Justification for Other Than Full and Open Competition Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by FAR Subpart 6.3, HSAR 3006.3, HSAM 3006.3, CGAP 1206.3, and in accordance with (IAW) requirements of FAR 6.303-1, the justification for the use of the statutory authority under FAR Subpart 6.302-1 is justified by the following facts and rationale required under FAR 6.303-2 as follows:
1) Agency and Contracting Activity:
The US Coast Guard, Command, Control and Communications Engineering Center (C3CEN), proposes to enter into a OEM support contract on a basis other than full and open competition.
2) Nature and/or description of the action being approved:
The USCG intends to sole-source its requirement to procure a support and maintenance contract to upgrade existing C3CEN BCG simulators with additional EAIS/BFT/STEDS, radar interface, test scenario, and AN/SPS-78 capability; upgrade existing BCG simulators to interface with the all CG Radar solutions; provide NRE in support of existing CG-ECDIS and Seawatch Radar integration; and travel to C3CEN or Charlottesville in support of on-site delivery and training.
3) Description of Supplies:
The proposed acquisition consists of the following:
Task A: Non-Recurring Engineering (NRE) for maintenance and support of US Coast Guard owned maritime simulators (NTE 200 hrs): Modify and maintain Coast Guard owned EAIS (STEDS & BFT) simulation capabilities contained within existing BCG simulators. Add support for ITU-R-1371-5, USCG EAIS IDD v1.0, and other enhancements as specified by COR. Resolve all COMRIC, RDSComms, AN/SPS-50, AN/SPS-78, and SSR-PCRP integration/simulation issues.
Task B: Non-Recurring Engineering (NRE) for maintenance and support of US Coast Guard owned NavNet-IMO radar integration software (NTE 100 hrs): Modify and maintain Coast Guard owned NavNet-IMO software. Develop built-in-test capabilities and diagnostics to help test and troubleshoot integration issues.
Task C: Non-Recurring Engineering (NRE) for EAIS Upgrades (NTE 200hrs NRE): Modify and correct issues with existing Coast Guard EAIS (STEDS & BFT) simulation capabilities contained within existing BCG simulators.
Task D: Non-Recurring Engineering (NRE) for maintenance and support of US Coast Guard owned SeaWatch Interface (NTE 100 hrs): Modify and maintain Coast Guard owned BCG software created for the SeaWatch team. This includes assisting with integration the new AN/SPS-78 radar system with the SeaWatch system and modifying the BCG simulator to simulate the Furuno antenna output to the SPS-78 PCRP. The simulator shall be able to receive radar data, monitor the radar’s status and to control the radar transmitter.
Task E: PCS-100INS Radar Simulator (1ea): Upgrade to include the Coast Guard AIS Blue Force Tracking (BFT)/ Sensitive but Unclassified Tactical Information Exchange and Display System (STEDS) simulation package. These units will be configured in a rack mount PC containing sixteen (16) internal serial ports (octal cable x2 is acceptable) and at a minimum must be fully compatible with RP version 8.160. Additionally, this unit will include a rack mount 17 inch monitor, mouse, keyboard drawer.
Task F: PCS-200VMS Radar Simulator (1ea): Upgrade to include the Coast Guard AIS Blue Force Tracking (BFT)/ Sensitive but Unclassified Tactical Information Exchange and Display System (STEDS) simulation package. This unit will be configured in a rack mount PC containing sixteen (16) internal serial ports (octal cable x2 is acceptable) and at a minimum must be fully compatible with newest version RP. Additionally, this unit will include a rack mount 17 inch monitor, mouse, keyboard drawer.
Task G: Integrate support for USCG AN/SPS-78 Radar systems in C3CEN simulators (NTE 1000 hrs NRE): Develop AN/SPS-78 interface capability for existing Radar/EAIS simulators currently owned by C3CEN.
Task H: Implement the new IEC 61162-450 protocol for LAN distributed radar data in C3CEN simulators (NTE 100 hrs NRE): Add the IEC 61162-450 LAN distributed radar interface capability to all existing Radar simulators currently at C3CEN.
