HSCG38-15-Q-500021 – REQUIREMENTS

400Hz PORTABLE AIRCRAFT GROUND POWER FREQUENCY CONVERTER

1.0 Statement of Need.

This requirement is for the acquisition of two (2) Portable Frequency Converters to be used by the United States Coast Guard Air Station, Kodiak, AK 99619. These portable units will be a new plug and play requirement for the existing equipment; requirement no modifications or upgrades to the available aircraft hangar 208V/3-Phase/60HZ input voltages or hangar structure. The existing equipment is Unitron Inc. frequency converter, model GFC-37M. The equipment requirements shall be equal to or greater than the equipment being replaced, and meet the requirements below.

2.0 Requirements.

The following chart lists the essential physical characteristics of the Frequency Converters, along with additional required accessories. Contractors shall complete column 2 of the chart listed below describing their offered products.

ESSENTIAL PHYSICAL CHARACTERISTICS
Answer “Yes” or “No”. If offered product meets or exceeds the requirement, provide description below.

A low-profile, NTE 48 inches height, portable 4-wheeled/lockable unit designed for indoor/outdoor use in an Aircraft hangar and ramp environment, enclosed in a NEMA 3R enclosure or better.

Converters shall be a complete package unit for immediate “plug and Play” factory prewired and ready for use, without field installation except for the input cable plug.

Converters shall be MIL-STD-704F, MIL-STD-1472, SAE ARP-5015, DFS-400, ISO 1540, ISO 6858 complaint and UL 1012 listed.

Input cable: 50 ft pigtailed and plug ready.

Output cable: 30 ft with aircraft plug.

Input and output cable racks.

Automatic Line Drop Compensation

Aircraft safety interlock: the interlock circuit will energize the 400Hz output contactor only after the aircraft service cable is plugged into the aircraft. The interlock circuit shall determine the presence or absence of the 28VDC feedback signal from the aircraft and shall not allow the output disconnect to close if the 28VDC signal is not present. If the output disconnect is closed when the 28VDC is lost, the disconnect shall open within 2 seconds. The interlock circuit shall not draw more than 20 milliamps from aircraft’s 28VDC circuit. For testing purposes, a two (2) position switch may be provided.

(a) Normal for aircraft loads.

(b) Bypass for testing with dummy load or no load, or for use with aircraft without 28VDC.

Forced convection cooling.

Noise output of less than 65 dBA at 5 feet

Manuals. Manuals shall be included for Operation, Maintenance and Illustrated Parts Lists.

Quality: Converter shall be manufactured in a plant whose quality management system is ISO 9001:2008 or equivalent
