FOR 175 ft WLM and 225 ft A Class WLB VESSELS
1. Scope: The U.S. Coast Guard requires overhaul services for the Upper
Assembly of the Coast Guard Rising Sheave Chain Stopper, used on 175 ft WLM, and 225 ft A Class WLB Class cutters.

2.2 In the event of a conflict between the text of this specification and the references cited herein, this specification shall take precedence.
3 Requirements:
3.1 The contractor shall provide all labor and materials to perform overhaul services on the Rising Sheave Upper Assembly. The assembly shall be overhauled in accordance with Coast Guard drawing FL-2605- 29 and this specification. Each Upper Assembly shall include the base
Page 3 of 7 OVERHAUL DESCRIPTION plate, main side plates, slide assembly, and related components including sheave, as required by the bill of materials. Note: the cylinders, extension rods and other below deck equipment are not part of this assembly. Missing or damaged components shall be fabricated or provided as required.
3.2 Drawing Exception: The Slide Cap and Axel Retainer Assembly, Detail 12-A, shall be increased in height to 12 ¼”.
3.3 Dimensional Tolerances:

3.4 Machined Surfaces: Unless otherwise noted by the drawing, machined surfaces shall have a surface texture of 63 RMS in accordance with specification SAE J448.
3.5 Materials: All materials shall be in accordance with the drawing Bill of Material. Contractor shall provide material certifications to the Coast Guard Quality Assurance Representative during the inspection phase of the contract.
3.6 Welding: Welding shall be in accordance with the drawing
requirements.
3.6.1 Weld Quality: All welds shall be thoroughly fused with base metal. Welds shall be free of craters, undercutting, overlaps, porosity, or cracks. All welding shall conform to AWS D1.1/D1.1M.
3.6.2 Welder Qualification: Welders shall have a valid qualification record certified by one or more of the following organizations.
This qualification shall be for the same particular service application, filler material type, position of welding and welding process.

3.6.3 Contractor shall make welder certification available to the Contract Administrator prior to contract award. A copy of the welder certifications shall also be available for the coast Guard Quality Assurance Representative.
3.7 Sand Blasting: Removal of corrosion on the Slide Assembly &
Sheave shall be accomplished by abrasive blast to near white metal in accordance with SSPC SP-10 where practicable. Equal means of corrosion removal is acceptable where grit blast poses a risk of damage to internal components and cannot be properly protected from blasting operation. Remove any existing label plates and replace with new label plates at the conclusion of painting.
3.8 Painting: The assembly shall be coated in accordance with
COMDTNOTE 10360.3 COLOR AND COATINGS MANUAL, except as noted. Coating thicknesses shall meet Appendix A, Table A-5 requirements for Machinery, Deck.
3.8.1 Exposed surfaces shall be coated with a base coat of modified inorganic zinc, two coats of high build epoxy, and a top coat of marine grade Silicone Alkyd Enamel. The enamel shall meet MIL-PRF-24635E, Type II, Class 1. The color shall be black (17038) per SAE AMS-STD 595.
3.8.2 The running surface of the sheave, the chain lift bar (wear surface), and vertical areas of the slide assembly in contact with the wear plates shall be coated with at least two coats of modified inorganic zinc (green or gray-green) primer.
3.8.3 Existing coatings which are touched up shall be restored to the equivalent of 3.8.1 and 3.8.2.
4 Quality Assurance (QA):
4.1 General: The Contractor is responsible for the conformance and overall quality of each item offered to the coast Guard for acceptance or approval.
4.2 Responsibility for Inspection: The contractor shall be responsible for the performance of all inspection requirements specified herein.
The Contractor shall provide space, personnel and test equipment for the conduct of all inspection requirements. All inspection and testing shall be performed at the Contractors facility prior to the Coast Guards acceptance of the contracted items. The Coast Guard reserves the right to verify or have performed any of the inspections
Page 5 of 7 OVERHAUL DESCRIPTION set forth herein where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements. The contractor shall notify the Contracting Officer of the scheduled commencement of any inspections required by this specification.
4.3 Responsibility for Compliance: All items shall meet the provisions of sections 3 & 5. The inspections set forth in this specification shall become part of the contractors overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the Contractor of the responsibility of assuring that all products or supplies submitted to the government for acceptance comply with all requirements of the contract.
Sampling for quality conformance does not authorize submission of known defective material (either indicated or actual) nor does it commit the government to acceptance of defective material.
4.4 Inspection System: The Contractor shall maintain an inspection system, which shall ensure that each item offered to the Coast Guard for acceptance or approval conforms to the contract requirements. The inspection system shall be in accordance with Federal Acquisition Regulations (FAR) clause 52.246-2. The system shall be documented and available for review by the Coast Guard inspector.
4.5 Inspections & Tests: The inspections and tests required herein are the minimum necessary and are not intended to replace any controls, examinations or tests normally employed by the Contractor to assure the quality of the product. The following are required:
a. Validation that the assembly is in fully assembled and ready to install condition that the bearings have been greased, and the sheave wheel runs smoothly.
b. Verification of all dimensional tolerances, lengths, diameters etc. and thickness checks, including the wear plate clearance tolerances.
c. Provide certificates of material conformance to verify that materials used conform to the material requirements of the drawing and this specification.
d. Welding requirements and welder certificates conform to part 3.6.
e. Verify paint requirements with part 3.7.
f. Inspection of preservation, packaging and marking (PP&M) as required by section 5 of this specification.

4.6 Calibration System: The Contractor shall be required to maintain a test equipment calibration program in compliance with ANSI/NCSL Z540.3. The program shall be documented and traceable to the National Institute of Standards (NIST). The calibration system records shall be maintained for inspection for the duration of any contract referencing this specification.
4.7 Test & Inspection Reports: A copy of any standard Contractor test or inspection report shall be turned over to the Coast Guard Quality Assurance Representative upon his arrival at the Contractors facility.
5 Preservation, Packaging and Marking (PP&M): Each Chain Stopper assembly shall be individually packed in its own shipping container constructed of lumber or plywood.
5.1 Preservation: Contact surfaces shall be lubricated and exposed metal shall be coated with a rust inhibiter.
5.2 Shipping Container: The shipping container shall be a pallet based reusable shipping container, suitable for stacking. The Rising Sheave Assembly shall be mounted to the pallet with thru bolts and/or have suitable blocking to maintain stable containment. The container lid shall be fastened to the container, or the container itself fastened to the pallet with screws, to permit removal for equipment inspection and container reassembly with damage. The container shall be suitable for protection of the Assembly during multiple shipments by commercial carriers and for multiyear storage.
5.3 Preservation Marking: Each shipping container shall be marked with a printed label with the following information:

5.4 Bar Coding: The stock number shall also be bar coded in addition to the numerical marking.
a. All bar coding labels shall be in accordance with SFLC Bar
Coding specification number D-000-0100.