Task I: BCG On-Site Support: On-Site support will include four (4) trips to C3CEN. Schedule and tasks to be accomplished for each trip will be jointly determined by the USCG and BCG based upon the agreed upon need. This support is offered for work performed at C3CEN Portsmouth, VA or at Sperry Marine at Charlottesville, VA. Each trip is composed of two days on-site plus travel time.
Task J: PCS-199-COP AIS/EAIS Target Simulator Unit (1ea): This unit is capable of generating 40,000 AIS and EAIS targets simultaneously for testing the COP environment.
4) Identification of the Statutory Authority Permitting Other Than Full and Open Competition:
The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1(b)(1)(ii) entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
5) Demonstration That the Nature of the Acquisition Requires Use of the Authority Cited:
The simulator upgrades and the simulator updates are all being made to existing simulator licenses. The cost of having a third party develop and implement these upgrades would be prohibitive, necessitating the need to have the original equipment manufacturer perform the work.
AIS BFT/STEDS simulator upgrades being purchased were designed and built by BCG specifically for C2CEN in support of the Coast Guard’s initiative to develop a scaleable Electronic Chart System (ECS), Electronic Chart Display and Information System (ECDIS) solution and Radar systems. The ECS/ECINS development effort, known as Vega, is fundamentally driven by the Coast Guard’s need for a proprietary ECS and ECDIS AIS BFT/STEDS solution. Following is a summary of CGHQ requirements which make this procurement necessary:
a. The Coast Guard AIS VDL Annex 1 Blue Force Tracking (BFT) system will be developed by CG C2CEN and deployed as a built in capability of the L3 Protec-M (version 2) AIS transponder installed on all Coast Guard cutters and boats. AIS BFT/STEDS annex 1 employs standard AIS message 6 and 8 to transport encrypted STEDS data.
b. The Coast Guard AIS VDL Annex 2 Blue Force Tracking (BFT) system will be developed by CG C3CEN and deployed as a built in capability of the L3 Protec-M (version 2) AIS transponder installed on all Coast Guard cutters and boats. AIS BFT/STEDS annex 2 employs standard AIS message 25 and 26 to transport encrypted STEDS data.
BCG PCS-100 & PCS-200 Simulators with the AIS BFT/STEDS VDL annex 1 & 2 EAIS features installed represent the only means currently available to conduct engineering and acceptance testing on the Vega EAIS application and the L3 EAIS transponder firmware.
6) Description of Efforts Made to Ensure Offers are Solicited From as Many Potential Sources as Practicable:
Market research was conducted 14-16 Jul 2015 to determine if any other commercial off-the-shelf systems and engineering services could be used to perform the required upgrade and engineering support. Due to the product specific nature of the required simulator upgrades and the Coast Guard specific AIS BFT/STEDS VDL Annex 1 & 2 implementation, no other source was identified or could be deemed suitable for use in support of the CG owned simulators and AIS BFT/STEDS software development and testing effort.
7) Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable:
Fairness of price is based on past purchases of similar simulator upgrades and analysis of professional engineering services listed in the GSA 871 PES Schedule.
8) Description of Market Research:
Market research was conducted 14-16 Jul 2015 to determine if other commercial off-the-shelf systems and engineering services could be used to perform the required upgrade and engineering support. Due to the product specific nature of the required simulator upgrades and the Coast Guard specific AIS BFT/STEDS VDL Annex 1 & 2 implementation, no other source was identified or could be deemed suitable for use in support of the Vega software development and testing effort.
9) Any Other Facts Supporting the Use of Other Than Full and Open Competition:
There are no other facts to provide.
10) A Listing of the Sources, if Any, That Expressed, in Writing, An Interest in the Acquisition:
No other interest has been expressed.
11) A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required:
As long as no other vendors produce BCG PCS-100 and PCS-200 product specific simulator upgrades and the AIS Annex 1 & 2 BFT and STEDS simulation software that meets the specific Coast Guard AIS VDL Annex 1 & 2 BFT and STEDS requirements, Buffalo Computer Graphics will be allowed to provide the required upgrades and services. The USCG will watch market developments closely to ensure that any simulator systems developed by other vendors are considered for use in the ECS, ECDIS, and Radar software development and testing projects.
12) This justification is accurate and complete to the best of my knowledge and belief. The anticipated cost to the Government is determined to be fair and reasonable.
