WORK ITEM 1: Coast Guard-Dedicated Tech Rep, Provide
1. SCOPE
1.1 Intent. This work item describes the requirements for the Contractor to provide a Coast Guard-dedicated Welin-Lambie Dual Point Davit Technical Representative (Tech Rep).
1.2 Government-furnished property.
None.

3. REQUIREMENTS
3.1 General.
3.1.1 CIR.
None.
3.1.2 Tech Rep. The Contractor shall provide one qualified, Coast Guard-dedicated Welin-Lambie Tech Rep, who is familiar with, and is competent to address, the hydraulic, mechanical and electrical aspects of the Welin-Lambie TW Piv davit system.
3.1.2.2 The Contractor shall ensure that the Tech Reps are certified representatives of Welin-Lambie.
3.1.2.3 Submit the Tech Rep’s names, resumes, and OEM letter of certifications to the COR.
3.1.3 Protective measures.

3.1.4 Interferences.

3.2 Work period. The Contractor shall provide an on-site Tech Rep for a period of 23 Weeks. The Contractor shall work up to 40 hours weekly, within the core hours of 0600 and 1730, Monday through Friday, except Federal holidays. The number of hours and period of performance shall be delineated on the respective task order(s). 18 Overtime hours, 10 standard overtime and 8 premium overtime may be required and shall be authorized in advance by the Contracting Officer. Travel to and from the primary work location will be the responsibility of the contractor. Core hours may change with prior arrangement and written authorization of the Contracting Officer. The primary place of performance shall be at the U.S. Coast Guard - SFLC, 2401 Hawkins Point Rd, Baltimore, MD 21226, although travel to various cutter locations may be required. When in the best interest of the government the contractor may telecommute.
3.3 Travel. The Contractor shall ensure the Tech Rep are available for travel at any time during the period unless on approved vacation.
3.4 Employee conduct. Contractor Tech Rep shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, etc.) when visiting or working at Government facilities. The Contractor shall ensure the Tech Rep presents a professional appearance at all times and that his/her conduct shall not reflect discredit on the United States, the Department of Homeland Security, or the U.S. Coast Guard.
3.4.1 Tech Rep removal. The Government may, at its sole discretion, direct the Contractor to remove any Tech Rep from Coast Guard and Department of Homeland Security facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required in this work item. The Government will provide the Contractor with an immediate written explanation of the request to remove the Tech Rep through the Coast Guard Contracting Officer.
3.4.2 Conflict of Interest. The Contractor shall not employ any person who is an employee of the United States Government if that employment would cause, or appear to cause, a conflict of interest.
3.5 Tech Rep identification. Contractor employees working on-site at Government facilities shall wear a company issued identification badge. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display their badge in plain view above the waist at all times.
3.6 Tech Rep performance monitoring. The Contractor shall be required to provide weekly progress reports with the COR (or designee), on a time and date as required per the COR (or designee).
3.7 Duties. The Tech Rep shall be responsible and expected to conduct the following:
• Perform remote or on-site casualty repairs on the Welin-Lambie TW Piv Series davits as appropriate at any potential site where the USCG is present, worldwide.
• Maintain the Coast Guard TW Piv Series davit overhaul and training programs.
• Acknowledge receipt of Coast Guard-generated Request(s) for Quote within 24 hours.
• Conduct visits to cutter homeports to verify system configuration, conditions, and to make repairs as required.
• Maintain serial-tracked davit configuration database.

• Alert Coast Guard and disseminate advisories and service bulletins related to the Welin-Lambie TW Piv -Series davits.
• Develop failure solutions for the TW Piv Series davits.
• Conduct training to operators and maintainers of the TW Piv Series davits in accordance with the previously approved training program.
3.8 Monthly Report of Tech Rep Tasks and Costs. Provide a monthly report to the Contract Administrator and COR of no more than four pages that identifies task order budget, costs, travel accomplished within the last month, travel planned for the next month, and hours charged for technical representative services (monthly total and cumulative). Travel receipts shall be provided with the report in accordance with the Contract regulations. The report shall also identify any issues that the contractor perceives as adversely impacting their ability to satisfy requirements. The monthly report shall be in a contractor developed format approved by the Contracting Officer Representative (COR).
