STATEMENT OF WORK
FOR
CRNAV DYNAMIC STABILITY
JOINT INDUSTRY GOVERNMENT PROJECT STUDIES

1. INTRODUCTION
1.1 The purpose of this Procurement Request is to provide payment for U.S. Coast Guard participation in the Cooperative Research Navies (CRNAV) Dynamic Stability Joint Industry Government Project for a duration of 1 year. The CRNAV Dynamic Stability Project consists of 7 participants including foreign navies, (Australian, British, Canadian, Dutch, French) MARIN, and the USCG. Participants decide which topics are to be investigated and carry out the work based on an annual budget of 315,000 Euros. This budget is derived from the fee payment provided by each participant.
1.2 The objective of the CRNAV Dynamic Stability Joint Industry Government Project is to conduct joint work aimed at nonlinear large amplitude motion predictions leading to development of dynamic stability criteria for naval ships and coast guard cutters. The products of this working group will be used to develop stability criteria and operator guidance in heavy weather for both intact and damaged ships.
2. REFERENCE MATERIAL
2.1 The Tasks of this project require information specific ship hydrodynamic codes to include FREDYN, SHIPMO, PANSHIP, SHIPSURV2, PARAMARINE, and related utilities that are already held by CRNAV participants. No information is required for the Coast Guard.
3. SCOPE OF WORK – The work is to be accomplished through the following tasks.
3.1 Task 1 – CRNAV DYNAMIC STABILITY JOINT INDUSTRY GOVERNMENT PROJECT PARTICIPATION. The objective of this task is to provide the payment for US Coast Guard participation in this Joint Industry Government Project.. Work to be performed under this task includes:
· Develop PANSHIP preprocessor for FREDYN to replace SHIPMO generated hydrodynamic data bases.
· Develop FREDYN Module to import PANSHIP Data
· Test FREDYN with PANSHIP option
· Finish restructuring of FREDYN Version 16 dynamic stability simulation code with PANSHIP option. Deliver validated FREDYN. Provide updated theory manual and user’s manual.
· Complete development and delivery of FREPOLAR assessment tool such that capsize polar plots can be generated by performing successive FREDYN runs with the results compiled as a function of, wave heading, ship speed, wave height and modal period.
· Perform maneuvering and seakeeping benchmark analysis on FREDYN using existing data from CRNAV data base including the 154-foot FRC, 210-foot WMEC and 378-foot Coast Guard cutters.
· Investigate stability criteria for naval vessels applicable to U. S. Coast Guard Cutters. Develop tolerable risk statistics for smaller vessels.
· Investigate alternative Dynamic Damage analysis methodologies for damaged ships with the objective of quickly assessing flooded damage for operator guidance.
A summary report will be delivered at the end of the project documenting progress, along with the design tools mentioned above.
4. DELIVERABLES AND SCHEDULE
4.1 DELIVERABLES – The Contractor shall include in the letter report deliverables to SFLC-ESD-NAME-NAVARCH all photographs, illustrations, charts, graphs, tables, calculations, text, analyses, algorithms, conclusions and recommendations developed as a part of this project. After receiving NAME-NAVARCH’s comments, the Contractor shall produce the updated deliverable within four weeks. Each deliverable, both draft and final, shall be transmitted to the SFLC-ESD-NAME-NAVARCH with a documenting cover letter and a copy of the cover letter shall be provided directly to the Contracting Officer.
4.2 Modifications to contractor submittals required by the government reviewers, if judged by the contractor to be outside the scope of this Statement of Work shall be discussed at a meeting of the government technical and contracting personnel with contractor representatives.
4.3 SCHEDULE – The following schedule of events shall be followed by both the U.S. Coast Guard and the Contractor in carrying out the provisions of this Statement of Work. When either party becomes aware of their inability to conform to this schedule, they shall so advise the other party, in writing, propose an alternate schedule, and provide justification.

5. QUALITY ASSURANCE
5.1 The government reserves the right to witness the validation procedures and validation processes of any part of the project development at whatever site such action is taking place.
5.2 The government will review the contents and format of the deliverables in their entirety prior to issuing approval.
6. SECURITY CLEARANCE
6.1 This work is not classified. No security clearance is required.
7. USE OF GOVERNMENT FURNISHED MATERIAL
7.1 Government furnished material shall be used for the delivery order only and shall not be used or disseminated for any other purpose.

8.2 RIGHTS IN DATA – All data regardless of form or medium are considered to be solely the property of the USCG and shall not be released without the written consent of the USCG.
8.3 PROPRIETARY MATERIAL – This work involves the use of proprietary analysis tools. Reports, presentations and deliverables generated as a part of this project are not to reveal technical details of the FREDYN, SHIPMO, PANSHIP, SHIPSURV2, PARAMARINE programs, their algorithms or theory that are considered proprietary to the Co-operative Research NAVIES (CRNAV) Joint Industry Government Project. Algorithms or analyses developed in support of this project are not to be considered proprietary to CRS. The U.S. Coast Guard may freely distribute the project deliverables and developed methodology without restriction.
