STATEMENT OF WORK FOR

.223 REMINGTON CALIBER (STANDARD DUTY) (62 GRAIN) AMMUNITION

Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE)

1.0 SCOPE

The scope of this contract is to provide up to 40 million rounds of .223 Remington caliber (Standard Duty) ammunition in the base year and an estimated 40 million rounds in each of the four option years, delivered to numerous Department of Homeland Security (DHS, or Department) component locations nationwide including those in the continental U.S., Alaska, Hawaii, Guam, the Northern Marianna Islands, Puerto Rico, and the U.S. Virgin Islands. This Statement of Work delineates ammunition performance criteria and testing to be used for the evaluation of duty ammunition.

2.0 APPLICABLE DOCUMENTS

2.1 General. This Statement of Work lists all performance requirements for the acquisition of ammunition for DHS.

2.2 Government Documents. There are no other Government specifications or documents required.

2.3 Non-Government publications. The following documents are incorporated by reference to the extent specified herein:

2.4 Order of Precedence. In the event of a conflict between the text of this Statement of Work and the references cited herein, this solicitation/contract shall take precedence.

3.0 REQUIREMENTS AND TESTING STANDARDS

3.1 General. DHS and its components have a requirement for .223 Remington caliber (Standard Duty) (62 grain) ammunition. Each vendor will be allowed to submit up to two ammunition samples representing two different part numbers. Any difference in the design, construction, or manufacturing location of the ammunition sample’s critical components (projectile, cartridge case, primer, and/or propellant) will necessitate a different and distinct part number to be assigned.

3.2 Testing. The specifications that are subject to testing under this contract are set forth in

Table I, Requirements Verification Test Matrix on page 4. The National Firearms and Tactical Training Unit (NFTTU) will conduct all testing; however, NFTTU reserves the right to use an outside laboratory to conduct performance verification if it deems necessary.

The awardee or awardees of the subject contract agree to allow DHS to release testing data of their ammunition samples to Federal agencies, Military, and law enforcement. Release of this data will be on a case by case basis and will only be forwarded after receipt of a request on official agency or department letterhead. Request will state that the “Information is requested for official use only and will not be disseminated outside the requesting agency (i.e. Federal agencies, etc.) or department.”

3.2.1 Solicitation Testing. The solicitation testing will verify that the initial sample supplied by each competing Contractor meets the requirements of this Statement of Work. Contractor’s samples will then be rated on their ability to surpass all performance parameters in Table I, Requirements Verification Test Matrix, on page

4. Those performance characteristics listed under Basic Compliance criteria are to be documented by the Contractor’s manufacturer, and/or evaluated by Non-Destructive Inspection (NDI) conducted by NFTTU. Major performance characteristics are requirements that will be ascertained by functional testing of the ammunition. Minor performance characteristics are desired features that will be evaluated during functional tests. Testing may be halted for any sample (and the associated sample rejected) if ammunition from that sample fails any Basic Compliance or Major requirement set forth in Table I, Requirements Verification Test Matrix. Testing will be halted for any sample (and the associated sample rejected) if ammunition from that sample exhibits hazardous and/or unsafe attributes (as determined by NFTTU). All samples submitted pursuant to solicitation testing will become property of DHS/ICE/NFTTU upon receipt and will not be returned.

3.2.2 First Article Test (FAT). The specifications annotated for FAT in Table I will be verified for First Article samples received under the contract. All FAT samples must meet the requirements set forth in this solicitation and exhibit performance that is comparable to what was demonstrated during solicitation testing for all requirements during FAT. The Government reserves the right to decrease the amount of testing it performs under the FAT regime. All samples submitted pursuant to FAT will become property of DHS/ICE/NFTTU upon receipt and will not be returned. The Government may invoke its right to demand the Contractor conduct a FAT for the following conditions:

a. First production lot after solicitation;

b. Design change of ammunition or ammunition components;

c. Design change of manufacturer’s production process and/or equipment;

d. Relocation of manufacturer’s production facility;

e. Major ammunition quality defects, recalls, and/or any other substandard performance issues;

f. Manufacturer changes supplier of critical components (projectile, case, powder, and primer); or

g. A production lapse of six months or more.

The Government will be responsible for conducting a FAT under condition “a.”

above. The Contractor shall be responsible (under Government supervision) for conducting the FAT for all other conditions and will be responsible for all associated expenses to include testing, shipping costs, administrative/processing costs, and any other expenses associated with FAT and/or ammunition quality issues.

