inches from the stern. If possible, the lettering is applied in a manner which avoids plank seams.
(e) Draft figures on metal hulls will be made by running a bead of weld around the outline of the draft figures projected on the hull. Draft figures shall be located so that the bottom of the figure is even with the draft it represents measured from the bottom of the keel line extended. Draft figures shall conform to Coats Guard Plan No. FL-2804-15.
(f) Limiting draft marks are marks designating the maximum draft to which a vessel may be loaded. Commandant (G-

SEN) will issue a letter of authorization which will locate the marks by stating the limiting draft, freeboard and frame number on which the mark will be centered. The mark shall be outlined with center punch marks or with a light bead of weld.
(g) The vessel's name or number will be placed on the top semicircle of liferings. Place on the bottom semicircle the legend "U.S.COAST GUARD". Black letters 2 inches in height will be used. Retroreflective tape shall be applied as illustrated in the Rescue and Survival Systems Manual, COMDTINST M10470.10 (series).
(h) Markings will always be placed on the longer leg of rafts. The vessel's name or number will be placed on one leg and the legend "U.S.COAST GUARD" will be placed on the other leg. The markings will be placed to be readily seen and placed so the vessels name or number shall be read first. Retroreflective tape shall be applied as specified in the Rescue and Survival Systems Manual, COMDTINST M10470.10 (series).
(I) On Navy standard vest-type PFD's the vessel's name or number will be placed across the middle of the back of the PFD in letters 3/4 inch in height. CG approved Type III PFD's shall be marked as specified in the Rescue and Survival Systems Manual, COMDTINST M10470.10 (series).

49. Coatings used for exterior and interior applications should be regarded as a system. The coating system shall be obtained from a single manufacturer to ensure that the individual components are compatible.

50. Interior non skid treatment shall be accomplished by applying #8-16 Garnet or inert grit conforming to MIL-A-22262 onto the still wet surface of the second epoxy coat. After the epoxy coat has cured, the excess or loose grit shall be swept off prior to application of the top coat of the paint system.

51. Anti-sweat treatment shall be applied on the on the warm side of uninsulated boundaries, including webs and flanges of beams and stiffeners, in the following locations:
(a). Interior surfaces, including uninsulated flanges, of all spaces except tanks, voids, showers, and heat producing spaces, exposed to the sea or weather, or where sweating will occur because of opposite extremes in temperature.
(b). Deck under, and all vertical boundaries of air conditioned spaces common to spaces that are not air conditioned.
(c). Exterior surfaces of water tanks in way of all spaces except voids.
(d). Anti-sweat treatment shall be applied to hangers, brackets, clips, and other members secured to or penetrating boundaries exposed to the sea or where dripping will affect electrical installations.
(e). Except when applied behind welded, airtight sheathing, anti-sweat treatment shall not be applied to the interior of types I, II, and III airlocks, decontamination stations and the dirty side of CPS Fan Rooms.
(f). The use of anti-sweat coating as an alternative to vermiculite is prohibited in areas subject to oil spills, sprays, flooded areas, or where subject to severe abrasion.
(g). For ventilation system duct access covers (insulated), the exposed bolting strip shall be coated with anti-sweat treatment.

52. Anti-sweat treatment shall consist of either:
1. One spray coat of anti-sweat binder, Formula 124, applied as a heavy coat, up to 130 um thick. While Formula 124 is still wet and tacky, apply a coat of Vermiculite, ASTM C516, type I, grade 4, blown on by compressed air. If required, after Formula 124/Vermiculite is dry hard, the anti-sweat treatment may be finish painted to match surrounding structure.
The use of pre-mixed vermiculite is allowed.
2. Temp-Coat 101 anti-sweat treatment. Product shall be provided in strict accordance with manufacturer's recommendations and instructions.

53. Vapor barrier, as required, shall be provided in way of insulation, in accordance with Mil. Spec. MIL-C-19565, Type II.
Vapor barrier shall be applied to all insulation within laundries, sculleries, galleys, drying rooms, and to the insulation on the warm side of refrigerated stores spaces. There shall be no holidays in the vapor barrier compound.

54. Sea chests shall be abrasive blasted and coated with the same epoxy anti-corrosive system specified for the underwater hull and top coated with two coats of the ablative anti-fouling used on the underwater hull.

If a ramp extends onto the platform, the painted margin shall extend 3 inches beyond the maximum inboard extension of the ramp. Platforms and edges where wheeled dollies are used shall have a painted 5 inch wide solid margin on those edges with the 3 inch wide requirement still applicable to the other edges.

56. Drying time between coats for potable water tanks coatings, including stripe coats, shall not be less than 24 hours at a minimum temperature of 77 degrees F. Final system curing prior to putting tanks into service shall not be less than 7 days at a minimum temperature of 77 degrees F.

