Q&A#1 Solicitation : HSCGC85-15-Q-P45F73

USCGC Marcus Hanna – Dockside Repairs

A: The WI is a generic title that is not supposed be changed. The intent gives a basic overview of the work item. Para 3.2 gives the details of the work needed.

Para 3.2 states: The Contractor shall accomplish the following tasks.

Task #2 gives the contractor the option to remove the cargo hatch if needed to facilitate work.

A: The foundations are installed in the deck.

Contractor should be bidding the method required in SFLC Std spec 5000.

A: Yes the remote handle is located in the booth Correct do not abrasive blast the shaft.

Level wind arm hydraulic cylinder is list in the GFP. Task #7 and Task #11 are a repeat.

CG will ensure block is provided.

A: The WI is a generic title that is not supposed be changed. The intent gives a basic overview of the work item. Para 3.2 gives the details of the work needed. Task 13 and 14 are renew based on inspection, see “other” column. The other task stating renewal are none serviceable items to be renewed at specific intervals per organizational requirements.

Task #3 could be a renew, but having an inspection report will give the CG information on the service life of the crane. Task remains a “Service and Inspect” Task #7 requires inspection to determine need of replacement.

Task #13 requires inspection to determine need of replacement.

A: Buoy Chain Port is a penetration in the buoy deck through which chain is passed to be stored in the cargo hold. Please review the CG Drawings referenced in the WI.

A: A Marine chemist should be used to certify the entire ship for any hot work, as needed.

Work item requires touch up, so it should be included in the bid.

Operational test weight is published in the referenced drawings.

A: Tech rep is not relevant to this work item. 3.1.2 is a typo.

Contractor shall remove interferences.

Work item require the preservation of 415 sqft. If the contractor believes that the bilges is not part of the area submit a CFR and consequent CR for consideration.

Not sure to what railing the contractor is referring.

Please conduct site visit to determine pier restrictions

WI 015 - WORK ITEM 15: SW Heat Exchangers, Clean, Inspect and Hydro

· Please confirm that USCGC Marcus Hanna, does in fact, have a “Thruster Generator Cooler” in Engine Room, 3-16-0-E

A: Cutter does not have a Thruster Generator Cooler.

WI 016 - WORK ITEM 16: Hydraulic Power Unit Isolation Valves, Install

· “Intent” states “Isolation Valves” on either side. SubPart 3.5 states “install new GFM CHECK Valves in removed piping”

· Please clarify….Are the supplied valves, “Check Valves”, or is the intent to install “Isolation” type valves.

A: The Coast Guard refers to them as Isolation valves because they will allow scheduled maintenance by isolating the HPU system. The type of valve being used to isolate the system is a check valve.
