NOTICE FOR FILING AGENCY PROTESTS
United States Coast Guard Ombudsman Program
It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accountability Office (GAO).
Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external form. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman.
Informal forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the USCG Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable).
Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth at FAR 33.103. If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e). Formal protests filed under the OPAP program should be submitted to:

This statement of work defines contractor support as providing administrative support in various positions throughout Aviation Logistics Center. This contract will be scalable in nature to include other tasks and services (such as attending meetings, providing additional documentation, etc.) that are not included in this paragraph that the government may direct on an “as required” basis, however all government directed tasks shall be specific to the operation of assigned aircraft or industrial product line.
1.3 Government Furnished Equipment (GFE)
The Government shall provide adequate furniture, office supplies (computers, phones) and office space necessary to support contract requirements. Any Government furnished equipment must be returned at the completion of the contract.
The contractor will be responsible for providing all other items necessary to complete the requirements of this contract. This will include safety shoes for personnel and if personnel wear eyeglasses they must be approved safety glasses.
1.4 Personnel

Additionally, at least 1-year experience in Coast Guard (CG) procedures to include proficiency in using the Aviation Logistics Management Information System (ALMIS) and Aviation Maintenance Management Information System (AMMIS) is highly desired. These specific minimum experience levels may be waived at the discretion of the government if comparable experience can be proven.
1.4.3 Conflict of Interest
The contractor shall not employ any person who is an employee of the US Government if that employment would, or would appear to, cause a conflict of interest. The contractor shall not employ on a full or part time basis an employee of the Coast Guard, uniformed or civilian, without the written consent of the Contracting Officer’s Technical Representative (COTR).
1.4.4 Location of Work
All work will be accomplished at various locations throughout the Aviation Logistics Center complex. The government will provide appropriate office space, supplies, as stated in paragraph 1.3 for work accomplished on the Elizabeth City Complex.
1.4.5 Work Hours
Contractor staff employed full time shall work the same schedule as normal business hours for the Aviation Logistics Division. Overtime work will generally not be authorized; however, on those occasions when the government determines it is necessary it will be authorized in writing by the COTR prior to actual performance. Any such authorization must be received by the Contractor in writing and must indicate that a copy has been provided to the Contracting Officer.
Contractor employees shall observe all Federal Holidays; however, any provision for this cost shall be included in the hourly rates and shall not be separately billable. Contractor employees shall take appropriate leave, at no additional cost to the government, in the event of mandatory plant shutdowns at Aviation Logistics Center’s facilities.
The contractor shall establish a holiday schedule for personnel performing under this contract that exactly coincides with the Government's schedule. Holidays peculiar to or dynamically declared by the Government shall be considered as holidays for Contractor personnel and are not billable. Contractor personnel will not perform work on Government holidays. Government holidays include: New Year's Day, Martin Luther King Day, Presidents Day, Memorial Day, Fourth of July, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, Christmas Day, and any other day mandated by this Command, and/or any other day designated by Federal Statute, and/or any other day designated by Executive Order, and/or any other day designated by the President's Proclamation.