3.2.3 Lot Acceptance Test (LAT). The specifications annotated for LAT in Table I will be verified for each submitted lot sample. In addition to meeting all Basic Compliance, Major and Minor performance requirements, samples must exhibit performance that is comparable to what was exhibited during solicitation testing for all requirements during LAT. The Government reserves the right to increase the amount of testing it performs under the LAT regime up to the full amount of testing set forth in the “Solicitation” column. The Government also reserves the right to decrease the amount of testing it performs under the LAT regime.

3.2.4 Retest FAT or LAT. Any retest of FAT or LAT requested by the Contractor shall be at the Contractor’s expense. DHS reserves the right to send representatives to observe the retest if testing is performed at the Contractor’s location.

3.3 Quality Management System (QMS). The manufacturer shall have a QMS in place that enables the organization to identify, measure, control and improve key manufacturing processes.

3.3.1 Quality Control (QC)/Quality Assurance (QA). The Contractor shall provide a current QC/QA process synopsis for the manufacturer including examples of their quality plans for the manufacturing of ammunition for DHS with their solicitation sample. Submission of a complete copy of the manufacturer’s Quality Manual or a copy of the manufacturer’s ISO certification would fulfill this requirement.

3.3.2 In-Process Inspections. The Contractor shall require the manufacturer to select in-process production samples so as to be representative of the entire lot production period, not from a single hour or day.

3.4 Sample Size.

3.4.1 Solicitation Sample Test. The sample size for the solicitation submittal shall be 6000 rounds.

3.4.2 First Article Test (FAT). The sample size for FAT shall be 6000 rounds.

3.4.3 Lot Acceptance Test (LAT). The sample size for LAT shall be 3000 rounds.

All ammunition test samples shall be delivered to: NFTTU, 320 East Chestnut Avenue, Altoona, PA 16601. Packaging shall be clearly marked with solicitation number or contract number for FAT and LAT.

3.5 Documentation.

3.5.1 Technical proposal containing the following (supplied with solicitation only):

a. Company profile for the Contractor

b. Company profile for the manufacturer (if different from the Contractor)

c. Description of manufacturing facilities and capabilities of the manufacturer

d. Description of proposed ammunition (product data sheet)

e. Terminal ballistic performance results (penetration, expansion, and retained mass) for all barriers

f. Key to manufacturing date code/lot numbering system

3.5.2 The Contractor shall provide the following documentation detailing the sample lots:

a. Contract and delivery order number(s)

b. Sample lot number and lot size

c. Certificate of Conformance (C of C) signed by manufacturer regarding primer sensitivity as specified in Section 3.8)

d. Average pressure, before and after SAAMI correction, pressure curves, and pressure standard deviation (SD)

e. Average bullet weight and bullet weight SD

f. Average weight of powder charge (in grains) and powder charge weight SD

g. Average velocity, before and after SAAMI correction, and velocity (SD)

h. Accuracy results for test barrel and firearms

i. Statistical Process Control charts and/or production data for critical manufacturing points

j. Certificate of Conformance (C of C) signed by manufacturer detailing method of how the sample was selected as specified in Section 3.3.2

Note: All Certificate of Conformance (C of C) shall be signed by a designated company official authorized to bind the company.

Note: Documentation for the average velocity and pressure data shall be provided for each work shift throughout the sample production period.

3.6 Packaging. Each individual shipping case shall weigh no more than 60 pounds. Individual cartridges shall be contained in ten-round stripper clips. Three ten-round stripper clips shall be contained into a point protector paperboard carton to prevent damage to the cartridge during transit and storage. Two magazine fillers (stripper clip guides) shall be included within each individual shipping case. There shall be no loose rounds in the ammunition case or individual cartridge boxes. Packaging material shall not adhere to the surface of the ammunition upon removal from the package. Packaging and marking costs shall be included as part of the price of the product. The exterior of product shipping cases and individual cartridge carton shall be clearly marked with:

a. Manufacturer’s name

b. Caliber

c. Style and weight (in grains) of projectile

d. Number of rounds per case (on case exterior)

e. Manufacturing date code (on individual cartons)

f. Manufacturing lot number (on case exterior and individual cartons)

g. A statement indicating that the product must be stored in a cool, dry environment

(on case exterior and individual cartons).

