GOTHAM Software Subscription Licensing Renewal for Kodiak, AK & RCC Maintenance Software Subscription Licensing

Statement of Work (SOW)

CONTRACTOR TECHNICAL SUPPORT FOR THE

U. S. COAST GUARD GOTHAM AND COTHEN HF NETWORK

STATEMENT OF WORK

1.1 SCOPE

This Statement of Work (SOW) has three sections: (1) Purchase GOTHAM HF software suite upgrades and licenses. (2) To obtain onsite Contractor Technical Assistance Services in support of the Coast Guard GOTHAM HF Network in Kodiak, AK. (3) Purchase RCC terminal software. Rockwell Collins Technicians will be required to perform the following GOTHAM related system functions:

1. COMMSTA Kodiak Engineering support for GOTHAM Software Installation Upgrade Duration: (3 Days)

a) Coordinate and schedule tasks with required CG personnel

b) Kick-Off Meeting (Brief CG COMMSTA Kodiak, CG C3CEN CAMS PL)

c) Baseline and record GOTHAM Operational System Status

d) Engineering will install latest versions of software as follows:

i. RCC T/L Software 810-0277-005 (Deliverable S/W 811-5027-005)

ii. Auto Phone Patch T/L Software 810-0313-003 (Deliverable S/W 811-5973-003)

iii. HF Cellular T/L Software 810-0280-003 (Deliverable S/W 811-5605-003)

e) Install Audio Sound Card Cabling on HF Cellular Rack

f) Perform Preliminary Post Installation Verifications

g) Re-Baseline and record GOTHAM Operational System Status

h) Perform SOVT (System Operation Verification Test)

i) Perform OJT (On the Job Training)

j) Out-Brief

2. AIRSTA Kodiak Engineering Support of GOTHAM ALE C130 ALE & 5MHz SIMOP Duration: Testing (1 Day)

a) Coordinate and schedule tasks with required CG personnel

b) Kick-Off Meeting (Brief CG AIRSTA COMMAND, CG HC-130H PL, CG ALC, C3CEN CAMS PL)

c) Baseline C130 Operational Status for 5 MHz, 8 MHz and ALE operation

d) Install Modified Datafill on C130 Platform for ALE & 5MHz

e) Perform SIMOP Tests on C130 using GOTHAM ALE network

f) Record and Document Findings

g) Out-Brief

3. COMMSTA Kodiak Pre/Post Installation Support Duration: (1 Day)

a) Coordinate and schedule tasks with required USCG personnel

b) SOVT development and Trip Preparations

c) Daily status reports preparations provided to CG

d) Travel & Trip Report provided to CG within one week of completion General: Travel Sunday and Return following Friday. Total of 48 hours (EA4-SY)

4. Program Management/ Program Finance ( Program Planning and Control)

a) PM pre-deployment review

b) PM review. Preparation of report deliverables to USCG

c) PP&C , set up, manage project finances for travel, labor and invoicing

5. Purchase RCC Maintenance Software

a) (8) Deliverable S/W: 810-0277-005

6. Post installation Support Period Duration: September 2016 – June 2017

a) Contractor will utilize current USCG T&M support contract to provide telephone support to address any technical questions concerning the upgrade of the GOTHAM and COTHEN HF software.

1.2 BACKGROUND

The U.S. Coast Guard CAMS PL located at C3CEN is responsible for all HF Communication systems installed at all CAMS and COMMSTA through-out the world. The CAMS PL delivers, manages, and supports Tier II SDLC for all fixed assets within COMMCOM and its RCFs. Our goal is sustainability of equipment through safe and efficient maintenance.

1.2.2 GOTHAM Background

The GOTHAM HF ALE network provides a superior level of mission critical connectivity to CG and private assets using Rockwell Collins proprietary equipment and software in Kodiak AK. Upgrading existing GOTHAM HF network CPU’s and software will eliminate the configuration problems which greatly hampered the proper operation of the network.

1.2.2 RCF and RCC Software Background

The CAMS-PL is directly responsible for approximately 115 Rockwell Collins RT-2200 RCVRs and exciters within COMMCOM and its RCF network. The maintenance software provided by Rockwell Collins is proprietary and allows a technician to connect to the RT-2200 remotely. Without the software the technician cannot check meter readings, logs, faults, diagnostic data, or change settings within the equipment.

Currently, the devices CAMS PL supports utilize obsolete maintenance software from Rockwell Collins known as Longarm. Longarm is WinXP based and no longer acceptable to policy according to the 01SEP15 MEMO from CG-64 prescribing a mass migration to Win10 for cyber security compliance. Longarm can approximately 15 minutes to establish a linked networked connection with each RT-2200 which significantly increases the duration to perform maintenance tasks. Units having multiple XMTRs and RCVRs, this delay is substantially long and negatively effects troubleshooting and evaluation response time during field service. Furthermore, the current Longarm Software is complicated and confusing for technicians whom have very little experience and background with the application. Longarm is no longer supported by Rockwell Collins and the only viable option for technician maintenance support would be to upgrade to RCC maintenance software.

1.3 CONTRACTOR PERSONNEL.

1.3.1 Project Manager.

The Contractor shall provide a Project Manager who shall be responsible for all progress reports performed under this task order. The Project Manager is further designated as Key by the Government.

1.3.1.1 The Project Manager shall be a single point of contact for the Contracting Officer and the Contracting Officer’s Technical Representative. The Project Manager shall be one of the senior level employees provided by the Contractor for this work effort. The name of Project Manager, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the Project Manager, shall be provided to the Government as part of the Contractor's proposal. During any absence of the Project Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this task order. The Project Manager and all designated alternates shall be able to read, write, speak and understand English. Additionally, the Contractor shall not replace the Project Manager without prior acknowledgement from the Contracting Officer.

