1.0 SCOPE
1.1. This purchase specification covers the construction, testing, and packaging of propulsion shaft sleeves used on Coast Guard vessels of various classes.

2.0 APPLICABLE DOCUMENTS
2.1. General – The documents listed in this section are specified in sections 3, 4, or 5 of this specification. This section does not include documents cited in other sections of this specification recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements cited in sections 3, 4, or 5 of this specification, whether or not they are listed.
2.2. Government Documents
2.2.1. SPECIFICATIONS, STANDARDS, PUBLICATIONS and HANDBOOKS – The following specifications and standards form a part of this specification to the extent specified herein. Unless otherwise specified, the versions in effect are those listed in the GSA Index of Federal Specifications, Standards and Commercial Item Descriptions or the current Department of Defense Single Stock Point of Specifications and Standards, (DODSSP) and supplements thereto, cited in the solicitation or contract.
2.3. Coast Guard Documents – The following documents form a part of this specification to the extent specified herein. The documents listed shall be by title and effective date unless otherwise documented.

2.5. Specification Order of Precedence – In the event of a conflict between the text of this specification and the references cited herein, this specification shall take precedence.
2.6. Document Availability – To obtain the referenced documents see section 6.1.
3.0 REQUIREMENTS
3.1. Material, Construction & Testing – All sleeves produced under this specification shall be cast in accordance with specification ASTM-B-369 using UNS alloy C96400, centrifugal casting rotating mold only.
3.1.1. Only tests specified herein shall apply.
3.2. Sizes, Finish & Tolerances – The sleeves manufactured using this specification shall be finished as directed in the referenced sleeve data sheets and as directed herein.

3.2.1. Tolerances for the outside diameter (O.D), inside diameter (I.D.), & length (LG) shall be as listed here.
a. All O.D.’s, +0.050” – 0.000”
b. All I.D.’s, +0.000” - 0.020”
c. All Lengths, +0.250” - 0.000”
3.2.2. Finish & Run-out – All sleeves provided shall have a run-out of 0.002” variation per foot, but not to exceed a maximum of 0.010” for any sleeve.
a. All finishes shall be in accordance with SAE-J-448, and as listed herein unless otherwise specified on the sleeve data sheet.
1. O.D. – 1000 RMS or smoother
2. I.D. – 600 RMS or smoother
3.2.3. Concentricity – The O.D and I.D. of each sleeve shall be concentric with the axis of rotation to within 0.010” over the sleeve length.
3.3. Material Certification – The contractor shall provide a chemical analysis of the material used, to the Contracting Officer, for each delivery order.
3.3.1. If more than one heat is used, a chemical analysis of the content of each heat shall be provided.
3.3.2 Each chemical analysis shall be labeled with the applicable delivery order number and the ladle capacity.
3.3.3 The tests listed here are NOT required for any sleeve produced using this specification.
a. Mechanical tests.
b. Weldability tests.
3.4. Performance Characteristics – The shaft sleeves shall not exhibit any indications of porosity, and leakage during the hydro tests.
3.4.1. No repairs of sleeves shall be allowed, nor shall non-conforming sleeves be offered to the Coast Guard for acceptance.
3.5. Tests & Inspections – The contractor shall perform a hydrostatic test on each shaft sleeve produced under this specification in accordance with ASTM-E-1003.
3.5.1. This test shall maintain a minimum of 50 lbs of water pressure for a minimum of ten minutes. During this time sleeves shall show no signs of leakage or porosity.
3.5.2 Each sleeve shall be dimensionally inspected in accordance with Section 3.2 of this specification.

