USCG CUTTER STRUCTURAL LOADS PREDICTION

1. INTRODUCTION

1.1 The USCG SFLC Engineering Services Division is involved in a number of efforts supporting hull structural loading and hull structural life maintenance strategies for its fleet of Cutters. The USCG performs structural analysis using hydrodynamic predictions to calculate the dynamic impact slamming loads on the structure and the vibratory hull structure response. The dynamic impact loads and vibratory response have been shown to be a major contribution to past failures of cutters and are an essential part of a structural assessment. MARIN of Wageningen Netherlands has developed the PANSHIP analysis tools for predicting hydrodynamic impact loading to be applied to Finite Element Models. MARIN also conducted structural model tests of a USCG Cutter for the Fatigue Life Assessment Program (FLAP) that will be used to validate the analytical predictions from the hydrodynamic analysis tool; however, the analysis tool has not been updated to reflect model test results. The predicted wave loads will ultimately be used with Finite Element Analysis evaluation and application for Cutter operational guidance definition, hull structural integrity and life maintenance strategies.

1.2 The objectives of this effort are to compare the MARIN developed PANSHIP analysis tools to model test results and update the predictions for hydrodynamic loading.

2. REFERENCE MATERIAL

2.1 The Tasks of this project do not require additional information about existing USCG Cutter in support of this SOW.

3. SCOPE OF WORK – The work is to be accomplished through the following tasks.

3.1 Task 1 – Analysis tool comparisons and updates. The contractor shall compare and update the PANSHIP program based on the model tests results on the US Coast Guard Cutter tested as part of the FLAP. The updates shall consider improvement in the slamming load prediction and their application to FEA models if required. This effort shall be conducted as part of the SLAP Joint Industry Project (JIP).

3.2 Task 2 – Analysis tool reporting and delivery. The contractor shall deliver a PANSHP model with inputs and outputs for the comparisons with USCG Cutter model test results along with the limited license of PANSHIP and FEA interface utilities. The contractor shall provide a report documenting the results of comparisons of load predictions and application procedures.

4. DELIVERABLES AND SCHEDULE

4.1 DELIVERABLES – The contractor shall include in the letter report deliverables to SFLC-ESD-NASEC all photographs, illustrations, charts, graphs, tables, calculations, text, analyses, algorithms, conclusions and recommendations developed as a part of this project.

4.3 Modifications to contractor submittals required by the government reviewers, if judged by the contractor to be outside the scope of this Statement of Work, shall be discussed at a meeting of the government technical and contracting personnel with contractor representatives.

4.4 SCHEDULE – The following schedule of events shall be followed by the contractor in carrying out the provisions of this Statement of Work. When either party becomes aware of their inability to conform to this schedule, they shall so advise the other party, in writing, propose an alternate schedule, and provide justification.

5. QUALITY ASSURANCE

5.1 The government reserves the right to witness the validation procedures and validation processes of any part of the project development at whatever site such action is taking place.

5.2 The government will review the contents and format of the deliverables in their entirety prior to issuing approval.

6. SECURITY CLEARANCE

6.1 This work is not classified. No security clearance is required.

7. USE OF GOVERNMENT FURNISHED MATERIAL

7.1 Government furnished material shall be used for the delivery order only and shall not be used or disseminated for any other purpose.

8.1 DELIVERY DESTINATION – All items to be delivered under this work statement shall be delivered to the ELC-023 technical point of contact, Mr. Karl Stambaugh, with a documenting cover letter at the following address:

8.2 RIGHTS IN DATA – All data regardless of form or medium are considered to be solely the property of the USCG and shall not be released without the written consent of the USCG.