1.3.1.2 The Project Manager or alternate shall be available to the COR via telephone between the hours of 0800 and 1700 EST, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within 24 hours of notification.

1.3.2 QUALIFIED Personnel.

The contractor shall provide qualified personnel such as a Field Systems Engineer and Systems Programmer to perform all requirements specified in this task order. All Contractor personnel are further designated as Key by the Government.

1.3.3 Conflict of Interest.

The Contractor shall not employ any person who is an employee of the United States Government if that employment would, or would appear to cause a conflict of interest.

1.4 KEY PERSONNEL.

Before replacing any individual designated as Key by the Government, the Contractor shall notify the Contracting Officer no less than 15 business days in advance, submit written justification for replacement, and provide the name and qualifications of any proposed substitute(s). All proposed substitutes shall possess qualifications equal to or superior to those of the Key person being replaced. The Contractor shall not replace Key Contractor personnel without acknowledgment from the Contracting Officer. The Government may designate additional Contractor personnel as Key at the time of award.

1.5 SECURITY

1.5.1 Security Clearance

Contractor employee access to sensitive but unclassified (for-official-use-only) information is required under this contract. Although contractor personnel are required to enter classified restricted spaces at Communications Detachment Kodiak, AK, the spaces will be sanitized and an escort will be provided for the duration of the visit. Further industrial security details are contained in the attached industrial security addendum.

1.5.2 Security Review

The Government may elect to conduct periodic reviews to ensure that the security requirements contained in this contract are being implemented and enforced. The Contractor shall afford DHS including the organization of the DHS Office of the Chief Information Officer, the Office of the Inspector General, authorized COR, and other government oversight organizations, access to the Contractor’s facilities, installations, operations, documentation, databases, and personnel used in the performance of this contract. The Contractor will contact the DHS Chief Information Security Officer to coordinate and participate in the review and inspection activity of government oversight organizations external to the DHS. Access shall be provided to the extent necessary for the government to carry out a program of inspection, investigation, and audit to safeguard against threats and hazards to the integrity, availability, and confidentiality of DHS data or the function of computer systems operated on behalf of DHS, and to preserve evidence of computer crime.

1.5.3 Security Certification / Accreditation

USCG shall provide personnel with the appropriate clearance levels to support the security certification / accreditation processes under this Agreement in accordance with DHS MD 4300A, DHS Sensitive Systems Policy and Handbook. During all SDLC phases of USCG systems, USCG personnel will develop documentation and provide any required information for all levels of classification in support of the certification / accreditation process. In addition, all security certification / accreditation will be performed using the DHS certification/accreditation process, methodology and tools.

1.5.4 Encryption

All hardware and software interfaces shall meet FIPS 140-2 and FIPS 197 Advanced Encryption Standard (AES) 256 encryption compliance.

1.5.5 Publications

HSAR 3004.470-2 (a) DHS’s policies and procedures on contractor personnel security requirements are set forth in various management directives (MDs). MD 4300.1, entitled Information Technology Systems Security, and the DHS Sensitive Systems Handbook, prescribe the policies and procedures on security for Information Technology resources. MD 11042.1, Safeguarding Sensitive But Unclassified (For Official Use only) Information describes how contractors must handle sensitive but unclassified information. Compliance with these policies and procedures, any replacement publications, or any other current or future DHS policies and procedures, covering contractors specifically, is required in all contracts that require access to facilities, IT resources or sensitive information.

(b) The contractor must not use or redistribute any DHS information processed, stored, or transmitted by the contractor except as specified in the contract.

1.6 PERIOD OF PERFORMANCE

a.) GOTHAM SOFTWARE SUBSCRIPTION The Period of Performance for this Purchase Order will be from date of Award 2016 – March 2017, with two Option years for annual software license.

b.) GOTHAM DATAFILL FOR C130 ALE The Period of Performance for this Purchase Order is not applicable.

c.) RCC MAINTENANCE SOFTWARE The Period of Performance for this Purchase Order shall be a non-expiring license.

1.7 PLACE OF PERFORMANCE

a.) GOTHAM SOFTWARE UPGRADES AND SUBSCRIPTION The primary place of performance will be the U. S. Coast Guard Communications Station Kodiak, AK.

b.) GOTHAM DATAFILL FOR C130 ALE The primary place of performance will be the U.S. Coast Guard Base Kodiak, AK.

1.8 HOURS OF OPERATION.

Contractor shall provide technical assistance during the designated hours of 0800-1700 local time, Monday-Friday.

1.9 GENERAL REPORT REQUIREMENTS.

The Project Manager shall provide a daily progress report to the Contracting Officer and COR via electronic mail. This report shall include a summary of all findings and Contractor work performed. The Contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with Coast Guard Standard Workstation (Windows XP and Microsoft Office Applications).

3.0 GOVERNMENT FURNISHED RESOURCES.

The Government will provide funding to perform the Contractor services required in this task order, unless specifically stated otherwise in this work statement.

4.0 CONTRACTOR FURNISHED RESOURCES.

The Contractor shall provide a Systems Engineer, Program Manager, software, and any additional resources to perform and complete the GOTHAM services.

5.0 REQUIREMENTS.

During service period the Contractor shall provide a daily progress report along with a final systems summary report. Contractor shall also conduct a kick off meeting upon arrival to the worksite and prior to beginning any tasking.

5.1 SUPPORT SERVICES. The Contractor’s Project manager shall manage all aspects of the work as called out in this SOW.