57. Hull 4911: Coating procedure for exterior topsides above the upper limit of the boottopping is as follows:
1. Abrasive blast any repair areas (welded areas, active rust, existing topcoat and bare areas) to a near white metal blast according to SSPC-10. Sweep blast to SSPC-7 all areas coated with International Interfine 979 to remove that coating completely.
2. Spot prime all repair and sweep blasted areas with International Interzinc 52.
3. Pressure wash the remainder of the surface primed with International Interzinc 52 and apply one coat of Ameron Amercoat 385 epoxy at 3-5 mils dry film thickness.
4. Launch vessel.
5. Prior to builders trial, spot blast or power tool clean to bare metal as per SSPC-11 damaged areas and re-prime with Ameron Dimetcote 302H.
6. Apply a spot coat (4-6 mil DFT) of Ameron Amercoat 385 on repair areas, overlapping the adjacent tapered areas of Ameron Amercoat 385.
7. After builders trial, pressure wash all exposed areas of Ameron Amercoat 385 to remove salts and other contaminants.
Uniformly abrade the surface by power tool abrading (80 grit sanding disc) and solvent wipe, or, treat the surface with Ameron Prep 88 diluted 2 parts water to 1 part concentrate according the the Product Data Sheet. According the the manufacturer's Product Data Sheet, do not allow the Ameron Prep 88 to dry on the surface.
8. Apply a tack coat (2-4 mils DFT) of Ameron Amercoat 385 over the entire surface.
9. Apply a full coat of Ameron PSX 700 topcoat at 4-7 mils dry film thickness over the entire structure subject to this coating system.

58. For Hull 4912 & 4913 only: Coating procedure for exterior topsides above the upper limit of the boottopping is as follows: 1. Sweep blast areas with intact pre-construction primer. Abrasive blast areas of bare steel to a near white metal condition per SSPC-10 guidelines.
2. Apply one coat of Ameron Dimetcote 302H at 2-4 mils dry film thickness.
3. After final erection, spot blast any weld and/or repair area to an SSPC-10 condition and spot prime with Ameron Dimetcote 302H.
4. After the Ameron Dimetcote 302H is fully cured and prior to application of Ameron Amercoat 385, pressure wash the entire topside of the vessel to remove and salts or other visible and non-visible contaminants.
5. Apply Ameron Amercoat 385 at 3-5 mils dry film thickness over a clean, dry surface.
6. Launch vessel
7. Prior to delivery, spot blast or power tool abrade to bare metal (SSPC-11) damaged areas and re-prime with Ameron Dimetcote 302H.
8. Apply a spot coat (4-6 mils DFT) of Ameron Amercoat 385 on repair areas, overlapping the adjacent, tapered areas of Ameron Amercoat 385.
9. After builders trial, pressure wash all exposed areas of Ameron Amercoat 385 to remove salts and other contaminants.
Uniformly abrade the surface by power tool abrading (80 grit sanding disc) and solvent wipe, or, treat the surface with Ameron Prep 88 diluted 2 parts water to 1 part concentrate according the the Product Data Sheet. 59. The following hazard identification and markings shall be clearly identified where ammunition and explosives are stored, handled or fired:
a) DANGER STAND CLEAR OF LAUNCHER DECK AREA. For launcher areas, a "DANGER STAND CLEAR OF LAUNCHER DECK AREA" sign shall be conspicuously located on each side of the launcher deck. The signs must be stenciled in 2 inch white letters on a 21 inch by 18 inch red background.
b) DANGER CIRCLE. The Weapons Program Manager, in conjunction with NAVSEASYSCOM is required to establish a danger circle around power driven systems, such as gun mounts, gun/missle directors and missle launchers. The circles shall meet the following requirement:
1. The danger area shall be encircled by a painted red line, 4 inches wide. The inside of the red line shall be approximately 18 inches from the maximum rotating projection of the armament.
2. The danger area shall be labeled by painting the words "DANGER AREA" in 2 inch high white letters, centered within the 4 inch wide red circle line described in subparagraph 1. The words "DANGER AREA" shall be repeated around the circle every 4 feet.
3. All ship's structure that comes in contact with the 4 inch wide red line and vertical extension of the line to a height of 7 feet shall be labeled with the words "DANGER AREA" by painting 2 inch high red letters, centered on the area, and it's extension at a height of 5 feet from the deck. The danger circle markings shall be extended to adjacent horizontal or near-horizontal surface where personnel could potentially stand or sit. It is not required to connect the area across vertical surfaces to form a continuous connected circle.
4. If the danger circle falls inside of or on a gun tub enclosure, the outside of the enclosures shall be labeled by painting a 4 inch wide danger circle with 2 inch high letters spelling "DANGER CIRCLE" centered in the circle line. The top of the danger circle shall be in line with the upper edge of the gun tub and shall be painted as described in subparagraph 2 and 3.

1. Abrasive blast all areas to near white metal condition per SSPC-SP-10 guidelines.

4. After Ameron Dimetcote 302H is fully cured and prior to application of Ameron Amercoat 385, pressure wash entire topside of the vessel to remove any salts and other visible and non-visible contaminants.
5. Apply Ameron Amercoat 385 at 3-5 mils dry film thickness.
6. Prior to launch, spot blast or power tool abrade to bare metal (SSPC-SP-11) damaged areas and reprime with Ameron Dimecoat 302H. Spot coat the repaired areas with Ameron Amercoat 385 at 4-6 mils overlapping the adjacent, tapered areas of Ameron Amercoat 385.
7. After the repaired areas are fully cured, pressure wash all exposed areas of Ameron Amercoat 385 to remove salts and other contaminants. Uniformly abrade the surface by power tool abrading with (80 grit sanding disc) and solvent wipe or treat with surface with Ameron Prep 88 diluted 2 parts of water to 1 part concentrate and apply and remove in accordance with the product data sheet. Apply a tack coat of Ameron Amercoat 385 at 2 to 4 mils dry film thickness to the entire surface. Apply a full coat of Ameron PSX 700 top coat at 4-7 mils dry film thickness over the entire structure subject to this coating system.
8. Prior to delivery repair all damaged areas of paint.
