3. REQUIREMENTS

3.1 General. The Contractor shall conform to all requirements specified in SFLC Std Spec 0000 and in this item, as applicable, during the performance of this availability.

3.2 Contractor-provided fire watch personnel. The Contractor shall provide fire watch personnel and equipment.

3.3 Welding and brazing requirements. The Contractor shall perform all welding and allied processes, and NDI in accordance with SFLC Std Spec 0740.

3.4 HW disposal. The Contractor shall be responsible for all hazardous wastes generated by work under this contract. Label and package all hazardous wastes in 49 CFR-approved containers, and in accordance with all other applicable Federal, state, and local laws and regulations. In addition, comply with applicable parts of 40 CFR 262, applicable to handling of hazardous wastes.

3.4.1 Along with the Government, the Contractor shall be contractually considered the co-generator of all hazardous wastes; be aware that the Government will make available its facility’s EPA Generator Identification (ID) Number for manifesting of hazardous wastes.

3.4.2 The Contractor shall identify, arrange, and be responsible for the turnover of all hazardous wastes, within the confines of the Coast Guard shore facility, to the facility’s HM/HW Coordinator. Notify the ship’s HW Coordinator prior to any transfers of HW from ship to shore.

3.4.3 The Contractor shall prepare a manifest of hazardous waste to be reviewed and signed by the HM/HW Coordinator. Contact the HM/HW Coordinator for turnover of any hazardous waste; in addition, notify the COTR in writing 24 hours prior to any waste removals, and ensure that waste removals are conducted during normal business hours (0800-1600) on Monday through Friday (excluding holidays).

3.4.4 The Contractor shall be aware of the following:

3.4.4.1 No Contractor or Subcontractor shall have the authority to sign a Hazardous Waste Manifest using the Coast Guard facility’s EPA Generator ID Number or remove contract generated hazardous waste from the Coast Guard facility without COTR or KO-approval.

3.4.4.2 Local environmental regulations at the Government facilities may be more stringent than in many jurisdictions. As with all environmental regulations, it is the Contractor's responsibility to research, prepare for, and comply with local and state regulations.

3.4.4.3 Coast Guard facilities do not have Facilities Response Plans (see 33 CFR 154 Subpart F). It is the Contractor’s responsibility to furnish the Facility Response Plan (FRP) when required for over-the-water liquids transfers to and from vessels. This requirement is applicable to transfers to/from vessels with an oil/fuel capacity of 250 barrels or more.

3.5 Pre-surface preparation test coupon. In order to ensure production of required surface profile, the Contractor shall accomplish the following tasks, whenever abrasive-blasting is required in a work item that is deemed a ”critical-coated’ surface:

3.5.1 Coupon material and test set-up particulars.

3.5.1.1 Conduct a performance test on all abrasive blasting operations on a Contractor- provided test coupon, prior to starting abrasive blasting operations on the vessel. Ensure the following:

· The coupon shall be a new metal plate, of the same metal type and material properties as the vessel area to be blasted - steel or aluminum plate, as applicable, and shall have no existing anchor profile - other than the surface irregularities from the manufacturing process.

· The test coupon shall be flat, with nothing welded to the side used for the anchor profile test, no thinner than a 1/8-inch plate and measuring no smaller than 1-foot by 1-foot.

· For steel substrates, the coupon shall have the mill scale intact, and be in a Rust Grade "A" condition, in accordance with SSPC-VIS 1.

· The test coupon shall be affixed so as to not permit excessive movement during the performance test, but shall not be affixed to the vessel.

3.5.1.2 Ensure that the abrasive-blasting operation for the test coupon is conducted with the identical setup and parameters that will be used blasting the designated vessel surfaces – including, but not limited to:

· The abrasive media type and media size selected to achieve the anchor profile range, as specified in the applicable work items.

· Nozzle size and type (straight bore, high velocity nozzle, angle nozzle...).