3.6. Notifications & Inspections – The contractor shall be responsible for notifying the
Contracting Officer at least seven (7) working days prior to said contractor being ready for any inspections or testing.
4.0 QUALITY ASSURANCE
4.1. General – The contractor shall maintain an inspection system which shall insure that each item offered to the Coast Guard for acceptance or approval conforms to the contract requirements. The inspection system shall be documented and meet the requirements of ANSI/ASQC-Q9003 and available for review by the Coast Guard.
4.2. Records – The contractor shall maintain records of all inspections and tests. The records at a minimum shall indicate the nature and number of observations made, the number and type of deficiencies found, and the corrective action taken.
4.3. Calibration System – The contractor, as well as any subcontractors, shall be required to maintain a test equipment calibration program in compliance with ANSI/NCSL Z540-1. The program shall be documented and traceable to the National Institute of Standards (NIST).
4.4. Responsibility for Inspection – The contractor shall be responsible for the performance of all inspection requirements specified herein. The contractor shall provide space, personnel, and test equipment for the conduct of all inspection requirements. All inspection and testing shall be performed at the contractor’s plant or at other facilities acceptable to the Coast Guard. The Coast Guard reserves the rights to verify or have performed any of the inspections that are deemed necessary to assure that supplies and services conform to the prescribed requirements.
4.5. Responsibility for Compliance – All items shall meet the requirements of this specification. The inspections set forth in this specification shall become part of the contractor’s overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of assuring that all products or supplies submitted to the government for acceptance comply with all requirements of the contract. Sampling for quality conformance does not authorize submission of known defective material (either indicated or actual) nor does it commit the government to acceptance of defective material.
4.6. Tests & Inspections – The inspections/tests required here and in the appropriate subsection in section 3 are the minimum required and are not intended to supplant any controls, examination, inspections or tests normally employed by the contractor to assure the quality of the item in question.

4.6.3. Material Certification Section 3.3.
4.7. Failure Responsibility – If the specified item fails to pass any inspection/test the contractor shall report the failure and the recommended fix to the Contracting Officer.
If approved, the corrective action on the materials or processes shall be taken in accordance with this section.
4.7.1. General Statements
a. The Contracting Officer reserves the right to totally reject any failed item without considering any suggested corrective action.
b. The inspection/test shall be discontinued until all corrective action has been taken.
c. After all corrective actions have been taken the inspection/test shall be continued or repeated at the option of the Contracting Officer.
d. Acceptance shall be withheld until re-inspection has been shown that the corrective action was successful and the item satisfactorily passes all inspections and tests.
e. All corrective actions shall be documented as part of the contractor’s inspection system and submitted for approval to the Contracting Officer.
f. Each corrective action report shall include, but not be limited to the cause of each defect, corrective action suggested, and the steps taken to prevent a recurrence of each defect.
4.7.2. Test & Inspection Reports
a. One copy of any required inspection, test or tolerance check shall be sent to the
Contracting Officer.
b. A copy of any test, inspection or tolerance report shall be turned over to the Quality
Assurance Representative upon arrival at the contractors’ plant.
4.8. Packing Inspection – The Contracting Officer shall be notified prior to the packaging and marking of the completed units in accordance with Section 3.6 of this specification.
5.0 PRESERVATION, PACKAGING, & MARKING
5.1. Preservation – Each tested and approved sleeve or sleeve set shall be preserved as required in ASTM-D-3951.
5.2. Packaging - Each tested and approved sleeve or sleeve set shall be packaged in a totally enclosed wooden box (This unit Package shall equal a Shipping Container) padded as needed to prevent damage during shipping in accordance with ASTM-D- 3951.

5.3. Marking – Each preserved and packaged item shall be marked in the upper left-hand side of the two longest sides (two opposite sides if square) of each box. If the lettering is stenciled on the lettering shall be at least ¾” high, in black print lettering on a highly contrasting painted background. See the applicable data sheet(s) for the details.
5.3.1. This marking shall consist of the STOCK NUMBER, ITEM NAME, PART NUMBER, CONTRACT NUMBER, GROSS WEIGHT (in lbs.), condition code CONDITION “A”, unit of issue with quantity (i.e. 1-EA) DELIVERY ORDER NUMBER, and the words COAST GUARD SFLC MATERIAL.
5.4. Bar Coding – The Contractor shall supply bar code labels on all CLIN’s except for those that require data submissions only.
a. All bar coded labels shall be in accordance with SFLC specification D-000- 0100.
b. The actual labels shall be Type “V“. Grade “A“, Style “2“, Composition “b” with plastic laminate.
c. Each label shall contain encoded data for the Stock Number.
d. The marking required in Section 5.3 can be applied separately or as part of the
Bar Code Label.

A. TECHNICAL HISTORY OF THE ACQUISITION –
The 29 shaft sleeves involved in this procurement action are made of a copper nickel alloy UNS No.
C96400. The sleeves are purchased oversized and rough finished for final finishing during installation on the various propulsion shafts.
B. PROCUREMENT HISTORY OF THE ACQUISITION –
The 29 shaft sleeves involved in this procurement action have been purchased via a requirements contract for the past ten years. They have been used as GFM on several shaft repair & manufacturing contracts covering the same period.
