QUESTIONS/RESPONSES
RFP HSCG84-14-R-AA7448
REFUSE AND RECYCLING COLLECTION AND DISPOSAL SERVICES
@ VARIOUS CG LOCATIONS IN MIAMI, FL
Date: 3 June 2014
1. Question: In the Performance Work Statement (PWS), Paragraph 3.7.4 Hazardous Materials. It discusses what the contractor must do with respect to hazardous materials. As we understand, no hazardous materials are to be placed into the containers the contractor provides. As such, there will be a very low likelihood these materials will be discovered by the servicing driver while in the process of pick-up and subsequent disposal of the containers. The final sentence in the paragraph states that, “The contractor shall immediately contain and clean up the release or spill of a hazardous material and report the incident to the COR or the Environmental Technician.”
a. It is our understanding that this project is solely for the disposal and recycling of non-hazardous materials. Is this in fact the intent of the project the Government has solicited? If so, we think it would be wise to eliminate this paragraph from the PWS.
Response: Yes, this is not a hazardous materials collection/disposal solicitation.
Changes will be made to Paragraph 3.7.4. Refer to Amendment 0001, dated 3 June 2014.
2. Question: In the PWS, Paragraph 3.12. Refuse Collection. It states, “The contractor shall collect refuse in all containers according to the schedule of items. All other loose refuse such as tree branches, palm fronds, etc., which are placed adjacent to the containers, shall be picked up by the contractor during collection except for bulk or hazardous materials as identified in the PWS.”
a. Can the government provide an estimate of the number of times, approximate quantity, and which containers this will requirement is likely to occur? It is our intent to develop an estimate of labor needed to support this requirement. Therefore, we would need to see what the workload history is for this type of activity.
Response: The contractor is not required to pick up loose refuse/items such as tree branches, palm fronds, etc., that may be placed adjacent to the containers.
Changes will be made to Paragraph 3.12. Refer to Amendment 0001, dated 3 June 2014.
3. Question: In the PWS, Paragraph 3.13.2. Recycling Disposal. It states that, “A report shall be submitted, to the COR, by the 15th of every month documenting the total type and amount of recycled materials that are collected.”
a. Is it the government’s intent to determine the percentage of recyclable material taken from the regular waste stream?
b. Is it the intent of the government to gather information that will determine how much waste is being diverted from local landfills?
Response: a. No, it is not the government’s intent to determine the percentage of recyclable material taken from the regular waste stream.
Response: b. Yes, Is it the intent of the government to gather information that will determine how much waste is being diverted from local landfills.
4. Question: In the PWS, Paragraph 5.9. Contractor-Furnished Supplies, Material and Equipment, Subparagraph 5.9.1.b. it states, “The contractor shall assure that all vehicles used in the performance of this contract conform to Coast Guard Base Elizabeth City, NC regulations.”
a. Is this a correct requirement? Should it state the vehicles must comply with Florida and specifically AS Miami, BMB, and CEU facilities?
Response: Identified paragraph under section 5.9.1(b) is incorrect; it will be corrected to read Coast Guard Base Miami Beach (BMB), Civil Engineering Unit (CEU) and Air Station Miami (AS) regulations in lieu of Coast Guard Base Elizabeth City, NC regulations. Refer to Amendment 0001, dated 3 June 2014
5. Question: In the PWS, Paragraph 5.9. Contractor-Furnished Supplies, Material and Equipment, Subparagraph 5.9.1.c. it states, “…coordinated with COR. No more than 25% of the government furnished containers shall be removed at any one time.”
a. Is this a correct statement?
b. If so, please provide a full list of government furnished equipment.
Response: a. No, there are no government furnished containers in this requirement. Refer to Amendment 0001, dated 3 June 2014
Response: b. See Question/Response 5(a).
6. Question: In the PWS, Paragraph 6. Deliverables. Third item down, Insurance. Is the contractor to submit as part of their submission package a copy of the insurance certificate or letter from their insurance carrier? Or after contract award as specified NLT 10 days from contract award?
Response: Date required according to 6.0 Deliverable states, NLT 10 days of contract award; then Anniversary of policy renewal (See note below); which states, *NOTE: It is acceptable to submit a letter from the Insurance Company stating a Certificate of Insurance will be provided upon contract award. A letter from the contractor will not be acceptable. However, you may also submit with package.
7. Question: Can the government provide the Schedule B – Pricing in either Word or Excel Format?
Response: Yes, the friendly format will be included as an attachment
8. Question: By the proposal description it appears that all proposal sections (technical, past performance, and pricing) all go into one binder/volume together. Is that correct?
Response: Yes, identified accordingly.
9. Question: With respect to the RFP documents, please provide us with any page limitations for the technical submission.
Response: There are no limitations established in the solicitation document. The technical information provided should be in sufficient detail to evaluate against required factors and subfactors at Page 54 -55 of RFP.
10. Question: Are respondents to include copies of the PP Questionnaires sent out to our reference contacts?
Response: No, See FAR Provision 52.212-1 (b)(10) that states “The POC(s) submit completed PPQs directly to Government.”
11. Question: It was specified with the 8yd container at Miami Beach and Civil Engineering that recycling will be single stream. It was not specified whether the 95 gallon carts at the Air Station will also be Single Stream. Could you please confirm whether the carts will be single stream? Since the main facilities in Miami Dade County are set up for single stream, the carts will still be dumped in the same recycling truck, commingling the materials.
Response: Yes, the 95 gallon containers at the Air Station Miami location are Single-stream Recycling. Refer to Amendment 0001, dated 3 June 2014.
Response: Date required according to 6.0 Deliverable states, NLT 10 days of contract award; then Anniversary of policy renewal (See note below); which states, *NOTE: It is acceptable to submit a letter from the Insurance Company stating a Certificate...