· Delivery rate and pressure settings.

3.5.1.3 Blast a one-square foot area on one side of the test coupon to the abrasive surface preparation standard specified in the work item, and perform an anchor profile test of the blasted surface in accordance with ASTM D4417, Method B or C. Notify the COTR in advance of the abrasive blasting operation test, to permit the witnessing of the test by the COTR. Submit a CFR documenting the results of the abrasive blasting operation test. The CFR shall include at a minimum, the following:

· Area of the vessel for which the verified setup will be used to abrasive blast.

· The selected abrasive media type and size.

· The nozzle size and type.

· The delivery rate and pressure.

· The test coupon starting properties (material type and surface conditions).

· The resultant anchor profile readings from the test (a minimum of 3 locations, separated by a minimum of 2 inches shall be recorded).

NOTES

1. A performance test of the abrasive blasting operations on a test coupon and measuring the resultant anchor profile prior to performing the abrasive blasting operation on the cutter is required. The test coupon will be used to evaluate the anchor profile produced by the equipment setup and selected abrasive media.

2. The reverse side of the test coupon may be used for the subsequent test, provided that the conditions in paragraph 3.5.1 (Coupon material and test set-up particulars) are met.

3. Ultra high pressure water jetting does not create an anchor profile and is exempt from the anchor profile test coupon check.

3.5.1.4 Repeat the abrasive blasting operation test in the following instances:

· The equipment setup, that was evaluated during the test coupon abrasive blasting performance test in paragraph 3.5.1 (Coupon material and test set-up particulars), has changed.

· The resultant anchor profile readings observed on the vessel are outside the specified anchor profile range.

· Media is changed from MIL-A-22262 to CID A-A-59316 or vice versa.

· The supplier of the abrasive blasting media changes, regardless if the new source for the media has the same specifications.

· When Directed by the COTR.

CAUTION!

Ensure that blast media from the performance test does not strike the vessel during the test.

3.6 Interim changes to SFLC Std Spec 0000. The Contractor shall be aware of the fact that the requirements of paragraph 3.3.2.1.1 (Water depth) have been revised to read as follows:

“3.3.2.1.1 Water depth. Ensure that water depth is sufficient at the pier to allow the vessel's lowest underwater appendage to clear the bottom by at least two feet at:

· Ordinary low water mark on non-tidal rivers.

· At all tide conditions predicted during the availability for tidal rivers and other navigable waterways (Bay, Lake, etc.).”

Ensure all coatings are in compliance with COMDTINST M10360.3, Appendix C.

CHECKPOINT 2 - PAINT STORAGE

Ensure all coatings are kept at a temperature of 65 to 85°F at all times, unless otherwise specified by the coating mfgr.

CHECKPOINT 3 - AMBIENT CONDITIONS

Ensure surface and surrounding temperatures are each between 50 and 90°F for water-based coatings, and 35 and 95°F for other coatings, unless otherwise specified by the coating manufacturer(s).

Ensure maximum relative humidity (RH) is as follows, from surface preparations through final curing of topcoat: 50% for tanks, voids, and vent plenum; and 85% for all other areas, unless otherwise specified by manufacturer(s).

Ensure surface temperature is at least 5°F above the dew point, unless otherwise specified by the coating mfgr.

CHECKPOINT 4 - PRE-SURFACE PREPARATION

Remove surface contaminants (soluble salts, loose rust, mud, and marine growth) with low pressure fresh water wash down (maximum 5,000 psi). If oil and grease are present, perform solvent cleaning, as per SSPC SP-1.

Verify equipment setup, blast media, and surface preparation methods match designated test coupon.

CHECKPOINT 5 - SURFACE PREPARATION

Verify environmental conditions (see CHECKPOINT 3).

Ensure cleanliness of prepared surface is as per specification (i.e.: SSPC SP-12, SP-11, SP-10…).

