OVERHAUL DESCRIPTION

FOR OFFICIAL USE ONLY

OVERHAUL REQUIREMENTS:

OVERHAUL DESCRIPTION

1. Scope: This description initiates the inspection and overhaul of the item described below for SFLC stock replenishment.

Stock No: 3810-01-468-5783 Name: Drive Assembly, Swing Part/Model No: 52293 Original Equipment Manufacturer (OEM): Allied System Inc.

1.1 The swing drive assembly received shall consist of the attached components per reference 2a, Swing Drive Assembly. The contractor shall report any discrepancies or missing parts to the Coast Guard Contracting Officer.

1.2 The requirements described herein are the minimum necessary and are not intended to replace any procedures, controls, examinations, or tests normally employed by the contractor to assure the quality of the product.

2. Reference Documents

3. Requirements:

3.1 General: The intent is to overhaul the swing drive assembly to a condition capable of performing to the standards of a new swing drive assembly. Disassembly and inspection shall be conducted to determine the total cost of the overhaul. An estimate shall be provided and include a breakdown of all repair, material, labor, test, preservation, packing and marking costs. The estimate shall also show the overhaul cost and the replacement cost of each component for comparison. The estimate shall be submitted to the Coast Guard Contracting Officer for review. No additional work shall proceed until authorized by the Contracting Officer.

3.1.1 Any component of the swing drive assembly that can not be identified, repaired or is discontinued by the manufacturer shall be addressed in the inspection report. The government reserves the right to provide replacement parts where available within the federal stock system. When the government is unable to provide replacement parts, the contractor may make recommendations for replacement parts and address any modifications that will be required.

3.1.2 The Coast Guard Contracting Officer will provide direction how to proceed with the overhaul and/or disposition instructions for each component that is determined not repairable.

3.2 Overhaul: Reference 2a describes the component functional description.

Each component of the swing drive assembly shall be removed and replaced per reference 2a. Where components are not renewed, overhaul shall consist of visual inspection of the parts of the components for excessive wear or damage resulting in needed replacement. At a minimum all soft parts (i.e. seals, gaskets, o-rings, backup rings) shall be renewed. OEM repair part kits may be utilized where they also contain the soft parts as well as any hardware that the kit may contain. Where any component repair procedure may be lacking from the technical publication, contact the OEM for guidance. During overhaul, only original equipment manufactured replacement parts shall be used.

3.3 Component cleaning and testing:

3.3.1 Cleaning: The swing drive assembly individual components shall be flushed and cleaned to the extent possible, to maintain the cleanliness level.

3.3.2 Testing: After completion of overhaul, contractor shall perform standard production tests to assure maximum design performance. Contractor shall provide certification of successful tests. One certification shall be placed in the box with each unit a copy for each unit shall be forwarded to the Coast Guard Contracting Officer.

3.3.3 Pressure Test: Individual components and piping shall be tested to the extent possible assembled to the swing drive assembly per the applicable sections of reference 2a. Components which can not be tested on the swing drive assembly shall be tested to ensure proper operation. After completion of test, all fluids shall be drained and disposed of properly.

3.4 Reports: The pressure test settings shall be documented. A copy of the test report shall be packed with the unit and a copy shall be turned over to the Coast Guard Quality Assurance Representative (QAR). Reports shall contain the following information as a minimum:

a) Contractor name.

b) Contract number.

c) Date of test.

d) Description of the test and test results.

e) Name of the person(s) conducting the test.

3.5 Paint:

3.5.1 Upon complete assembly and testing of the swing drive assembly and with all sub-components attached, prepare surfaces in accordance with the following:

3.5 Paint:

3.5.1 Upon complete assembly and testing of the swing drive assembly and with all sub-components attached, prepare surfaces in accordance with the following:

a) Abrasive-blast all steel surfaces to "Near White", in accordance with the Society of Protective Coatings (SSPC) Specification SSPC-SP 10, with angular abrasive to achieve a 1.5 to 2.5 mil anchor profile.

b) Prime all surfaces (the same day they are cleanded, or before flash-rusting occurs), with one coat of "Zinc-Rich Primer-Polysiloxane System", at

3.0 to 4.0 mils DFT.

c) Apply a thin coat of "Polysiloxane" top coating, at 1.0 to 2.0 mils DFT.

d) Apply a full coat of "Polysiloxane" top coating, at 5.0 to 6.0 mils DFT.

3.5.1.1. Authorized Polysiloxane System suppliers are as provided in COMDTINST M10360.3C, Change 1, with Interim change ALCOAST 427/09 (COMDT COGARD R241408Z JUL 09), as follows:

a) PPG Polysiloxane system: Dimetcote 302H/PSX-700

b) Sherwin Williams polysiloxane system: Fast Clad Zinc HS / XLE-80

3.5.1.2. Authorized colors shall be in accordance with the "Federal Standard (FED-STD) 595C, Jan 2008, Colors Used in Government Procurement", as applicable and as follows: SPAR (10371)

3.5.2 Surfaces not intended for paint shall be masked, plugged or capped, i.e. label plate, gage glass, port openings, sliding surfaces and valve stems. All masking shall be removed after the paint has dried. Plugs and caps shall remain in place and secure within the ports or openings.

