SECTION 01 11 00
General Requirements
GENERAL REQUIREMENTS
PART 1 GENERAL
1.1 PROJECT DESCRIPTION
1.1.1 The work includes but is not limited to the following: furnishing all labor, equipment, materials, tools, transportation and supervision for a roof replacement, HVAC equipment, new duct work, interior and exterior repairs for US Coast Guard CST Vicksburg Main Building Vicksburg, MS, including exterior Site Lighting.
1.1.2 In absence of product specifications, provide products appropriate for the installation, complete and functional with standard accessories. Follow manufacturer’s installation instructions and recognized industry practices and publications.
1.1.3 Provide fixtures, material and equipment manufactured in the United States, lead and asbestos free and comply with the Buy American Act.
1.1.4 All work includes removal, protection and relocation of furniture and equipment necessary to perform the interior work. Contractor to provide a connex box w/ac or equivalent for all the equipment to be removed and stored in a dry protected secured storage as required for the interior work. Contractor to move existing berthing furniture for 4 people to the temporary berthing trailer. Contractor shall relocate all furniture and equipment after work completion to the same location.
1.1.5 The Contractor shall hire an independent Roof Observer, described in Section 07 52 00 paragraph 1.4 Certified Roofing Observer, to ensure the roof installation is performed in accordance to the contract documents.
1.2 BASE BID AND UNIT PRICE ITEM.
1.2.1 BASE BID REPAIRS: The completion of this project shall include all related work as indicated below and in the drawings and related specifications:
1. Perform a Lead paint abatement and asbestos removal.
2. Provide method of protection during construction to minimize the potential of construction debris and dust from entering the water when performing roof work near the water’s edge of the US Coast Guard CST VICKSBURG.
3. Remove and dispose of existing doors including frames, threshold, and autocloser.
Openings must be properly repaired to accept new doors.
4. Remove and dispose of partition walls.
5. Remove and dispose of 8" masonry wall.
6. Cut out 8” masonry wall inside (3'-4” x 7'-0”) to provide new access door.
7. Remove and dispose of existing closets, shelves, ceiling and walls in their entirety.
8. Remove and dispose of all kitchen appliances, cabinets, ceiling and vinyl flooring, etc.
plumber to cap all water lines.
9. Remove and dispose of all bathrooms fixtures, toilets, sinks, counter tops, shower accessories, soap dishes, toilet paper holder, hooks and light fixtures, paper towel dispenser, liquid soap dispenser, mirrors, laminate top and back splash, urinals, toilets, grab bars, plastic laminate toilet partitions, shower controls, shower ceiling, etc. plumber to cap all water lines (refer to plumbing plan).
10. Remove and dispose of wall tiles, floor tiles and ceramic tile base in their entirety as indicated. Repair and level surfaces to receive new wall, flooring material and base board.
11. Remove and dispose of carpet flooring including baseboards and thresholds in rooms as indicated in plans. Repair and level surfaces to receive new wall, flooring material and base board.
12. Remove and dispose of vinyl flooring including base boards as indicated in plans.
13. Remove and dispose of existing windows, including windows sill.
14. Remove and dispose of existing aluminum doors, transom and sidelite including frame and hardware.
15. Remove and dispose of existing wood wall panels, new drywall wall, paint and refinish to smooth drywall finish.
16. Remove and save for reinstallation all existing wall mounted equipment such as fire extinguishers, frames, etc. Items that cannot be removed must be properly covered and protected for re-use.
17. Remove and dispose of existing overhead doors.
18. Remove and dispose of wood railing and wood ladder at loft.
19. Remove washer and dryer and save for reinstallation.
20. Remove and dispose of janitor's closet in its entirety.
21. Remove and dispose of office counter inside room 102.
22. Remove and dispose of all of the existing acoustical tiles and frames.
23. Remove and dispose all HVAC and all light fixtures. See mechanical and electrical plans.
24. Remove and dispose of all drywall ceilings.
25. Remove existing plywood ceiling at porch area.
26. Remove tile and hard ceiling inside showers.
27. Remove and dispose of all existing roofing material, including rigid insulation, tapered insulation, fascia, flashing and counter flashing, and all related items down to concrete roof slab. Prepare surfaces for new roofing and insulation systems.
28. Remove and dispose of plumbing vent.
29. Remove and dispose of turbine vent.
30. Remove and dispose of exhaust fan/extractor vent.
31. Communication cable to remain. Do not cover cable with roofing and insulation system.
Cable shall remain in location shown, laid upon new roof at project completion.
32. Communication cable roof penetration and antenna to remain.
33. Remove and dispose of gutter, downspout, and related items, splashblocks for each downspout.
34. Remove and dispose of expansion joint.
35. Remove and dispose metal fascia and metal wall cap.
36. Close bottom of existing door opening with concrete masonry units, texture and finish to match existing adjacent interior and exterior walls and to receive new window. See structure.
