STATEMENT OF WORK FOR

.40 S&W CALIBER DUTY AMMUNITION (180 GRAIN)

Department of Homeland Security (DHS) U.S. Immigration and Customs Enforcement (ICE)

1.0 SCOPE

The scope of this contract is to provide up to a total of 180,000,000 rounds of .40 S&W caliber duty ammunition (180 grain) for one base year plus four option years, delivered to numerous Department of Homeland Security (DHS) component locations nationwide, U.S. Department of Defense, U.S. Federal Law Enforcement or National Security Agency including those in the continental U.S., Alaska, Hawaii, Guam, the Northern Marianna Islands, Puerto Rico, and the U.S. Virgin Islands. This Statement of Work delineates ammunition performance criteria and testing to be used for the evaluation of duty ammunition.

2.0 APPLICABLE DOCUMENTS

2.1 General. This Statement of Work lists all performance requirements for the acquisition of duty ammunition.

2.4 Order of Precedence. In the event of a conflict between the text of this Statement of Work and the references cited herein, this Statement of Work shall take precedence.

3.0 REQUIREMENTS AND TESTING STANDARDS

3.1 General. DHS and its components have a requirement for .40 S&W caliber (180 grain) duty ammunition. Only one ammunition sample from each manufacturer shall be submitted for solicitation testing and considered for contract award. The Offeror shall be the manufacturer of the ammunition.

3.2 Testing. The specifications that are subject to testing under this contract are set forth in Table I, Requirements Verification Test Matrix on page 3. The Immigration and Customs Enforcement (ICE), Office of Training and Tactical Programs (OTTP) will conduct all testing; however, OTTP reserves the right to use an outside laboratory to conduct performance verification if it deems necessary. The Government reserves the right to increase/decrease the amount of testing it performs under the FAT/LAT regime. Testing may be halted for any sample (and the associated sample rejected) if ammunition from that sample fails any Basic Compliance or Major requirement set forth in Table I, Requirements Verification Test Matrix. Testing will be halted for any sample (and the associated sample rejected) if ammunition from that sample exhibits hazardous and/or unsafe attributes (as determined by OTTP). All equipment and devices used by the OTTP for measuring and testing are calibrated to National Institute of Standards and Technology (NIST) standards by an ISO 17025 accredited laboratory.

The awardee of the subject contract agrees to allow DHS to release testing data of its ammunition samples to Federal agencies, Military, and law enforcement. Release of this data will be on a case by case basis and will only be forwarded after receipt of a request on official agency or department letterhead.

Request will state that the “Information is requested for official use only and will not be disseminated outside the requesting agency (i.e. Federal agencies, etc.) or department.

3.2.1 Solicitation Testing. The solicitation testing will verify that the initial samples supplied by each competing Offeror meets the minimum requirements of this Statement of Work. Offeror’s samples will be rated on their ability to meet or surpass all performance parameters detailed in Table I. Those performance characteristics listed under Basic Compliance criteria are to be documented by the Offeror and/or evaluated by Non-Destructive Inspection (NDI) conducted by the OTTP. Major performance characteristics are requirements that will be ascertained by functional testing of the ammunition. Minor performance characteristics are desired features that will be evaluated during functional tests. All samples submitted pursuant to solicitation testing will become property of DHS/OTTP upon receipt and will not be returned.

3.2.2 First Article Test (FAT). In addition to meeting all Basic Compliance and Major requirements set forth in Table I, Requirements Verification Test Matrix, samples must exhibit performance that is comparable to what was demonstrated during solicitation testing for all requirements during FAT.

All samples submitted pursuant to FAT will become property of DHS upon receipt and will not be returned. The Government will be responsible for conducting a FAT of the first production lot (following award of the first delivery order). The Contractor will be responsible (under Government supervision) for conducting the FAT for the following conditions and will be responsible for all expenses to include testing, shipping costs, administrative/processing costs, and any other expenses associated with FAT and/or ammunition quality issues.:

a. Design change of ammunition or ammunition components

b. Design change of manufacturing production process and/or equipment

c. Relocation of manufacturing production facility

d. Major ammunition quality defects, recalls, and/or any other substandard performance issues

e. Changes to supplier of critical components (projectile, case, powder, or primer)

f. A production lapse of six months or more

3.2.3 Lot Acceptance Test (LAT). The specifications annotated for LAT in Table I will be verified for each submitted lot sample. In addition to meeting all Basic Compliance, Major and Minor performance requirements, samples must exhibit performance that is comparable to what was exhibited during solicitation testing for all requirements during LAT.

3.2.4 Retest FAT or LAT. Any retest of FAT or LAT requested by the Contractor will be at the

Contractor’s expense. The Contractor shall not change components or design of the ammunition without written notification to the Contracting Officer (CO) and Contracting Officer Representative (COR). DHS reserves the right to send representatives to observe the Contractor’s retest if testing is performed at the manufacturing location.

3.3 Quality Management System (QMS). The Offeror shall have a QMS in place that enables the organization to identify, measure, control and improve key manufacturing processes.

3.3.1 Quality Control (QC)/Quality Assurance (QA). The Offeror shall provide a current QC/QA process synopsis with their solicitation sample including examples of its quality plans for the manufacturing of DHS ammunition. Submission of a complete copy of the manufacturing

Quality Manual or a copy of the manufacturing facility ISO certification would fulfill this requirement.

3.3.2 In-Process Inspections. The Offeror shall select in-process production samples so as to be representative of the entire lot production period, not from a single hour or day.

3.3.3 Lot Identification. Lot numbers shall be systematically assigned to ammunition produced for traceability of, at a minimum, primers, propellant, bullet, shell casing, loading machine, and date of manufacture.

Note: Lot numbers are used by DHS for quality control, distribution, invoicing, and accountability.

3.4 Sample Size.

3.4.1 Solicitation Sample Test. The sample size, per part number, for the solicitation submittal shall be 8000 rounds.

3.4.2 First Article Test (FAT). The sample size for FAT shall be 8000 rounds. The minimum production lot size from which the first article test sample is selected shall be 50,000 rounds.

3.4.3 Lot Acceptance Test (LAT). The sample size for LAT shall be 3000 rounds.

Please contact ICE OAQ for the shipping address for all test samples. Packaging shall be clearly marked with solicitation number for solicitation sample or contract number for FAT and LAT samples.

3.5 Documentation.

3.5.1 Technical proposals shall contain the following (supplied with solicitation only):

a. Company profile for the Offeror

b. Description of manufacturing facilities and capabilities

c. Manufacturing Quality Manual or a copy of the ISO certification as specified in Section 3.3.1

d. Description of proposed ammunition (product data sheet)

e. Description of production lot numbering system and details of what events constitute a lot number change

f. Material Safety Data Sheet (MSDS) for all sample ammunition components

g. Shipping case drawing and statement as specified in Section 3.6 (if required)

h. Headstamp drawing and statement as specified in Section 3.7.2 (if required)

3.5.2 The Offeror shall provide the following documentation detailing lot sample (solicitation, FAT and

LAT):

a. Contract number (FAT and LAT only)

b. Sample lot number and lot size

c. Average pressure, before and after SAAMI correction, and pressure standard deviation (SD)

d. Average weight of powder charge (in grains) and powder charge weight SD

e. Average velocity, before and after SAAMI correction, and velocity SD

f. Accuracy results as specified in Section 3.11

g. Terminal ballistic performance results (penetration, expansion, and retained mass) for all barriers (Solicitation and FAT only)

h. Certificate of Conformance (C of C) signed by manufacturer detailing method of how the sample was selected as specified in Section 3.3.2

i. Certificate of Conformance (C of C) signed by manufacturer regarding primer sensitivity as specified in Section 3.7.6

Note: All Certificates of Conformance (C of C) shall be signed by a designated company official authorized to bind the company.

Note: Documentation for the average velocity and pressure data shall be provided for each work shift throughout the sample production period.

3.6 Packaging. Each individual shipping case shall contain 1000 cartridges. Each individual cartridge box shall contain a minimum of 50 cartridges and be designed to prevent damage to the cartridge during transit and storage. There shall be no loose rounds in the ammunition case or individual cartridge boxes.

The 1000 round shipping case requirement will be waived for the solicitation test sample if the Offeror provides a drawing with the solicitation documentation detailing the design of the shipping case that fulfills the above requirement and a statement that the First Article Test sample will be packaged in accordance with the design submitted.

The exterior of product shipping cases and individual cartridge boxes shall be clearly marked with:

a. Manufacturer’s name

b. Caliber

c. Style and weight (in grains) of projectile

d. Part number

e. Number of rounds per case (on shipping case exterior)

f. Number of rounds per box (on individual cartridge box exterior)

g. Lot number

h. A statement indicating that the product must be stored in a cool, dry environment

3.7 Cartridge. The cartridge shall conform to the American National Standards Institute, Sporting Arms and

Ammunition Manufacturers Institute (ANSI/SAAMI) physical dimensions as defined in ANSI/SAAMI Z299.3-1993 for .40 S&W caliber ammunition. All cartridges shall have no major physical defects and will be inspected for the following:

3.7.1 Projectile. The projectile shall be a design that exhibits controlled expansion. The projectile shall be copper alloy jacketed. The projectile shall be a non-frangible design. The projectile may have a cannelure and be crimped in place by the case mouth. The projectiles designed weight shall be 180 grains. The average projectile weight of ten randomly selected cartridges shall be the nominal bullet weight ±1.5%.

3.7.2 Cartridge Marking. Cartridges shall be headstamped with the manufacturer’s symbol/initials, cartridge caliber, and a two digit year of manufacture. The headstamp requirement will be waived for the solicitation test sample if the Offeror provides a drawing with the solicitation documentation detailing the design of the headstamp that incorporates the above marking requirements and a statement that the First Article Test sample will be headstamped in accordance with the design submitted.

3.7.3 Cartridge Case Material. Cartridge casings shall be constructed of new, unfired brass and may be nickel plated.

3.7.4 Cartridge Sealant. Each cartridge shall have a sealant applied to the juncture of the cartridge case and the projectile, and the cartridge case and primer, to prevent the degradation of performance due to environmental exposure. The primer sealant shall be able to be detected either visually or with the use of an ultraviolet light.

3.7.5 Cartridge Inspection. Each cartridge shall conform to the dimensions specified for .40 S&W caliber ammunition per ANSI/SAAMI. Each cartridge shall have no bent, split, cracked, or deformed cases and/or any other defects that will cause the ammunition to malfunction.

3.7.6 Primers. The primer shall be non-corrosive. Each cartridge shall have no defects to include missing primers, inverted primers or any other primer related defect that will cause the ammunition to malfunction or misfire. The primers shall be subject to primer sensitivity measurements and the ammunition manufacturer shall submit a Certificate of Conformance (C of C) stating that the ammunition sample meets the SAAMI sensitivity recommendation for this cartridge type and caliber.

3.7.7 Corrosion/Surface Damage. Each cartridge shall have no corrosion or water/chemical damage to any exterior surfaces of the cartridge.

3.8 Pressure. The maximum pressure shall conform to pressure limits established for .40 S&W caliber ammunition in accordance with ANSI/SAAMI Z299.3-1993.

3.9 Bullet Push. Refer to Section 4.8 for test setup details. The average force, of ten randomly selected cartridges, required to push a seated bullet 0.050” into the case shall be a minimum of 70 pounds.

3.10 Velocity. Refer to Section 4.9 for test setup details. Velocity shall be at a level that achieves function and terminal ballistics requirements specified in this Statement of Work. Following contract award, the average velocity exhibited during all FAT and LAT testing (after SAAMI velocity correction is applied) shall be within a range that does not exceed ±40 fps of the average velocity exhibited by the awardees’ sample during solicitation testing. It shall have no more than a 30 fps standard deviation when fired through a .40 S&W caliber SAAMI test barrel after the ammunition has been environmentally conditioned at 70ºF for a minimum of 8 hours.

3.11 Precision Grouping (PG). Refer to Section 4.10 for test setup details.

3.11.1 SAAMI Test Barrel. The extreme spread shall be no greater than 1.5 inches and the mean radius no greater than 0.75 inch for the average of five 5-shot groups fired at a distance of 25 yards from a .40 S&W caliber SAAMI test barrel mounted in a universal receiver. Projectiles shall exhibit no keyholing through the target or evidence of yaw.

3.11.2 Pistol. The extreme spread shall be no greater than 3.0 inches and the mean radius no greater than 1.25 inches for the average of five 5-shot groups fired at a distance of 25 yards from a duty .40 S&W handgun mounted in a Ransom rest. Projectiles shall exhibit no keyholing through the target or evidence of yaw.

3.12 Terminal Ballistics.

3.12.1 Bare Gelatin. Refer to Section 4.11 for test setup details.

3.12.1.1 Penetration. The projectile (representing the largest mass fraction of the original bullet mass) shall penetrate a ballistic gelatin block a minimum of 11.0 inches and a maximum of 18.0 inches.

3.12.1.2 Bullet Expansion. The projectile (representing the largest recovered mass fraction of the original bullet mass) shall expand to a minimum size of 170% of the original bullet diameter when fired into a ballistic gelatin block.

3.12.1.3 Retained Bullet Mass. The projectile (representing the largest mass fraction of the original bullet mass) shall retain a minimum of 95% of the original bullet mass.

3.12.2 Heavy Clothing. Refer to Section 4.11 for test setup details.

3.12.2.1 Penetration. The projectile (representing the largest mass fraction of the original bullet mass) shall penetrate a minimum of 11.0 inches and a maximum of 18.0 inches into a ballistic gelatin block after passing through the heavy clothing barriers.

3.12.2.2 Bullet Expansion. The projectile (representing the largest recovered mass fraction of the original bullet mass) shall expand to a minimum size of 150% of the original bullet diameter.

3.12.2.3 Retained Bullet Mass. The projectile (representing the largest mass fraction of the original bullet mass) shall retain a minimum of 95% of the original mass.

3.12.3 Steel. Refer to Section 4.11 for test setup details.

3.12.3.1 Penetration. The projectile (representing the largest mass fraction of the original bullet mass) shall penetrate a minimum of 11.0 inches and a maximum of 18.0 inches into a ballistic gelatin block after passing through the steel barriers.

3.12.3.2 Bullet Expansion. The projectile (representing the largest recovered mass fraction of the original bullet mass) shall expand to a minimum size of 110% of the original bullet diameter.

3.12.3.3 Retained Bullet Mass. The projectile (representing the largest mass fraction of the original bullet mass) shall retain a minimum of 95% of the original mass.

3.12.4 Laminated Glass. Refer to Section 4.11 for test setup details.

3.12.4.1 Penetration. The projectile (representing the largest mass fraction of the original bullet mass) shall penetrate a minimum of 9.0 inches and a maximum of 18.0 inches into a ballistic gelatin block after passing through the laminated glass barrier.

3.12.4.2 Bullet Expansion. The projectile (representing the largest recovered mass fraction of the original bullet mass) shall expand to a minimum size of 130% of the original bullet diameter.

3.12.4.3 Retained Bullet Mass. The projectile (representing the largest mass fraction of the original bullet mass) shall retain a minimum of 60% of the original mass.

3.13 Function. The cartridge shall function in the firearms listed in Section 4.12. Throughout all technical evaluation testing, the cartridge shall exhibit no more than one (1) Type 1 malfunction, no Type 2 malfunctions, and no more than one (1) Type 3 malfunction (see Table II). Evaluation of Type 1 malfunctions will be counted in all firing conducted in Sections 3.14 and 3.15. Type 2 and Type 3 malfunctions will be counted in all shots fired throughout the technical evaluation. Projectiles shall exhibit no keyholing through the target or evidence of yaw.