Verify surface anchor profile using ASTM D4417-Methods B or C against COMDTINST M10360.3. Conduct profile readings at a minimum of 5 locations for the first 1000-sqft area, and 2 locations for each succeeding 1000-sqft area.

Measure soluble salt conductivity in accordance with SSPC-Guide 15. Conduct 5 measurements per each 1000-sqft area (max. threshold: 70 microsiemens/cm for non-submerged surfaces, 30 microsiemens/cm for submerged surfaces).

CHECKPOINT 6 - PRIMER COAT APPLICATION

Verify environmental conditions (see CHECKPOINT 3).

Verify proper mixing and stand-in (induction) times.

Ensure no paint is applied when the temperature is expected to drop to freezing before the paint has dried.

Ensure surfaces are completely dry, unless otherwise allowed by the coating manufacturer(s).

Verify wet film thickness (WFT) at random, to prevent under or over application. Verify final DFT.

Brush out all runs, sags, drips, and puddles.

Perform visual inspection for holidays and other defects.

CHECKPOINT 7 – STRIPE COAT APPLICATION

Verify environmental conditions (see CHECKPOINT 3).

Ensure overcoating window is as per manufacturer’s instructions.

After primer coat (mist coat after inorganic zinc), brush-apply un-thinned coat of same primer paint over edges, weld seams, cut-outs, and areas of complex geometries @ 3-4 mils wet film thickness (WFT).

CHECKPOINT 8 – TOP COAT APPLICATION

Verify environmental conditions (see CHECKPOINT 3).

Ensure overcoating window is as per manufacturer’s instructions.

Verify proper mixing and stand-in (induction) times, as applicable.

Verify wet film thickness at random, to prevent under or over application.

Brush out all runs, sags, drips, and puddles.

CHECKPOINT 9 – FINAL INSPECTION

Verify final system dry film thickness. Conduct 5 sets of 3 readings for each of the first 3 100-sqft areas, followed by 5 sets of 3 readings for each succeeding 1000-sqft area.

Ensure that system cure is in accordance with manufacturer's recommendation for intended service.

Ensure potable water tank exhaust ventilation is maintained continuously from and during coating application through final system cure, to exhaust all solvent to the atmosphere and to prevent solvent entrapment.

For immersion coatings (including tank U/W body), record date and time of the following events:

3. REQUIREMENTS

3.1 General.

3.1.1 CIR

3.1.2 Technical Representative..

Not applicable.

3.1.3 Protective measures. The Contractor shall furnish and install suitable covering to seal off and protect all non-affected surfaces/equipment and spaces in the vicinity of the work area against contamination during the performance of work. Upon completion of work, remove protective material and inspect for the presence of contamination. Clean all equipment and spaces, contaminated due to improper protection, to original condition of cleanliness.

3.1.4 Interferences. The Contractor shall be aware that interferences in way of work include, but are not limited to the below-listed. Handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences):

3.1.6 Operational test - initial. Prior to commencement of work, the Contractor shall witness an operational pre-test (by Coast Guard personnel) in accordance with CG Tech Pub 7055.

3.2 Electrical requirements. The Contractor shall provide and install all electrical cables required by this work item.

3 2.1 Test all new and rerouted cables per SFLC Std Specification 3042.

3.2.2 Install cable tags on all new and rerouted cables in accordance with SFLC Std Specification 3041.

3.2.3 Penetrations into new electrical enclosures shall be through plastic stuffing tubes in accordance with ASTM F1836M.

3.2.4 All new cables shall be of unarmored construction with low smoke insulation conforming to MIL-DTL-24643. Cables that penetrate watertight decks or bulkheads below main deck shall be of watertight construction (e.g. LSTSGU, LSFSGU). Each cable shall be continuous from terminal end to terminal end with no splicing permitted.

3.2.4.1 The Contractor shall supply following materials listed in the Table 2.

*NOTE: The Contractor shall record MS Connector Part Number and pin configuration of the Connector from the existing cables. The Contractor shall supply and install new MS Connectors on to four new cables.