37. Close existing a/c opening under the window with concrete masonry units, texture and finish to match existing adjacent walls. See structure.
38. Provide new 1-hr fire rated partition with sound attenuation. As indicated.
39. Provide all kitchen appliances, cabinets, ceiling and tile flooring, etc. plumber to re-connect all water lines. See interior elevations.
40. Provide exterior porcelain tiles at main entrances. See sheet a-07.
41. Provide porcelain tiles simulating wood pattern. Use ceramic tile base board. See sheet A-07.
42. Provide wall tiles, floor tiles and tile base cove in their entirety inside laundry area, ADA unisex bathroom, and berthing bathrooms (See interior elevations for details).
43. Provide new floor drains inside utility room, laundry room and ADA unisex bathroom.
44. Provide three (3) shelves inside janitor’s closet above mop sink and laundry room above washer and dryer machines. Provide six (6) shelves inside utility room, and closet #1 & #3.
45. Provide new rubber deck athletic flooring including black vinyl base.
46. Provide and install thresholds. Porcelain tile or marmol threshold where applicable to cover joints. Thresholds to meet ADA requirements.
47. Provide new interior doors and to be brown espresso color. Frames and casing shall be satin white, add kick-plates to all doors.
48. Provide full wall mounted fitness mirror panels with perimeter alum. Frame above the base board for the weightlifting wall area inside gym area as indicated.
49. Existing exterior door to be painted white to match existing on site.
50. Provide safety handrail and S.S. access ladder at garage loft and to comply with OSHA requirement.
51. Provide carpet inside berthing rooms and 4" vinyl base board, including threshold at door.
52. Provide new water fountain to match existing size and existing wall niche.
53. Provide wood frame and casing around opening between hallway 106 and hallway 107.
54. Close existing a/c opening at garage loft with concrete masonry units, texture and finish to match existing adjacent walls. See mechanical drawings.
55. Provide new moisture and mold resistant suspended acoustical ceiling tiles including all components of the metal grid suspension system. New suspended ceiling shall comply w/ UL assembly #P214 & 2'-0"lay in act 1 hour fire rated w/ t"s fireguard ceiling grid as indicated.
56. Provide new moisture and mold resistant gypsum board ceilings and suspended channel grid system including new wood moulding trim at berthing rooms.
57. Provide new marine plywood ceiling at exterior porch areas and to be painted white and suspended grid system.
58. Provide new HVAC diffuser and return grilles as indicated on the HVAC plans.
59. Provide new light fixtures as indicated on electrical plans.
60. Patch and paint all construction interior areas affected by this job to match existing finishes, and to receive prime coat and two finish coats, after all work has been completed inside all room.
61. Provide new 5-ply modified bitumen roofing material, including rigid insulation, tapered insulation, fascia, flashing and counter flashing, and all related items down to concrete roof slab.
62. Provide seamless aluminum gutters min 6" x 6" and new downspout minimum 4" x 4" as indicated, and all related items. All gutters downspouts shall be factory finish in white color electrostatic finish. All new downspout must line up and be centered on precast splash blocks.
63. Provide new expansion joint and cover as per detail.
64. Provide new exhaust fans. Contractor to coordinate with mechanical and electrical drawings for details quantities and sizes.
65. Provide new walking pads.
66. Provide metal fascia and metal wall cap.
67. Provide closed cell foam insulation spray application in the underside of the roof.
68. Provide new plumbing vent thru roof. Contractor to coordinate with plumbing drawings for details quantities and sizes.
69. Provide hurricane impact resistant aluminum windows. All glass is to be low-E. All aluminum frame to be factory finish white outside white inside. Repair, patch and paint any surface damaged during installation to match existing surroundings of walls. Reseal all openings or perforations to existing walls after installation.
70. Provide in kind hurricane impact resistant entry exterior doors and sidelite with white esp.
finished including top panels, frame, hardware, hinges, autoclosers, handles and locks and s/s thresholds.
71. Pressure clean and seal entire exterior brick wall to ensure complete removal of existing wall stain; after all roofing work has been completed. Prior to starting large areas, test a small section and ascertain that damage is not caused to the wall, prevent water from penetrating thru openings and damages building interior. Set equipment pressure to prevent erosion of grout joints, seal joints, finishes, etc.
72. Repair all joints, concrete cracks and fissures. See structure for details.
73. Provide new concrete stucco cover over metal lath over windows. See structure for detail.
74. Provide and install new overhead white garage doors to withstand wind pressures as indicated on sheet A-09. Repair, patch and paint any surface damaged during installation to match existing surroundings. Reseal all openings or perforations to existing walls. Provide door motors for two new overhead doors.
75. Provide new white emergency 1-hr fire rated exit door and frame with vision panel, including hardware threshold, and autocloser. As indicated.
76. Provide new 1- hr fire rated doors and frames at berthing rooms, including hardware threshold, and autocloser. As indicated.
STRUCTURAL
77. Repair concrete spalls on roof concrete precast double tees at several locations to be determined in the field for a total amount of 30 cubic feet and as per the details included in the drawings.