4. Quality Assurance

4.1 Notifications & Inspections: The contractor shall be responsible for notifying the Contracting Officer at least seven (7) calendar days prior to the contractor being ready for any Quality Assurance (Q.A.) inspections or testing as required herein.

4.2 Inspection General: The Contractor shall maintain an inspection system which shall ensure that each item offered to the Coast Guard for acceptance or approval conforms to the contract requirements. The inspection system shall be in accordance with Federal Acquisition Regulation (FAR) Clause 52.246-2. The system shall be documented and available for review by the Coast Guard Quality Assurance Representative.

4.3 Responsibility for Inspection: The Contractor shall be responsible for the performance of all inspection requirements specified herein. The Contractor shall provide space, personnel and test equipment to conduct all inspection requirements. All inspection and testing shall be performed at the Contractor's plant or at other facilities acceptable to the Coast Guard.

The Coast Guard reserves the right to verify or have performed any of the inspections set forth herein where such inspections are deemed necessary to assure that supplies and services conform to the prescribed requirements.

The manufacturer's quality system shall comply with the requirements of ANSI/ASQC 9001 Quality Management Systems - Requirements.

4.4 Records: The contractor shall maintain records of all conducted inspections and tests. The records shall indicate the nature and number of performed observations, the number and type of deficiencies found and the corrective action taken. The records shall be available for review at the Quality Assurance representative's request.

4.5 Contractors Calibration System: The test facility shall be required to maintain a test equipment calibration program in compliance with ANSI/NCSL Z540-3. The program shall be documented and traceable to the National Institute of Standards and Technology (NIST), and submitted to the Quality Assurance Inspector upon request.

4.6 The following inspections/reports shall be witnessed in the presence of a Quality Assurance Representative:

a) Pressure test per section 3.3.2.

b) Reports section 3.4.

c) Paint and container marking.

4.7 Test & Inspection Reports: A copy of any standard contractor test or inspection report shall be turned over to the Coast Guard Q.A. Inspector upon his arrival at the contractor's plant.

4.8 Warranty: Contractor's standard new swing drive assembly warranty applies.

5. Preservation Packaging and Marking:

5.1 Preservation: Any overhauled swing drive assembly is intended for warehouse storage and not for immediate installation. Therefore, it is critical that the contractor ensures that the overhauled swing drive assembly undergo the below preservation requirements:

a) Swing drive assembly shall be drained of and dried of all test fluid.

b) Intake and discharge ports shall have plastic cap inserts or wood covers installed with a desiccant pouch stapled to the inside of each cap or cover.

5.2 Packaging: Each overhauled and preserved swing drive assembly shall be individually packaged in its own framed in, "SKID" mounted wooden crate. The crate shall be assembled with stainless steel Phillips head screws. The swing drive assembly shall be secured inside of the crate and shall be constructed in such a manner as to prevent the swing drive assembly from shifting within. Crate shall be capable of protecting the swing drive assembly from damage during multiple shipments by commercial carriers.

5.3 Marking: Shipping container shall be stenciled with black enamel paint with the information as laid out below. Stencil shall be applied directly on the container and be 1/2 inch minimum height black characters on a white painted background. NOTE: ALL PREVIOUS MARKINGS AND / OR QUALITY ASSURANCE

DECALS SHALL BE COMPLETELY REMOVED FROM A REUSABLE SHIPPING CONTAINER PRIOR

TO THE APPLICATION OF ANY NEW MARKINGS. The following information shall be included in the markings:

5.4 BAR CODING: The stock number shall also be bar coded in addition to the numerical marking.

a. All bar coded labels shall be in accordance with SFLC Bar Coding specification number D-000-100.

1. The actual labels shall be Type "V", Grade "C", Style 2", Composition "a".

2. The Bar Code Label can be applied separately or as part of the marking required in 5.3.

Acceptance: Acceptance will be made at destination by a government representative. Acceptance will be contingent upon representative's verification of no damage in transit, correctness and completeness of order and contractors conformance to preservation, packing and marking requirements.

Contractor must guarantee item against defects that lead to failure for days after installation for a period of up to two (2) years after delivery to Coast Guard.

GOVERNMENT ACCEPTANCE:

Acceptance will be made at destination by a Government representative.

Acceptance will be contingent upon the representative's verification of no damage in transit, correctness and completeness of order and contractor's conformance to preservation/packaging, packing and marking requirements.

PACKAGING AND MARKING FOR SHIPMENT:
