HSCEMS-16-Q-00016 – Ballistic Plates

Question

Question/Comment/Clarification

Response

1)
We offer a Level III 3.4lbs, positive Buoyant, NIJ tested plate. Would this be acceptable?
If the plate meets the other requirements.
2)
Could you please provide me the specs & dimensions for the following:

CLIN 0001: ICW KDH PLATE NIJ0101.06 CERTIFIED WITH MD101-111A BALLISTIC PAC (DOUBLE CURVE SHOOTERS CUT), MODEL NO: KDHS34 ICS MD-101-111A LEVEL III

ICW KDH PLATE NIJ0101.06 CERTIFIED WITH MD101-111A BALLISTIC PAC (DOUBLE CURVE SHOOTERS CUT), MODEL NO: KDHS34 ICS MD-101-111A LEVEL III No more than .80 inches in thickness Medium: 8” x 10” Large: 10” x 12” No more than 5.7 lbs in weight

3)
Do the plates need to be stand alone & multi-shot capable?
Not stand alone, but multi-hit, must be ICW with MD-101-IIIa armor.
4)
Can we provide a stand alone Level IV plate instead of an ICW Level III?
If the plate meets the other requirements.
5)
Are you going with this because you already have the Level IIIA soft armor from KDH and you have 500 officers increasing their protection level?
Yes, but being able to fit inside the existing outer tactical carriers and preform with the KDH armor is required. Plates no thicker than .8 inches, will not fit carriers.
6)
Do the plates have to be certified with KDH Level IIIA to be considered for this? The ICW (in conjunction with) plates are always a bit tricky. Sometimes they have to be certified with a certain soft ballistic package to have the Level IV capabilities.
The Government is seeking level III protection with special threat testing for multi hits of green tip (M855 ammunition).
7)
Confirm that on this solicitation, the requirement is each plate and not a set.
Correct, requirement is for each plate, not sets.