78. Block up existing A/C openings under windows at locations indicated in plans.
79. Repair interior block wall in paint locker room by installing #5 vertical rebars inside block cells and ceiling cracks with epoxy as per details in the drawings.
80. Remove existing exterior ceramic tile over windows and install metal lath and 1 inch thick concrete stucco finish at the locations indicated in plans.
81. Provide one door opening in existing block wall between locker room and exterior hallway.
82. Block up bottom portion of exterior door opening in the paint locker room and install new window on the upper portion of the opening.
83. Repair/ re-point brick damage in exterior brick veneer wall over bathrooms area.
MECHANICAL
84. Remove and dispose of all existing ductwork and HVAC equipment as indicated on plans.
85. Provide new ductwork, fans, and HVAC equipment as shown on plans.
86. Provide and install fire dampers at places shown on plans.
87. All duct penetrations thru fire rated walls to be sealed with fire stopping materials as specified in Section 07 84 00 Firestopping.
ELECTRICAL
88. Remove and dispose of lights fixtures and replace with LED light fixtures as indicated in
Electrical plans.
89. Provide new power as shown on plans.
90. Replace electrical panels.
91. Provide power to mechanical equipment.
92. Replace exterior lighting with led light fixtures.
93. Trace existing circuits and update panel schedules.
PLUMBING
94. Remove and dispose existing plumbing fixtures.
95. Provide and run plumbing piping overhead. All cold and hot water piping must be copper.
96. Provide new plumbing fixtures as indicated on plans.
97. All piping penetrating thru fire rated wall to be sealed with fire stopping material as specified in Section 07 84 00 Firestopping.
1.2.2 BID OPTION ITEMS
1.2.2.1 BID OPTION ITEMS #1
98. Provide six (6) 2’-6” x 7’-0” wood Barn doors for bathroom’s privacy. Single door thickness shall be 13/8 in. with heavy duty rolling track system in black, door finish to be hard wood veneer espresso color, including hardware and installation. See door detail and location on sheet A-08.
1.2.3 UNIT PRICE ITEMS
1.2.3.1 UNIT PRICE ITEM #1
99. Contractor shall provide a 16’-0” x 48’-8” temporary berthing trailer for 4 people with 2 berthing rooms, two bathrooms, one living space, water heater in closet, laundry closet with side by side washer and dryer machines, kitchenette area with refrigerator, microwave oven, aluminum sink and kitchen counter, and complete with air conditioning, lighting, power, water and sewer connections. Trailer to be used as berthing for USCG personnel during construction. See Appendix D and drawing for details.
100. Contractor shall provide additional monthly rent price for the temporary berthing trailer.
1.2.3.2 UNIT PRICE ITEM #2
101. Provide a unit price per cubic feet to repair five (5) cubic feet of concrete spalls on roof precast concrete double tees as per details in the drawings.
1.2.4 DEMOLITION AND REMOVAL OF EXISTING:
1.2.4.1 Lead Base Paint and Asbestos surveys have been provided by TERRELL Technical Services, INC licensed in the state of Mississippi. Based on the reports lead base paint and asbestos were found to be present. As part of the Bid Package, copies of the lead paint and asbestos surveys are provided. See appendix “B”.
The USCG has confirmed lead based paint is present, lead concentration above 1.0 mg per square centimeter. Also, an ACBM survey was undertaken and were present above the regulatory limit of 1% or greater. Asbestos and Lead paint abatement contractor must be familiar with the reports prior to the required demolition and or preparation of items associated with the repair and installation work. Asbestos and lead paint abatement certification shall be submitted to the COR upon removal of the asbestos and lead paint containing materials. All Asbestos and lead paint encountered in areas or structural members that will be in direct contact and will result affected by construction activities shall be removed and disposed of in an authorized disposal sites by the Mississippi License Abatement contractor. The contractor shall follow the requirements contained in specification Section 02 82 33, “Removal Control and Disposal of Paint with Lead”, Section 02 82 16 Engineering Control of Asbestos Containing Materials and Navy regulations.
1.2.4.2 Solid waste and non-hazardous debris must be managed in accordance with state and local laws. Construction and demolition debris shall be disposed of at a permitted facility. The contractor shall submit to the COR a solid waste disposal permit and a non-hazardous waste certification. Contractor shall coordinate with COR. All permits and manifests shall be submitted to the Contracting Officer at CEU Miami.
1.3 PROJECT PHASING
1.3.1 Project phasing is required, and sequencing of the work will be required since the facility will remain occupied and operational during the work as indicated. Work shall be completed under a Phased Construction Schedule. Contractor shall submit a phasing and construction schedule for review and approval prior to commencing work. The structures shall be occupied during the project with access to these spaces to be coordinated through the Construction Officer’s Representative. Access through each of the structures room shall remain free and clear at all times; construction dust and debris shall not be permitted to migrate from the work area into adjacent areas or rooms.
1.4 PROJECT DRAWINGS
1.4.1 Drawings to be used in conjunction with these specifications shall consist of U.S. Coast Guard Drawing No. M-1980-D. Drawings are the property of the Government and shall not be used for any purpose other than the reference required for this project.
1.4.2 Reference drawings as indicated on the Table of Contents are included for the purpose of indicating the original design of the existing facility. Work indicated on reference drawings is not included in this project. No guarantee is offered of the accuracy to which these drawings represent the current existing or as-built conditions. All conditions indicated must be verified in the field before materials are ordered or work begins.
1.5 REGULATORY REQUIREMENTS:
1.5.1 Federal, State and local laws including EPA must be strictly adhered to. In addition, ICC building codes, EM-385 1-1, 2012 edition and other regulatory and testing agency references indicated in each specification section must be complied with. Where there is a conflict in regulatory requirement the most stringent shall prevail.
1.5.2 Comply with OSHA regulation Standards 29 CFR and OSHA and General Duty Clause of the OSH Act in all aspects of construction related to this project. All workers to have a current 30-OSHA construction certification.
1.5.3 The Contractor shall keep the work area, including storage areas, free from accumulations of waste materials on a daily basis.
1.5.4 Solid waste and non-hazardous debris must be managed in accordance with Mississippi Administrative Code. Construction and demolition debris and any hazardous wastes shall be disposed of at a permitted facility in accordance with Mississippi Administrative Code. The Contractor shall not use Coast Guard waste disposal facilities including garbage cans, trash piles or dumpsters
1.5.5 Best Management Practices (BMP) must be implemented to maintain Water Quality pursuant to State regulations. At a minimum, dumpsters and/or other waste receptacles used onsite must be structurally sound without any penetrations and remain covered when not in use or during inclement weather. Additional BMPs shall include the use of tarps and working enclosures to prevent any other debris and contaminated surface water from reaching the waterway.
1.5.6 Discarded waste timber must be transported to and disposed of in a State approved/permitted lined landfill in accordance with applicable regulations. Contractor shall provide copies of disposal receipts to the CG. If stored on site, the waste timber shall be protected from weathering and leaching by providing a cover and storing on visquine or other impermeable surfaces while awaiting disposal.
1.5.7 Disposal of Mercury containing fluorescent bulbs shall be managed per regulation (Chapter 62-737 Mississippi Administrative Code, and 40 CFR 273). Waste light ballasts identified as containing PCBs, or assumed to be PCB containing shall be managed IAW 40CFR761.
1.5.8 Copies of the Lead-Based Paint (LBP) are attached and must be provided to the contractor performing work. Lead-Based Paint (LBP) was found in testing. LBP abatement techniques shall be employed by the contractor performing work. Contractor must have appropriate level of EPA/OSHA LBP training to accomplish the work. All Lead waste paint, chips, dust or pieces shall be containerized and tested for TCLP Lead to determine if waste is hazardous prior to disposal. As lead based paint and lead in paint was found at the site, the renovation/demolition contractor should take the proper precautions to protect workers per OSHA Standards. Lead-based paint abatement techniques shall be used for any sanding, drilling or abrasive work involving lead paint. Contractor must use the appropriate level of EPA/OSHA lead trained workers and comply with the Lead in Construction Standards, 29 CFR 1926 and worker protection standards, 29 CFR 1910.1025 as applicable). In addition, lead paint waste must be characterized for proper disposal in accordance with all applicable regulations.
1.5.9 Copies of the asbestos surveys are attached and must be provided to the contractor performing work. Asbestos Containing Materials (ACM) are present in the project. ACM abatement techniques shall be employed by the contractor performing the work. Asbestos work shall be performed by a Mississippi certified asbestos abatement contractor under the supervision of a Mississippi licensed asbestos consultant. The Mississippi Department of Environmental Quality defines asbestos-containing materials as having asbestos content of 1% or greater. Based on the PLM analytical results asbestos was found to be present. The samples analyzed indicate that asbestos above the regulatory limit is present in the building.
1.5.10 All refrigerant work shall be performed by an EPA licensed technician in accordance with 40 CFR 82. Technician is required to utilize practices that maximize recovery and recycling of ozone-depleting substances (both chlorofluorocarbons [CFCs] and hydro chlorofluorocarbons [HCFCs] and their blends) during the servicing and disposal of air-conditioning and refrigeration equipment.
Technician is required to recycle, reclaim or reuse any remaining refrigerant in accordance with Section 608 of the Clean Air Act.
1.5.11 Contractor shall utilize a State approved recycler to recycle any lead boots around roof vents or solid lead components removed from the roof during this project. Lead boots and solid lead components must be recycled and landfill disposal is not permitted.
1.6 LOCATION AND ACCESS
1.6.1 The work site is located at:
USCG CST Vicksburg 225 Coast Guard Rd.
Vicksburg, MS 39813
1.6.2 U.S. Coast Guard CST VICKSBURG requires all contract personnel accessing the facility to display contractor/subcontractor identification along with proper safety gear. Parking on site is limited and Contractor will be allowed limited parking spaces on site for work vehicles. All private owned vehicles shall be parked off base.
1.7 PROJECT PERFORMANCE TIME
1.7.1 The total contract performance period shall be 210 calendar days which includes the time needed to submit, review and approve all material submittals and complete all project record (closeout) documents. After work begins at the site, the contractor shall work continuously during normal working hours, fully man the project and show daily progress until all work is complete.
1.7.2 Building complete roofing performance period shall not exceed 60 calendar days.
1.8 INSPECTION PRIOR TO BID
Access to the site is restricted and is by appointment only. Prospective bidders are highly encouraged to visit the site to become familiar with the condition of the project.

1.9 WORK HOURS
The Contractor shall perform the work at the site during normal workdays from Monday through Friday from 7:00 AM to 5:00 PM, except Federal holidays. Once contractor has begun work at the site, the Contractor shall work full consecutive workdays, excluding weekends and holidays, until the work is completed. The Contractor shall coordinate working hours with
COR. If Contractor needs to work extended hours or weekend, a written request shall be submitted to the Contracting Officer‘s Representative two days in advance for approval.
1.10 AVAILABILITY OF SERVICES
1.10.1 Reasonable amounts of water and electricity will be made available to the Contractor without charge. The Contractor shall pay all costs incurred in connecting, converting, and transferring the utilities to the work. The Contractor shall be responsible for making connections including providing back flow preventers, transformers, and for disconnections.
1.10.2 The COR shall designate the electrical outlets available to the Contractor. Temporary toilet facilities shall be provided by the Contractor for his personnel.
1.11 COORDINATION
1.11.1 The unit will be operational during the execution of this contract. The Contractor shall coordinate with the COR to minimize interference with Coast Guard operations or personnel.
All work shall be coordinated with other trades involved in the project.
1.11.2 A weekly progress meeting will be held either on site or by telephone with the Site Superintendent, the Government Inspector/COR, the Construction Manager and the Unit representative. The progress meetings will be at the discretion of the Construction Manager.
Other parties may attend if desired.
1.12 PHOTOGRAPHIC DOCUMENTATION AND FURNITURE INVENTORY
Upon arrival to site, the Contractor shall photograph all areas affected by this project, furniture and equipment necessary to perform the repair work, laydown, and contractor storage areas for documentation of existing conditions. Furniture shall be inventoried in the presence of the COR and recorded in a log prior to be relocated. Photographs shall be submitted electronically, and labeled. These documents shall be submitted to the COR and a copy to the Contracting Officer at CEU Miami within 15 days of notice to proceed.
At completion of project and after furniture and equipment have been relocated, identical photographs shall be taken and submitted to the COR including the review of the furniture inventory. A copy of the photographs shall be submitted to the Contracting Officer at CEU Miami.
1.13 COORDINATION AND NOTIFICATIONS
1.13.1 The unit will be operational during the execution of this contract. The Contractor shall coordinate with the COR to minimize interference with Coast Guard operations or personnel.
All work shall be coordinated with other trades involved in the project.
1.13.2 Notify COR at least 2 working days in advance of the date and time scheduled for all field tests.
1.13.3 Close coordination and notifications are required with the unit and COR regarding vehicle ground movement, Dig Permit, Underground Utility permit, Crane operations, Hazardous waste, sidewalks and driveways closures.
1.14 CONTRACTOR USE OF PREMISES
The Contractor will be working on a Coast Guard operational military installation. The Contractor shall become familiar with and obey Station’s fire, traffic, and security regulations.
Personnel shall not stray from the immediate area of work or direct avenues of ingress and egress unless authorized in advance by the COR.
1.15 STORAGE LAYDOWN AREA
The Contractor will coordinate with the POC and the COR a storage area. The Contractor shall be responsible for restoring the area to its original condition at the completion of the work. The Contractor shall be responsible for repair of any damage incurred to buildings or pavement as a result of storage activities.
1.16 STORM PROTECTION
Should warnings of winds of gale force or stronger be issued, the Contractor shall take every practicable precaution to minimize danger to person, the work, and to adjacent property.
Precautions shall include, but not be limited to, closing all openings, removing all loose materials, tools and equipment from exposed locations, and removing or securing temporary work. Contractor shall comply with unit’s hurricane plan.
1.17 DUST PROTECTION
Site work should be phased to include dust controls to minimize disruption to adjacent occupied office spaces.
1.18 DELIVERY AND STORAGE
Equipment and materials shall be carefully handled, properly stored, and adequately protected to prevent damage before and during installation, in accordance with the manufacturer's recommendations. Damaged or defective items shall be replaced. Location of storage and staging area shall be designated by the COR. The contractor will be responsible for security of all materials and equipment.