3.14 Environmental Conditioning. Refer to Section 4.13 for test setup details. The ammunition shall be fully functional after conditioning to the environments listed below. Projectiles shall exhibit no keyholing through the target or evidence of yaw.

3.14.1 High Temperature. Temperature soaking of ammunition for 8 hours at 125oF.

3.14.2 Low Temperature. Temperature soaking of ammunition for 8 hours at –45oF.

3.14.3 Salt Water Immersion. Immersion in a 5% saline solution at a depth of 6 inches for one minute followed by 24 hours in an environmental chamber at 70oF and 70% humidity.

3.15 Visible Muzzle Plume. Refer to Section 4.14 for test setup details. It is desired that the ammunition sample exhibit no visible muzzle plume (muzzle flash) when fired.

3.16 Luminous Ejecta. Refer to Section 4.15 for test setup details. It is desired that the ammunition exhibit no luminous ejecta (burning propellant) during the cartridge case ejection sequence when fired.

4.0 VERIFICATION AND TESTING STANDARDS

4.1 Performance verification. Table I details all performance criteria. Except as otherwise specified, OTTP reserves the right to perform any of the inspections and tests set forth in this Statement of Work where such inspections and tests are necessary to ensure that supplies and services conform to prescribed requirements.

4.2 Quality Management System. The Government will analyze the Offeror’s QMS description for basic compliance. If the Offeror is ISO 9001:2008/2015 certified, the Offeror shall submit written proof of the manufacturing facility ISO certification from an accredited agency. NOTE: ISO 9001:2008/2015 certification is not required, but will suffice for compliance with Section 3.3. Additionally, Government personnel or a third party representative may perform a QC system audit for the successful Offeror after contract award. The audit, if conducted, will be performed at the manufacturing facility.

4.3 Sample Size. Each sample will be visually inspected to ensure the proper sample size was submitted.

4.4 Documentation. All required documentation as listed in Section 3.5 shall accompany the sample and will be examined by OTTP personnel.

4.5 Packaging. Materials and equipment packaging will be examined by OTTP personnel to determine that all requirements of Section 3.6 are met.

4.6 Cartridge. OTTP shall inspect a random sample of cartridges using visible inspection and standard measuring equipment. There shall be no major defects upon inspection of the sample.

4.7 Pressure. Pressure will be verified from the documentation provided by the Offeror as required in Section 3.5.

4.8 Bullet Push. Bullet push test will be conducted on a Mecmesin Multitest 2.5-d Tension-Compression

Machine using a Mecmesin AFG-1000N Advanced Force Gauge or equivalent system to measure the maximum amount of force required to compress the projectile 0.050 inches into the casing for 10 randomly selected cartridges.

4.9 Velocity. The average velocity for three 10-shot groups will be measured using a .40 S&W caliber

SAAMI test barrel mounted in a universal receiver. Ten rounds of .40 S&W Luger caliber SAAMI reference ammunition will be fired to determine the velocity correction, and this velocity correction will be applied to the sample’s average velocity of three 10-shot groups. Reference ammunition used shall be Winchester .40 S&W, SAAMI part number SA40SW. Ammunition will be environmentally conditioned at 70°F ±10°F for a minimum of 8 hours prior to testing. An Oehler Model 83 ballistic computer or equivalent system will be used to record the velocity data. Velocity test equipment will be set up per the SAAMI schematic velocity test layout for instrumental velocity at 15 feet over 20 feet.

4.10 Precision Grouping (PG).

4.10.1 SAAMI Test Barrel. Precision grouping will be evaluated at 25 yards by shooting a total of five 5-shot groups in a .40 S&W caliber SAAMI test barrel mounted in a universal receiver. The extreme spread and mean radius will be calculated by an Oehler Model 83 ballistic computer and optical target or equivalent system.

4.10.2 Pistol (SIG P229 or HK P2000). Precision grouping will be evaluated at 25 yards by shooting a total of five 5-shot groups in a duty .40 S&W handgun (SIG P229 or HK P2000) mounted in a Ransom rest. The pistol will be fully seated into the Ransom rest by firing a minimum of 45 settling shots before test data is obtained. The extreme spread and mean radius will be calculated by an Oehler Model 83 ballistic computer and optical target or equivalent system.

4.11 Terminal Ballistics. All terminal ballistic tests will be fired from a duty .40 S&W handgun (SIG P229 and/or HK P2000). The ballistic medium for all penetration tests will be Type 250A ballistic gelatin mixed to a nominal 10% by weight consistency. Gelatin blocks measure approximately 8” wide x 8” high x 21” long. Penetration depth, retained bullet weight, and expansion ratio will be measured for each shot, and the results averaged for all 5 shots for each barrier condition. Projectiles shall not exit the sides, top, or back of the ballistic gelatin block due to deflection or over penetration.

The gelatin blocks will be prepared per the following steps:

- The blocks will be conditioned at 39 ± 3oF. One gelatin block will be used for each shot.

- The gelatin blocks will be validated by firing a 5.3 grain 0.177 caliber BB at a velocity of 590 ± 15 fps into the corner of the block at 10 feet. The penetration shall measure 2.94 inches to 3.75 inches to the leading edge of the BB.

- The gelatin block will be placed 10 feet from the muzzle of the firearm unless otherwise noted.

- The test firearm will be fired from a Ransom Rest fixture. The firearm will be precisely aligned for projectile impact in the center of the 8x8 gelatin block end face and the center of the barrier being tested.

4.11.1 Bare Gelatin. Terminal ballistic performance shall be ascertained in a ballistic gelatin block with no barriers.

4.11.1.1 Penetration. The penetration will be measured using a steel ruler from the gelatin block plane facing the muzzle to the leading edge of the projectile representing the largest mass fraction of the original projectile.

4.11.1.2 Bullet Expansion. The diameter representing the largest mass fraction of the original projectile will be measured using a caliper. The average of 3 diameter measurements taken at equal angular displacements around the projectile will be used to determine expansion ratio.

4.11.1.3 Retained Bullet Mass. The mass representing the largest fraction of the original projectile will be measured using an electronic scale.

4.11.2 Heavy Clothing. Terminal ballistic performance shall be ascertained in a ballistic gelatin block after passing through the following barriers:

- One layer of cotton T-shirt cloth; 48 threads per inch and 5.25 ounce per square yard.

- One layer of cotton dress shirt cloth; 80 threads per inch and 3.5 ounce per square yard.

- One layer of 10 ounce hollow filled comforter in 8 inch squares; fill of 500 to 550 in a 4.1 ounce cambric shell cover at 232 threads per inch.

- One layer of 14.4 ounce denim; 50 threads per inch.

4.11.2.1 Penetration. Same method as 4.11.1.1

4.11.2.2 Bullet Expansion. Same method as 4.11.1.2

4.11.2.3 Retained Bullet Mass. Same method as 4.11.1.3

4.11.3 Steel. Terminal ballistic performance shall be ascertained in a ballistic gelatin block after passing through two pieces of 20-gauge hot-rolled galvanized steel set 3 inches apart. The steel barriers are placed 10 feet from the muzzle of the firearm to the up range steel barrier. The gelatin block is placed 18.0 inches behind the downrange steel barrier and covered with light clothing: (one layer of cotton T-shirt cloth; 48 threads per inch and 5.25 ounce per square yard in addition to one layer of cotton dress shirt cloth; 80 threads per inch and 3.5 ounce per square yard).

4.11.3.1 Penetration. Same method as 4.11.1.1

4.11.3.2 Bullet Expansion. Same method as 4.11.1.2

4.11.3.3 Retained Bullet Mass. Same method as 4.11.1.3

4.11.4 Laminated Glass. Terminal ballistic performance shall be ascertained in a ballistic gelatin block after passing through one 12" X 12" piece of AS1 ¼ inch laminated automobile safety glass set at an angle of 45° to the horizontal and 15° to the side resulting in a compound angle. The glass barrier is placed 10 feet from the muzzle of the firearm (measured to the center of the glass panel). The gelatin block is placed 18.0 inches behind the center of the glass barrier and is covered with light clothing (one layer of cotton T-shirt cloth; 48 threads per inch and 5.25 ounce per square yard in addition to one layer of cotton dress shirt cloth; 80 threads per inch and 3.5 ounce per square yard).

4.11.4.1 Penetration. Same method as 4.11.1.1

4.11.4.2 Bullet Expansion. Same method as 4.11.1.2

4.11.4.3 Retained Bullet Mass. Same method as 4.11.1.3

4.12 Function. Function testing will be conducted at ambient (70 ±15°F) temperature conditions. All firearms and magazines used for function testing shall undergo a Technical Inspection (TI) and be cleaned and lubricated before testing is conducted. The ability of the ammunition sample to function in firearms will be evaluated by firing 750 rounds in 3 firearms per make/model (250 rounds per individual firearm). Function testing will be conducted in the following make/models: SIG P229, SIG P239, HK P2000, HK P2000SK, HK USP, HK UMP sub-machine gun, Glock 22, Glock 23, and Glock 27. After contract award, lot function testing may be conducted with any new .40 S&W firearm adopted by DHS.

Acceptance criteria are delineated in Section 3.13 and Table II for each type of ammunition malfunction.

Any firearm and magazine used for function testing that experienced a disqualifying malfunction or misfire shall undergo a post evaluation Technical Inspection.

4.13 Environmental Conditioning.

4.13.1 High Temperature. Five loaded 12-round magazines will be placed in an environmental conditioning chamber set at 125°F for 8 hours. Each magazine will be individually removed from the environmental conditioning chamber and fired within 1 minute in an ICE duty .40 S&W handgun. All rounds in each magazine shall be fired within 20 seconds after initiating firing.

Ammunition expended in the function test will be visually examined for cracked or perforated cases.

4.13.2 Low Temperature. Five loaded 12-round magazines will be placed in an environmental conditioning chamber set at –45°F for 8 hours. Each magazine will be individually removed from the environmental conditioning chamber and fired within 1 minute in an ICE duty .40 S&W handgun. All rounds in each magazine shall be fired within 20 seconds after initiating firing.

Ammunition expended in the function test will be visually examined for cracked or perforated cases.

4.13.3 Salt Water Immersion. Sixty (60) rounds of ammunition will be submerged in a 5% by weight salt water solution for 1 minute, removed from the salt water solution, and then placed in an environmental conditioning chamber set at 70°F and 70% relative humidity for 24 hours. The rounds will then be loaded into 12-round magazines and fired in an ICE duty .40 S&W handgun.

This evaluation will be conducted within 20 minutes after environmental conditioning. All rounds in each magazine shall be fired within 20 seconds after initiating firing. Ammunition expended in the function test will be visually examined for cracked or perforated cases.

4.14 Visible Muzzle Plume. A Phantom v7 high-speed camera and/or thermal imaging device will be used to detect any visible muzzle plume emitted from the muzzle while firing. Five rounds will be fired in a darkened range from an ICE duty .40 S&W handgun mounted in a Ransom rest.

4.15 Luminous Ejecta. A Phantom v7 high-speed camera and/or thermal imaging device will be used to detect any luminous ejecta emitted from the breech during cartridge extraction and ejection. Five rounds will be fired from an ICE duty .40 S&W handgun mounted in a Ransom rest.

5.0 REPORTING REQUIREMENTS

The Contractor shall submit a monthly report to provide the Contracting Officer (CO) and Contracting Officer’s Representative (COR) status of all orders placed under the respective contracts by all DHS components to include;
