7. Impact Statement:
The talon grid and associated components are critical parts of cutter aviation St1pport systems. The talon grid parts- must confonn to design, materials, and operational requirements. There is currentlyonly one 270' WMEC grid known to exist. The talon grid is critical for flight operations while underway; the grid act_s as a safety mechanism for helicopters on the flight deck, The talon hook on the underside of the helicopter ·attaches to the grid, preventing the aircraft from moving across the flight deck during rough sea,s states. An ineffective talon grid decertifies '270'cutters 'to conduct flight operations, severely limiting their .operational readine5s for missions such as search and rescue and drug interdictio.n. Any attempt to manufachite tire .grid and associated cpmpon'eats wi'th9ut the prpper spedJicatioriS,_.dawings, and technical d.ita could cause file_1.png subsequent failure to meet unit mission requirements, severe injury to personnel, aircraft, or ctitter, or.loss of Ufe. '('he advanced design of the talon grid and ·associated components provide a strong, stable platform forhelipter tie-down while remaining Ught enough to remove for flight deck safety walkdowns, cleaning, etc. Talon grids are no longer actively manufactured for the 270' WMEC fleet. ADI Technologies is the only known vendor to possess a talon grid with specifications. Manufacture from scratch takes a significant amount oftime, as no WMEC-speciffc grid has been produced in recent years.
Explain \vhy an adequate purchase description or other information suitable to solicit by Full and Open Competition ha.s not been developed or are not suita.ble.•
ADI Technologies is in possession of the sole existing talon grid Original Equipment Manufacturer.(OEM) of the listed item used on 270' WMEC cutters. Technical data including specifications, material) and manufacturing methods are not in the Coast Guard's possession. Currently there are no other known vendors who possess the technical data to reproduce this item.
Provide.a Statement of Actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required.

USCG will conduct a destructive metallurgical test on the grid that is not repairable. This information will be used to reverse engineer the talon·grid so that the government possesses technical data required to solicit for additional grids to be manufactured on the open market. This effort cannot commence until the replacement grid is received.
