Sources Sought SOW: 140’ WTGB DC Main Propulsion Generator Assembly Overhaul The United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC) has a requirement to factory overhaul TECO-Westinghouse Motor Company (TWMC) DC Main Propulsion Generator Assemblies used on Coast Guard “Bay” Class 140-foot icebreaking tugs (140’ WTGB).
Identification – The assemblies to be furnished for overhaul are:
· One (1) Stator Assembly (Magnet Frame), TWMC part number 1578F48G01, NSN 6115-01-359-9187
· Two (2) Armature Assembly, TWMC part number 1704D98G01, NSN 6115-01-359-2698 General – The Contractor shall supply technical expertise, facilities, services, labor, materials, and any other resources required to return propulsion generator assemblies (Government-furnished) to like new condition. These six pole, 1000kW, 900 VDC machines were originally manufactured between 1977 and 1985 and may have been modified by third party electrical machinery service shops during their lifetime. For this requirement, the assemblies shall be returned to original design and configuration during the overhaul to ensure compatibility and interchangeability with existing shipboard machinery.
Contract Line Item Number (CLIN) Applicability – Due to the nature of the work to be performed, not all CLINs will be applicable to each assembly. The work performed on each assembly will follow a standard set of CLINs as shown in the Table below:

* Priced on a per pole basis; may be invoked multiple times † At least one interpole is believed to be shorted ‡ Priced on a per armature rotor basis; may be invoked multiple times The overhaul requirements described in the specification are considered the minimum necessary and are not intended to replace any procedures, controls, examinations, or tests normally employed by the Contractor to assure the quality of the product. The overhaul of the hydraulic cylinders is intended to return the generator assemblies’ performance and appearance to a like new condition.
Storage – The Contractor shall provide a secured inside storage location for all Government-Furnished Equipment with complete protection from the weather elements.
Overhaul – The Contractor shall provide all labor and materials to perform the overhaul services as described in the specification for each generator assembly.
Preliminary disassembly and inspection of each generator assembly shall be conducted in accordance with TWMC procedures, specifications, references and standard practices to determine the condition of all components of the assembly.
Overhaul and testing shall be accomplished in accordance with Section 3 of the Statement of Work and documents referenced therein.
Preservation, Packaging, Packing and Marking shall be accomplished in accordance with section 5 of the Statement of Work and documents referenced therein.