3.2.4.2 The contractor shall provide miscellaneous hardware required for electrical installation (i.e. Q Stuffing Tubes, Box Connectors, Lugs, Fasteners, Wire Nuts, Tape, Cable ties & Brackets) of new system).

3.2.5 Wiring installation methods and cable supports shall be in accordance with SFLC Std Specification 3041. Provide sufficient slack in cables to prevent undue stresses on terminal connections due to vibration. Terminate cable with ring type terminals. Spade type lugs shall not be used. No more than three wires shall terminate at any one terminal.

3.2.6 New wires grouped in harnesses, or single wires more than 12 inches in length (unless they are unique in color or size and can be traced visually from one end to the other), shall be marked for identification. Marking may be accomplished by stamping the identification symbol on the wire insulation, by sliding a sleeve type wire marker over the wire insulation. Marking shall be applied in a permanent manner, resistant to water, heat, oil, and abrasion.

3.3 Electrical cable removal. The Contractor shall remove following unshielded cables listed in the Table 3.3 in accordance with SFLC Std Specification 3042.

3.3.1 Disconnect Shield wires at terminal block.

3.3.2 Disconnect and remove ground wire mounted from Panel to Bulkhead.

3.3.3 Record cable termination information of removed cables at MTS-5 Panel. This information will be required for installation of new cables at this panel.

3.3.4 Disconnect cables (K-PT15 & 16) at Blue Strobe Light & Horn mounted on the Bulkhead near Ship Service Switchboard No.2 at STBD Side of Forward Main Machinery Room (5-44-01-E).

3.3.5 Disconnect cables (K-3PC1& K-3PC2) at Machinery Control Console (MCC: 2-52-1-E). Record cable termination information of cables at MCC. This information will be required for installation of new cables.

3.3.6 Remove Engine Telegraph System Panel (MTS-5) from Bulkhead. (Note: This Panel will be relocated to Port Side).

3.4 Equipment installation. Fabricate mounting bracket or weld stud for mounting Engine Telegraph System Panel (MTS-5) to Bulkhead. Template mounting holes from the Panel.

3.4.1 Mount Engine Telegraph System Panel (MTS-5) on the Bulkhead near Port Side above Machinery Space Work Station Console (FO-MCMS) at Forward Main Machinery Room (5-44-01-E) with stainless steel hardware.

3.4.2 Install and terminate cable K-PT15 (DXOW-3) from Engine Telegraph System Panel (MTS-5) to Strobe light located at Starboard side of Forward Main Machinery Room (5-44-01-E). Install cable with nylon stuffing tube in accordance with ASTM F 1836 at one end and at other end install MS Connectors with strain relief clamp. Coast Drawing 750-WMSL-202-025 (Sheet 305, 306, 357 & 358) & 750-WMSL-202-023 shows wiring information.

3.4.3 Install and terminate cable K-PT16 (DXOW-3) from Engine Telegraph System Panel (MTS-5) to Horn Starboard side of Forward Main Machinery Room (5-44-01-E). Install cable with nylon stuffing tube in accordance with ASTM F 1836 at one end and at other end install MS Connectors with strain relief clamp Coast Drawing 750-WMSL-202-025 (Sheet 305, 306, 357 & 358) & 750-WMSL-202-023 shows wiring information.

3.4.4 Install and terminate cable K-3PC1 (FXOW-4) from Engine Telegraph System Panel (MTS-5) to Machinery Control Console (MCC: 2-52-1-E). Install cables MS Connectors with strain relief clamp at Engine Telegraph System Panel (MTS-5) and other end terminate cable with ring type lugs. Coast Drawing 750-WMSL-202-025 (Sheet 305, 306, 357 & 358) & 750-WMSL-202-023 shows wiring information.

3.4.5 Install and terminate cable K-3PC2 (2XOW-3) from Engine Telegraph System Panel (MTS-5) to Machinery Control Console (MCC: 2-52-1-E). Install cables MS Connectors with strain relief clamp at Engine Telegraph System Panel (MTS-5) and other end terminate cable with ring type lugs. Coast Drawing 750-WMSL-202-025 (Sheet 305, 306, 357 & 358) & 750-WMSL-202-023 shows wiring information.

3.4.6 Install ground wire from Engine Telegraph System Panel (MTS-5) to Bulkhead

3.4.7 Install cable Tag at each end of the cables.

3.4.8 Continuity Checks and Megger Readings. The Contractor shall perform continuity checks of each reconnected and reinstalled cables. Continuity checks shall be from distribution panel to each terminal end. The Contractor shall also take megger readings for each reconnected cable between each phase and from each phase to ground to ensure proper cable reconnection and insulation.

3.5 Operational test – post repairs. After completion of work, the Contractor shall witness an operational test (by Coast Guard personnel) of the EOT Panel for satisfactory operating condition in accordance with CG Tech Pub 7055. Submit a CFR.

WORK ITEM 2: Stern Tube Seawater Supply Piping Modifications

1.1 Intent. This work item describes the requirements for the Contractor to upgrade the size and material of the stern tube seawater supply piping as well as install new flow meters and Hays Mesurflo devices to serve this stern tube seawater piping. Hays Mesurflo devices shall also be installed in the seawater piping serving the line shaft bearing coolers. The Contractor shall be responsible for a complete installation and fully operational system.

3.1.3 Protective measures. The Contractor shall protect non-affected vessel’s equipment, components, and spaces during surface preparation and coating application procedures, as specified in SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection).

3.1.4 Interferences. The Contractor shall be aware that interferences in way of work include, but are not limited to the below-listed. Handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3. (Interferences):

· Sheathing.

· Bulkhead insulation.

· Piping.

· Electrical Cables.

· Deck Plating

· Engine Room Bilges

3.2 General installation requirements. The concerned work areas are shown in the table below. See the Coast Guard Drawings above, for guidance and details.

3.2.1 Cutter personnel will assist in locating all items required to be secured or isolated, and tagged for work under this item.

3.2.2 All fluid that drains from the affected piping system shall be cleaned up and removed within 1 hour of draining. Any fluid that drains on the cutter’s decks shall be cleaned up and removed immediately. The Contractor shall drain and dispose of all residual fluids in the piping system in accordance with all Federal, state, and local rules and regulations.

3.2.3 Hangers – All new piping shall be adequately supported against vibration in accordance with NAVSEA Dwg 804-1385781. Pipe hangers shall be rubber lined. Hanger spacing shall be no greater than 6 feet.

3.2.4 All pipe bends shall be in accordance with MIL-STD-1627.

3.2.5 All pipe threaded connections (tapered or straight pipe threads) shall be sealed during assembly using polytetrafluorethylene (PTFE) tape.

3.2.6 All new flange bolting fasteners shall be Monel per QQ-N-281, Class A, Grade 400.

3.2.7 Gasket material for flanged joints shall be synthetic rubber sheet per MIL-PRF-1149; rubber inserted cloth sheet per HH-P-151; or man-made non-asbestos compressed fiber gaskets. If compressed fiber gaskets are to be used, known complying products include Garlock 3400, Chesterton 195, Accord 533N, and John Crane 2160.

3.2.8 All new watertertight deck and bulkhead penetration sleeves shall be a plain steel sleeve in accordance with NAVSEA Dwg 803-1385866.

3.2.9 Commercial divers. The Contractor shall obtain the services of commercial divers. All diving operations shall abide by 29CFR1910.401.

WARNING

DO NOT ENTER OR REACH INTO THE PROPELLER SHAFT/STERN TUBE SEAL AREA UNLESS THE SHAFTING IS EITHER REMOVED OR STOPPED AND LOCKED IN POSITION.

3.2.9.1 Provide a certified and experienced diver and tender team, as well as necessary support personnel and equipment, to accomplish the work specified below.

3.2.9.2 Conduct briefing with Cutter personnel on techniques, apparatus, and materials to be utilized to pack the stern tube.

3.2.9.3 The diving team shall obtain Officer-of-the-Deck verification before beginning diving operations. Ship's force shall ensure that no propeller or rudder movements occur and that the standard "diver down" pipe is made until diving operations are concluded.

3.2.9.4 After performing required briefings and obtaining required permission, use divers to temporarily pack/seal the stern tube (gap between stern tube and shaft) to prevent sea water entry while shaft seals are disassembled. Maintain 24-hour standby dive services while shaft seal repairs are being conducted and the temporary shaft packing is installed.

3.2.10 The contractor shall inflate seal in accordance with Coast Guard Drawing Tech 7034. Prior to disturbing sea water piping attached to the shaft seal's, Contractor shall verify that the shaft seals have been inflated by Coast Guard Inspector.

NOTE

IN ORDER TO PREVENT FLOODING THROUGH THE SHAFT SEAL'S SEA WATER CONNECTION, TWO MEANS OF PROTECTION ARE UTILIZED. BOTH MEASURES, THE STERN TUBE PACKING BY DIVERS AND THE SEAL'S INFLATABLE BOOT ENERGIZED MUST BE DEPLOYED. THE TIME THE SEA WATER CONNECTION IS OPEN (NO VALVING OR BLANK FLANGE INSTALLED) MUST BE MINIMIZED AND UNDER CONSTANT OBSERVATION.

3.2.11 Bill of Material Changes. The following items are changed in Bill of Material on Coast Guard Drawing 750 WMSL-520-500.

3.2.11.1 The Contractor shall replace cable LS2SWU-1 with 2XSOW-3 (Item 55 of CG Dwg 750 WMSL-520-500).

3.2.11.2 The Contractor shall supply all material required for complete installation of the new system. The contractor shall provide miscellaneous hardware required for electrical installation (i.e. Q Stuffing Tubes, Box Connectors, Lugs, Fasteners, Wire Nuts, Tape, Cable ties & Brackets) of new system.

3.2.11.3 All required mechanical, electrical and structural components needed to complete installation shall be provided by the Contractor.

3.2.11.4 Drawing correction. Electrical Notes on Coast Guard Drawing 750-WMSL-500-520 shall be corrected as follows:

Note 1: Substitute MLC PAC STD SPEC 304.2 with SFLC Std Specification 3041.

Note 5: Substitute MIL-C-24643 with MIL-DTL-24643.

Note 6: Substitute MLC PAC STD SPEC 304.2 with SFLC Std Specification 3042.

3.3 Piping and Associated Components Removal. The Contractor shall mark all piping and components for removal and allow Coast Guard Inspector to verify prior to rip out.

NOTE

DO NOT DISCONNECT PIPING TO SHAFT SEAL UNTIL COAST GUARD INSPECTOR IS PRESENT. VERIFY INFLATABLE SEAL IS HOLDING PRESSURE. CAREFULLY PARTIALLY UNBOLT THE FLANGE AT SHAFT SEAL. OPEN FLANGE FACES AND OBSERVE LEAKAGE (PASS INFLATABLE SEAL). IF THE LEAKAGE IS ACCEPTABLE, UN BOLT THE FLANGE AND INSTALL THE BLANK FLANGE.

3.3.1 The Contractor shall rip-out the piping as shown on Coast Guard Drawing 750 WMSL 520-500. Rip-out piping is shown with crosshatched (i.e. -////////////) on the drawings.

3.3.2 The Contractor shall renew following parts listed “Retain for re-use” on Coast Drawing 750-WMSL-520-500. The Coast Guard drawing referenced in Para 2 provides material requirement and parts information.