1.19 RECEIPT OF MATERIAL
Shipment of equipment, materials, and supplies shall be addressed to the Contractor - not the Government. The Contractor must be on hand to accept shipments; the Government will not accept shipments.
1.20 CLEAN-UP, CONSTRUCTION DEBRIS AND WASTE
1.20.1 The Contractor shall keep the work area daily, including storage areas, free from accumulations of waste materials on a daily basis. The Contractor shall not use Coast Guard waste disposal facilities including garbage cans, trash piles or dumpsters.
1.20.2 Solid waste and non-hazardous debris must be managed in accordance with Mississippi State Rules and Regulations. Construction and demolition debris shall be disposed of at a permitted facility in accordance with Mississippi State Rules and Pine Bluff Solid Waste Management rules and regulations.
1.20.3 Best Management Practices shall be employed to prevent solid and hazardous wastes and debris from reaching navigable waters or drinking water sources. This includes the use of tarps and enclosures to prevent storm water runoff from construction sites. Best Management Practices (BMP) must be implemented to maintain Water Quality pursuant to State of Mississippi regulations. At a minimum, dumpsters and/or other waste receptacles used onsite must be structurally sound without any penetrations and remain covered when not directly in use or anytime during inclement weather. Additional BMPs shall include the use of tarps and working enclosures to prevent any other debris and contaminated storm water from reaching the waterway.
1.21 UTILITY OUTAGES
Before interrupting or shutting down any utility or the fire alarm system make a request for the interruption to the COR at least two (2) working days before the anticipated interruption. Do not interrupt utilities or the fire alarm function until authorized by the COR.
1.22 SAFETY PROGRAM
1.22.1 General: The Contractor is wholly responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel in the construction area, prevents damage to property and avoids work interruptions. The Contractor shall provide appropriate safety measures including but not limited to barricades, signs and signal lights as well as complying with the requirements of all applicable Federal, State and Local safety laws, rules and regulations.
1.22.2 Compliance: The Contractor is specifically required to comply with the requirements of the U.
S. Army Corps of Engineers "Safety and Health Requirements Manual" (EM 385-1-1, latest version available) and the “Accident Prevention” clause (FAR 52.236-13). Once accepted, this safety plan shall become part of the contract requirements. Note: This review/acceptance does not in any way relinquish the Contractor from responsibility for work site safety nor the obligation to comply with the OSHA regulations found in 29 CFR 1910 & 1926 or any other State or Local safety law, rule or regulation applicable to the contract work.
The Coast Guard will cooperate fully with the Department of Labor (Occupational Safety and Health Administration) in their enforcement of OSHA regulations.
1.22.3 Safety Plan: The Contractor shall submit a written safety plan within ten (10) calendar days following contract award. At a minimum, this plan shall describe the Contractor's general safety program and identify specific safety provisions for hazards incidental to the contract work such as elevated working surfaces, working over water, working from floating work platforms, overhead crane operations or similar conditions of the work.
1.23 MATERIAL SAFETY DATA SHEETS AND MATERIAL HANDLING PROCEDURES
1.23.1 Data Sheets: Submit a Material Safety Data Sheet (MSDS) for all materials containing hazardous substances required for contract execution. Information provided in MSDS’s shall meet the requirements of 29 CFR 1910.1200. MSDS’s require Contracting Officer review and acceptance prior to bringing these materials on site.
1.23.2 Material Storage: Limit the quantity of these materials stored on site to the amount needed for execution of work. Storage of excess materials will not be permitted. Assure that the storage of these materials comply with all applicable federal, state, and local laws and regulations and provide additional storage facilities (paint lockers, etc.) as required for the storage of such materials. Coordinate the physical location of storage areas with the On-site Representative prior to bringing these materials on site. Refer to paragraph 1.18 for related requirements.
1.23.3 Protective Measures: The Contractor shall take all protective measures outlined on the MSDS’s and as required by federal, state and local regulations to protect all personnel in the vicinity of the work area from exposure to these materials. The Contractor shall include any required protective measures in the Safety Plan. The Contracting Officer's Representative shall review protective measures prior to allowing use of these materials.
1.23.4 Disposal of Excess Material: The Contractor shall dispose of all excess hazardous materials as required by the MSDS and all applicable federal, state, local laws and regulations. Refer to paragraph 1.20 for related requirements.
1.24 REFERENCE PUBLICATIONS
Unless otherwise indicated, where a specific date or edition number is listed in the “Applicable Publications” section of each Section, reference to a publication or standard in this specification shall mean the edition in effect on the date of the Solicitation.
1.25 SECURITY
1.25.1 The Contractor shall provide the COR with a list of names of all personnel who will be working on the site 72 hours in advance. The Contractor may submit a revised list at any time during the project. Only personnel on the approved listing will be allowed on the site.
1.25.2 All personnel shall carry proper identification (ID) when on site. Proper ID is defined as a government issued ID. The identification must be laminated, and show facial picture of the individual. Individuals without proper ID will be escorted off the Coast Guard premises.
