DEPARTMENT OF HOMELAND SECURITY (DHS)
STATEMENT OF WORK (SOW)
1.0 GENERAL
1.1 BACKGROUND
The USCG seek an organization/conference that has tailored trainings for federal employees and offers the opportunity to promote diversity outreach, USCG career opportunities, and awareness of federal careers to an audience of Hispanic students and professionals in the surrounding areas. The conference is intended to assist the USCG in establishing the coordinated government wide initiative to promote diversity and inclusion in the federal workforce in accordance with the White House Initiatives on Educational Executive Order 13555, 13171, 13583 and the diversity mission laid out in the Commandant’s Diversity Outreach Strategy of the US Coast Guard. This outreach is required to address Management Directive 715 (MD 715), which showed that Hispanics are under-represented in the USCG.
The MD 715 monitored by the Equal Employment Opportunity Commission provides a report as the vehicle agencies use in establishing and maintaining effective programs of equal employment opportunity under Sec. 717 of Title VII of the Civil Rights Act of 1964.
The U.S. Coast Guard (USCG) requires diversity outreach support services to promote diversity outreach, USCG career opportunities, and promote awareness to students and professionals.In addition, USCG requires national federal training workshops to provide opportunities for USCG staff to train. The conference will assist the USCG in establishing the coordinated government wide initiative to promote diversity and inclusion in the federal workforce in accordance with the White House Initiatives on Educational Executive Order 13555, 13171, 13583 and the diversity mission laid out in the Commandant’s Diversity Outreach Strategy of the US Coast Guard.
In accordance with the Commandant’s Diversity Strategic Plan, specifically, goal three: Diversity Outreach is charged with expanding outreach to achieve access opportunities with underrepresented populations. The Coast Guard’s Diversity Outreach Program establishes and sustains partnerships on a national level with minority organizations, schools, and communities that support the Commandant’s diversity initiatives with efforts that promote USCG awareness, support civilians and military recruitment.
1.2 SCOPE
Participating in a 3 to 5 day conference will promote diversity outreach, USCG career opportunities, and promote awareness. This outreach is required to address MD 715 report, which showed that Hispanics are under-represented in the USCG. In addition, the conference will provide USCG members opportunities to train and be certified in their program areas.

To promote diversity outreach, USCG career opportunities, and promote awareness of the USCG as an employer of choice.

7.0 CONTRACTOR FURNISHED PROPERTY

8.0 GOVERNMENT ACCEPTANCE PERIOD
The COR will review deliverables prior to acceptance and provide the contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the COR will send an e-mail to the Contractor notifying it that the deliverable has been accepted.
8.1 The COR will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the COR of the specific reasons for rejection. The Contractor shall have an opportunity to correct the rejected deliverable and return it per delivery instructions.
8.2 The COR will have 3 business days to review deliverables and make comments. The Contractor shall have 1 business days to make corrections and redeliver.
8.3 All other review times and schedules for deliverables shall be agreed upon by the parties based on the final approved Project Plan. The Contractor shall be responsible for timely delivery to Government personnel in the agreed upon review chain, at each stage of the review. The Contractor shall work with personnel reviewing the deliverables to assure that the established schedule is maintained.
