DDC Services Contract
Programming Support and On Call Troubleshooting
Scope
The work to be performed under this contract shall be for on-call troubleshooting, and programming support of the DDC system at USCG Base Kodiak from 1
April 2017 until
31 March 2018, (1 year) in all buildings noted in Attachment A.
The Contractor is responsible for complying with all manufacturers’ requirements, vendor certifications, software licenses and best management practices.
General Requirements
Unless otherwise specified herein, the contractor shall provide all troubleshooting, technical services and programming support to fix/modify the above noted DDC control systems, which includes but is not limited to all components listed in Government provided documents for approx 7000 programmed “points”.
Any needed replacement of non-GFE parts above the limit of $500 shall be pre-approved for purchase and installation by the Contracting Officer (KO). Replace indicated parts per attachment B Parts List. Miscellaneous parts expenditure for the contract period shall not to exceed $5,000. No parts or systems will be substituted, removed, altered, or otherwise modified without written permission of the Contracting Officers Technical
Representative (COR), via the KO.
All work shall be entered onto the Approved DDC work Log Sheet.
Working hours
Normal working hours for this work is 0745 AM until 430 PM weekdays Alaska
Standard Time. Work outside of normal working hours maybe necessary to support other contract work, government evolutions or time zone differences. All work performed outside normal working hours will need to be preapproved thru the COR. Over time rates shall not be charged.
DDC services are not a full time 8 hour per day, 40 hour per week contract. Programming support and troubleshooting will be on an on-call basis and if needed the contractor shall respond within two hours. The Government will determine the number of hours each week required to perform as needs arise. The expected hours of work is presently estimated to be 120 hours averaged for the duration of the contract. The contractor shall provide an hourly rate such that the KO can extend the contract if necessary.
Base Access:
Identification Badges and Installation Access: Application for and use of badges is as directed by the USCG. Contractor participation in RapidGate is required to access the installation. The Contractor bears all costs for obtaining passes through RapidGate.
Immediately report instances of lost or stolen badges to the Contracting Officer.
1. Contractor personnel who enroll in the RapidGate program and are approved are granted access to the installation for a period up to one year, or the length of the contract, whichever is less, and are not required to obtain a new pass from the
Base Pass and Identification Office for each visit. The Government performs background screening and credentialing. Throughout the year the Contractor employee must continue to meet background screening standards.
2. One-Day Passes: Participation in RapidGate is mandatory for contractor access pursuant to this work. The alternate to RapidGate enrollment is a daily pass which requires a Coast Guard sponsor/escort in advance and permits only limited access to the installation. Due to the fact that USCG sponsors are not available to accommodate the Contractor’s daily access requirements, this option is not viable.
3. The Government is not responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in RapidGate.
4. Information on cost and requirements to participate and enroll in RapidGate is available at http://rapidgate.com or by calling 1-877-727-4342.
5. Any time invested or monies paid for obtaining NCACS credentials in order to access a U.S. Coast Guard installation are non-compensable in any manner, nor approved for invoicing as a direct cost of any contract.
Work Restrictions
All on-call work shall be logged and sent via email to the COR for entry into the approved DDC work log, as necessary to document all work. All setpoint and programming changes shall be logged and sent via email to the COR for entry into the
DDC logbook. This is important as to ensure the integrity of the DDC system, its settings, programs, energy saving intent, and long term viability. The Govt. reserves the right to modify any and all entry requirements to this sheet, and will issue new versions via the KO. Previous versions will no longer be accepted. These sheets shall be provided to the COR within 2 days of completing work.
All Building Automation System equipment shall meet American Society for Heating and Air Conditioning Engineers (ASHRE) protocol standards for BACNET standard communications. Complete interoperability without integrators is required of any and all
BAS network components. No Gateways, Communication Bridges, Protocol Translators or any other device that translates any proprietary or other communication protocol to the http://rapidgate.com/
BACnet communication protocol shall be permitted as a part of the Building Automation
System. Gateways may only be used as required for communication to existing systems.
Installation of DDC controllers that are not BACnet compliant shall not be acceptable and are strictly prohibited. All the controllers must be freely programmable through the
Niagara platform and not through any third party proprietary software. All Third Party
Interfaces shall be BACNET compliant unless approved by COTR.
Special Requirements
1. Have and maintain insurance through the life of the contract in accordance with FAR
52.228-5. Upon award of the contract, the contractor shall provide documentation of insurance. Failure to maintain any of the above is grounds for termination.
2. Follow all Government prescribed identification of self, and/ or vehicles that may be issued.
3. If during maintenance of the system, significant programming related problems are noted, contact the COR immediately. It is expected that programming problems will be discovered and directed to be fixed during the contract period.
Submittal Requirements
Contractor shall possess the following and provide a resume showing that:
1. The contractor is a Certified Honeywell Automation Controls Integrator (ACI) level contractor with industry equivalent specific experience with Honeywell Spyder.
2. All contractor technicians (working on the USCG system) must have the following certifications and must provide documentation of the following:
a) Tridium Honeywell Niagara 4 Certifications, having experience installing in a campus setting with the Tridium Niagara 4 platform.
b) FIN 4.0 Certification.
c) Honeywell factory training on the Spyder platform.
d) Tridium Niagara R2 Certifications with a minimum of 10 years R2 programming experience.
e) Factory training on the Barber Coleman/Invensys Network 8000 system.
3. The Direct Digital Control (DDC) System Technician shall function as a systems expert who can operate the DDC System in accordance with existing facility Standard
Operating Procedures. They shall be able to operate and monitor controls and sensors for all critical environmental controls and alarms to ensure the safe conduct of daily operations and training at the facility.
4. The DDC System Technician shall be expected to do the following:
a) Review current operator settings and know the resulting effects of these settings on the operating efficiency of the controlled systems; return the systems to as built settings, make recommendations regarding system performance, improvements, correct and report settings. Ensure that trend logs are functioning properly, that data is being accurately collected, install all recent factory software upgrades, patches, or fixes as they become available. Perform backups and exercising of all components as recommended by the factory, or per industry standards.
b) Co-ordinate work with the Government & BOSS contractor to ensure thorough communication.
c) Train the Government and BOSS contractor when modifications and, or changes are made to the system and/or its components.
d) Provide input to ensure the required and normal preventative maintenance is being completed.
e) Provide a procedure to answer all service calls, both regular and emergency, to ensure service success.
6. The Government will review all aspects of the required work to determine if the contractor is meeting the Government’s minimum requirements.
