Please clarify the paragraphs below from different companies quoting on the decking system renewal and request clarification on the following paragraphs:

Paragraph 3.2 states, “ Deck covering renewal. The Contractor shall renew the deck covering systems in the space or spaces specified in paragraph

1.1 above, as specified below. Renew the associated underlayment as indicated in paragraph 1.1.”

Paragraph 3.2.1 states, “Epoxy flake system. The Contractor shall reseal, versus completely renew, the deck areas specified. Sand down the existing deck covering to the color layer to remove all discolorations and damage. Reapply color coat to obtain uniform color. Reapply sealers.

Renew pc 7 of Coast Guard Drawing 87 WPB 634‐001 (slip‐resistant treads) where disturbed.”

CAUTION

Epoxy flake system is resealed over delicate joiner deck. Do not damage joiner deck during removal of top layer of existing deck material.

To minimize impact on cutter weight & moment, do not add excessive deck covering material, beyond what was removed. Make new deck covering thickness as close as practicable original, pre‐resealed thickness.

During the ship check we noted a few areas with chips and want to clarify if the entire decking systems in the two areas cited in paragraph 1.1 are to be removed down to the aluminum decking surface and renew the underlayment as cited in paragraph 3.2; or are we to only repair the underlayment in way of chips, and follow the refurbishment of the existing decking systems as cited in paragraph 3.2.1.

Please clarify the requirement between paragraphs 3.2 and 3.2.1.

A: What we want is the contractor to sand through the clear coat and color layer. (Usually when all the flakes are removed by sanding). Then the contractor will build up the color coat again and reseal. In the areas that are chipped to the aluminum paneling, the contractor can build that area up with epoxy system.

Q: Title and requirements seem to indicate this work item is an inspection only work scope (with removal and renewal of interfering thermal insulation). However, 1.1 states “…and/or renew up to 6 square feet of main deck plating and 4 square feet of pilot house decking to inspect adjacent structural support.” Is it expected that the costs of deck plate renewal be included in the cost of this work item?

A: With the decks, we would like them inspected and then for the contractor to submit the CFR if deck has to be replaced. I can say that we do believe that the deck that is designated will have to be replaced but it might be more or less depending on the inspection.

Q: On page 4 of the Solicitation document, it looks as though the number of hrs for the Composite Labor Rate has been omitted from the Schedule of Services.

A: An updated schedule of services will be uploaded with this solicitation amendment
