WORK ITEM 1: Keel, Assess Straightness, In-Water
1. SCOPE
1.1 Intent. This work item describes the requirements for the Contractor to inspect and assess the straightness of the vessel keel and adjacent hull plating condition.

3. REQUIREMENTS
3.1 General.
3.1.1 CIR.
None.
3.1.2 Tech Rep.
Not applicable.
3.1.3 Protective measures. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness.
3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).
3.1.5 The Contractor shall provide the Coast Guard Inspector 24 hours advance notice of when the diver inspection will occur. Before diving procedures are commenced, meet with the COR and the Coast Guard Inspector, to discuss diving safety requirements and the securing of cutter machinery, as applicable.
NOTE
At Contractor’s request, Ship’s force will secure and tag out the cathodic protection system, main engines, steering gear, generator set, A/C unit, fire pumps, and all other machinery (as applicable) which may cause a hazard while a diver is in the water.
3.2 Pre-diving clearance. The Contractor shall ensure that the diving team shall obtain clearance from the Officer-of-the-Deck before beginning diving operations. Ensure the Coast Guard Inspector has capability for maintaining continuous two-way communication with diving personnel at all times, during the performance of the this work item.
3.2.1 The Contractor shall, in accordance with 29 CFR 1910.401-440, provide a certified diver and a tender team, as well as necessary support personnel and equipment, to accomplish the tasks specified herein.
WARNING
Mixed gas diving and live boating are not permitted.
3.2 Keel assessment. Using Coast Guard Drawing 110B WPB 601-027, the Contractor shall accomplish the following:
3.2.1 Employ a method that will establish a “best fit” straight line (using piano wire or similar) representing the original keel straight line as a datum for measurements. Submit point locations used for straight line establishment in a CFR. The line shall be rigidly attached to the keel bottom and run forward/aft from ~frame 8 to 28, maintaining the straight line established.
3.2.2 Take measurements at half-frame intervals starting at frame 28 moving forward and record any curvature and/or deformation of the keel in Table 1 (below) over the entire length. Annotate whether any curvature/deformation is to port or starboard, as applicable, and the condition of adjacent hull plating. The Contractor shall provide clear pictures showing the straight line along the entire keel and visually indicate all found discrepancies as much as practicable. Submit CFR.
3.3 Inspection documentation. The Contractor shall document the hull survey as follows:
3.3.1 Written report. Record the collected measurement data on the attached “Keel Bar Curvature” form under Section 4.
3.3.2 Audio-video report. In addition to the written documentation specified above, produce an audio-video report, with narration, of all inspected surfaces. Place linear measuring devices for scaling in the field of view when videotaping the keel.
3.3.3 Documentation submission. Within 24 hours after the completion of the diver inspection, the Contractor shall submit both, the written and audio-video reports to the COR. Submit the audio-video report on two digital video discs (DVD) formatted to USCG requirements.
3.3.3.1 Ensure that all video equipment has the following characteristics/functions:
· Remote video/sound recorder.
· Suitability for underwater use.
· Auto-focus and auto-exposure.
· Color pictures.
· Two-way communication devices, to allow for communication and recording of communications between the diver operating the video camera and the Person-in-Charge, COR, and Coast Guard Inspector.
· Audio/visual cables long enough to transmit the video picture and two-way communications to the recorder and monitor.
· Online video monitor large enough, to allow the Person-in-Charge, the COR, and the Coast Guard Inspector to observe the video picture.
· Sufficient lighting to ensure a quality color video picture and depth of field.
· A yardstick or other suitable linear measuring device with clear measurement marks which can be read from the monitor.
3.3.3.2 Closely monitor the video and sound quality during the survey, to ensure that the pictures on the monitor and the communication sounds remain of high quality. When either video or audio quality deteriorates, ensure that the survey is temporarily halted, until all problems have been corrected.
4. NOTES
4.1 Unit responsibilities. The ship's force will tag-out and secure the following:
· All propulsion machinery and shafting, including auxiliary propulsion machinery such as the bow thruster, and all steering machinery whenever the diver is in the water.
· All underwater body transducers, including the sonar equipment, for the duration of the underwater inspection operation.
· All active cathodic protection equipment for the duration of the underwater inspection operation.
· Each sea suction while the diver is inspecting the sea suction's sea chest strainer.
4.2 Mailing of video record. Upon receipt, the COR will forward the second copy of the underwater video inspection record to the Engineering Section of the Product Line Division to which the vessel is assigned.
4.3 Keel bar curvature form. Measure and record keel curvature from frames ~frame 8 to 28 and edit the below table as necessary.