1.25.3 All personnel shall wear uniforms with identification of the company they are representing.
Individuals without the proper uniform will be escorted off the Coast Guard premises.
1.26 RECORD DRAWINGS
The Contractor shall maintain at the job site two sets of full size contract drawings marked to show any deviations which have been made from the contract drawings. These drawings shall be reviewed every week by COR and Site Superintendent. Payment application will otherwise not be reviewed. Upon completion of the project, the marked sets of prints shall be delivered to the COR. Request for final payment will not be approved until the marked prints are delivered and approved by the COR.
1.27 FINAL INSPECTION AND ACCEPTANCE
Upon completion of the work and final inspection, submit a written request to schedule final inspection to the Contracting Officer. Prior to such requests, all submittals must be complete and approved. Such requests shall allow a minimum of 2 weeks notice prior to final inspection date.
1.28 WARRANTIES
All warranties and/or guarantees, either implied or expressed, for individual equipment shall be endorsed to the Government. The warranty period starts when the Government accepts the job as completed. Warranties and operation and maintenance manuals must be submitted and approved prior to final inspection.
1.29 INSTRUCTION TO GOVERNMENT PERSONNEL
The contractor shall furnish the services of competent instructors who will give full instructions to the designated personnel in the adjustment, operation, and maintenance, including pertinent safety requirements of the equipment or systems specified. Each instructor shall be thoroughly familiar with all parts of the installation and shall be trained in operating theory as well as practical operation and maintenance work. Instruction shall be given during the first regular work week after the equipment or system has been accepted and turned over to the Government for regular operation. Instruction time shall be for a minimum of eight (8) hours.

Progress Schedule
PROGRESS SCHEDULE
PART 1 GENERAL
1.1 GENERAL
Prepare a horizontal bar graph progress schedule using a time scale. The project should be divided and subdivided into a sufficient number of work activities that can accurately graphically display the work sequence, activity duration interplay of activities, and dollar value of each activity.
1.2 RESPONSIBILITIES
The Contractor is responsible for executing the work within the time stated in the contract.
1.3 SUBMITTALS
Submit final progress schedule no later than 5 calendar days after receiving the Notice To Proceed (NTP). A draft schedule is to be submitted before the pre-construction conference with time periods shown but without dates of NTP and completion shown. Once a NTP date has been established, the dates are to be filled in. By having the draft schedule at the pre-construction conference, the COR and Contractor can discuss any apparent inconsistencies or omission, and approval can be expedited.
Submit updated progress schedule every month along with the request for payment.
PART 2 PRODUCTS
2.1 PROGRESS SCHEDULE
Progress schedule shall have project name, location, contract number, and company name. The final progress schedule, with the NTP and completion dates filled in, shall be signed.
At the left side of the form, list in columns.
a. Activity Number and Description - At a minimum, break down the project into 10 activities. If enough detail is given on the progress schedule, then the activity breakdown may be done at the Contracting Officer's discretion. Activities can be of various origins (i.e., by specification section, by logical sequence of work, by breakdown used for bid estimates, etc.)
b. Specification Section Reference - This is optional. Use only if the breakdown of activities directly correlates with the specification sections.
c. The Activities Percentage (i.e. 50%) or Weight (i.e.5) of the entire contract based on Dollar Value - the cumulative percentage should add up to 100 percent.
d. Estimated Value of the Activity - Profit and overhead should be distributed throughout activities or listed as a separate line item and distributed over the entire length of the project. The total values should add to the contract amount.
Establish the time schedule across the top of the sheet for the entire project duration. Divide the project into months, weeks, or days depending on the length of the project and an appropriate time scale.
Lay out a bar graph opposite each activity, corresponding to the schedule start date and extended for the scheduled duration of the activity. Indicate the percentage of the activity which you intend to complete each week above or below each bar.
PART 3 EXECUTION
3.1 UPDATING SCHEDULE
Update and submit progress schedule every month with progress payment showing actual progress.
Updated progress schedules shall include the original information and an updated actual progress curve using a broken line.
3.2 DELAYS
If the Contractor knows or has reason to believe that the delivery of any material or equipment, the shortage of qualified labor, delays caused by others, or the occurrence of any other difficulty may cause delay in executing the work as scheduled, he shall notify the COR, in writing, within 3 calendar days.
3.3 PROGRESS CHART
A sample progress chart is shown on the following page. This should only be used as a guide. It displays the type of information which should be included in the submitted progress schedules, but is not limited to the indicated activities, such as submittals, manuals, etc.

Submittal Procedures
SUBMITTAL PROCEDURES
1.1 SUBMITTALS REQUIRED
Items to be submitted shall be done electronically as specified in each applicable section of this specification. Submittals shall be approved before procurement, fabrication, or delivery of items to the job site. Approval of submittals shall not relieve the contractor of his obligations to comply with contract specifications and drawings. Partial submittals will not be accepted and will be returned without review.
