About this file
Sole Source Justification
Text of this file
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. The ELC intends to purchase the following item on Procurement Request number: 2108408B830100242.
NSN: 4730-01-173-1413
Name: STRAINER, SEDIMENT
P/N: 72-48F
1.1 The item is required for support of the 110' WLB Class Vessel's Main Propulsion sea water cooling system.
2. I have determined that negotiations should be conducted only with Kraissl Co., 299 Williams Ave., Hackensack, N.J., 07606 or an authorized distributor thereof. Kraissl is the Original Equipment Manufacturer (OEM), under statutory authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1.
3. The strainer is a proprietary commercial item of the proposed contractor. The Coast Guard does not have reproduction manufacturing drawings, specifications and other technical data necessary for full and open procurement of this item. To my knowledge, Kraissl Co. is the only contractor that can guarantee interchangeability and compatibility of the strainer with the intended system.
4. The strainer is used to filter raw sea water used for cooling of the main propulsion diesel engines. Without the strainer would cause the main engine cooling system to clog with debris and thus cause severe main engine overheating. Overheating of running machinery will not only cause failure to the machinery but can also be cause for onboard fire.
5. This strainer is intended for warehouse storage until which time demands require immediate availability. Since installation of the strainer is accomplished by the ships force, it is important that existing foundations and piping be compatible with the strainer supplied to them. Other than recommended manufacturer products do not guarantee the "ready fit" installation as any necessary modifications could not be accomplished at the units level and would require replacement be done at a repair depot. This would create an unacceptable situation as a vessel cannot wait for unscheduled repair availability in emergency situations.