Submittals shall include the manufacturer's name, trade name, catalog model or number, nameplate data, size, layout dimensions, capacity, project specification and paragraph reference, applicable Federal, Military, industry and technical society publication references, and other information necessary to establish contract compliance of each item the Contractor proposes to furnish. The contractor shall indicate in the submittal which item(s) they are submitting. Contractor shall maintain a hardcopy on site for review.
1.2 TIMING OF SUBMITTALS
1.2.1 Timing and Sequence
Submit submittals in sufficient time and in such sequence to avoid delays in the work. Except for voluminous submittals, numerous submittals submitted on or about the same time, and submittals for very complex items, submittals will be reviewed by the Contracting Officer’s Representative (COR) and returned to the Contractor electronically within 10 working days after receipt. Large submittals shall be submitted electronically via CD to prevent overloading Government servers. Contractor shall begin shop drawing submittal process after project is awarded.
1.2.2 Long Lead Time Items
Submit a list of long lead items within 5 calendar days of Award. This list shall identify items such as, but not limited to materials, fabrication and delivery of items to the job site. The Contractor shall prepare submittals and submit those items in sufficient time to avoid delays. Special attention shall be given to the long lead items to avoid delays in the work.
1.2.3 Shop Drawing Submittal Process
Contractor shall begin shop drawing submittal process after project is awarded. Special attention shall be given to long lead items to avoid delays in the work.
1.3 SCHEDULE OF SUBMITTAL DESCRIPTIONS (SD)
Contractor shall review individual sections for special submittal requirements and applicable publications relating to submittals. All submittals shall be in electronic form with one with submittal coversheet. The submittal type and numbers of each required, are as follows:
Preconstruction Submittals (1 electronic copy)
Submit all preconstruction submittals for approval within (-10-) calendar days after the Award Date. All preconstruction submittals shall be approved prior to the scheduling of the preconstruction conference.
The preconstruction submittals shall include:
a. Progress schedule.
b. Schedule of Values.
c. Long lead items.
d. Personnel list for security access.
e. Safety Plan.
f. Demolition Plan
Shop Drawings (1 electronic copy)
Shop drawings shall show types, sizes, accessories, elevations, floor plans, sectional views, installation details, elementary diagrams, wiring diagrams, details of equipment and equipment spaces identifying and indicating proposed location, layout and arrangement of items of equipment, control panels, accessories, piping, ductwork, and other items that must be shown to ensure a coordinated installation. Wiring diagrams shall identify circuit terminals and shall indicate the internal wiring for each item of equipment and the interconnection between the items. Drawings shall also indicate adequate clearance for operation, maintenance and replacement of operating equipment devices. If any equipment is disapproved, the drawings shall be revised to show acceptable equipment and be resubmitted. Shop Drawings shall be a minimum of 8.5 inches by 11 inches in size, except as specified otherwise, using a 1/4" = 1'-0" scale size for ductwork and piping layout outside mechanical rooms, and a 1/2" = 1'-0" scale size for cross section views of each mechanical room.

Submittals for each manufactured item shall be manufacturer's descriptive literature of cataloged products, equipment drawings, diagrams, performance and characteristic curves and catalog cuts.
Submit complete descriptive data for each type of material. Clearly mark data to indicate the type the Contractor intends to provide. If not marked to indicate what contractor intends to provide the submittal will be returned disapproved.
Samples (2 each, 1 hardcopy to COR/CM and the other should be on site for the CG inspector and unit to choose from, if applicable)
Submit color (not black and white) printed data or actual pieces of the items. The contract prices will not be adjusted due to the Contracting Officer's Representatives selection of any color, texture, or pattern submitted.
Design Data (1 electronic copy)
Submit calculations, mix designs, analyses or other data pertaining to a part of work.
Test Reports (1 electronic copy)
Submit reports of inspection and laboratory test, including analysis and interpretation of test results.
Each report shall be properly identified. Test methods used and compliance with recognized test standards shall be described.
Test Reports: A report signed by an authorized official of an independent testing laboratory that a material, product, or system identical to the material, product or system to be provided has been tested in accordance with requirements specified by naming the test method and material. The test report must state the test was performed in accordance with the test requirements, state the test results, and indicate whether the material, product, or system has passed or failed the test. Testing must have been within three years of the date of award of this Contract.
Factory Test Reports: A written report which includes the findings of a test required to be performed by the manufacturer on a prototype or on an actual portion of the work prepared for this project, before it is shipped to the job site. The report must be signed by an authorized official of the manufacturer's test facility or testing laboratory and must state the test was performed in accordance with the test requirements, state the test results, and indicate whether the material, product, or system has passed or failed the test.
Field Test Reports: A written report which includes the findings of a test made at the job site, in the vicinity of the job site, or on a sample taken from the job site, on a portion of the work, during or after installation. The report must be signed by an authorized official of a testing laboratory or agency and must state the test was performed in accordance with the test requirements, state the test results, and indicate whether the material, product, or system has passed or failed the test.