3.7 Cartridge. All cartridges shall conform to the American National Standards Institute, Sporting Arms and Ammunition Manufacturers Institute (ANSI/SAAMI) physical dimensions as defined in ANSI/SAAMI Z299.4-1992 for .223 Remington caliber ammunition. All cartridges shall have no major physical defects and will be inspected for the following:

3.7.1 Projectile. The projectile shall be a design that exhibits controlled expansion.

3.7.2 Cartridge Marking. Cartridges shall be head stamped with the manufacturer’s symbol/initials, cartridge designation, and a two digit year (i.e. 12) of manufacture.

3.7.3 Cartridge Case Material. Cartridge casings shall be constructed of new, unfired brass.

3.7.4 Cartridge Sealant. Each cartridge shall have a cartridge sealant applied to the juncture of the cartridge case and the projectile, and the cartridge case and primer, to prevent the degradation of performance due to environmental exposure. The primer sealant shall be able to be detected either visually or with the use of an ultraviolet light.

3.7.5 Cartridge Inspection. Each cartridge shall conform to the dimensions specified for .223 Remington caliber ammunition per ANSI/SAAMI. Each cartridge shall have no bent, split, cracked, or deformed cases and/or any other defects that will cause the ammunition to malfunction.

3.7.6 Primers. The primer shall be non-corrosive. Primers shall be seated per the SAAMI specification for primers and primer pockets. Each cartridge shall have no defects to include missing primers, inverted primers or any other primer related defect that will cause the ammunition to malfunction or misfire.

3.7.7 Corrosion/Surface Damage. Each cartridge shall have no corrosion or water/chemical damage to any exterior surfaces of the cartridge.

3.8 Primer Sensitivity. The Contractor shall require the manufacturer to perform sensitivity measurements and shall obtain and submit from the manufacturer a Certificate of Conformance (C of C) stating that the ammunition sample will not discharge when a 1.94 ounce ball is dropped from a height of 1.0 inch per the SAAMI specification for primer sensitivity.

3.9 Pressure. The maximum pressure shall conform to pressure limits established for .223 Remington caliber ammunition in accordance with ANSI/SAAMI Z299.4-1992.

3.10 Bullet Weight. The bullets designed weight shall be 62 grains. The average bullet weight of ten randomly selected cartridges shall be the nominal bullet weight ± 1.5%.

3.11 Bullet Push. The average force, of ten randomly selected cartridges, required to push a seated bullet 0.050” into the case shall be a minimum of 70 pounds.

3.12 Velocity. Velocity shall be at a level that achieves function and terminal ballistics requirements specified in this Statement of Work. The average velocity exhibited during all FAT and LAT testing after SAAMI velocity correction is applied shall be within a range that does not exceed ± 40 feet per second (fps) of the average velocity exhibited during solicitation testing. It shall have no more than a 30 fps standard deviation when fired through a .223 Remington caliber SAAMI test barrel after the ammunition has been environmentally conditioned at 70ºF for a minimum of 8 hours.

3.13 Precision Grouping (PG).

3.13.1 Test Barrel. The extreme spread shall be no greater than 1.25 inches and the mean radius no greater than 0.375 inch for the average of five 5-shot groups fired at a distance of 50 yards from a .223 Remington caliber accuracy test barrel.

Projectiles shall exhibit no keyholing through the target or evidence of yaw.

3.14 Terminal Ballistics.

3.14.1 Bare Gelatin. Terminal ballistic performance shall be ascertained in a ballistic gelatin block at a range of 20 yards from the muzzle of the firearm. A total of 5 shots will be evaluated.

3.14.1.1 Penetration. The projectile (representing the largest mass fraction of the original bullet mass) shall penetrate a ballistic gelatin block a minimum of 12.0 inches and a maximum of 20.0 inches.

3.14.1.2 Bullet Expansion. The projectile (representing the largest recovered mass fraction of the original bullet mass) shall expand to a minimum size of 190% of the original bullet diameter when fired into a ballistic gelatin block.

3.14.1.3 Retained Bullet Mass. The projectile (representing the largest mass fraction of the original bullet mass) shall retain a minimum of 80% of the original bullet mass.

3.15 Function. The cartridge shall function in the Colt M4 carbine (14.5” barrel), Colt M4

CQBR carbine (11.5” barrel), and/or the ICE M4E rifle (16.5” barrel) and exhibit, by model, no more than one (1) Type 1 malfunction, no Type 2 malfunctions, and no more than one (1) Type 3 malfunction (see Table II). While not required, it is desired that the ammunition exhibit no Type 1 or Type 3 malfunctions. Evaluation of Type 1 malfunctions will be counted in all firing pursuant to Sections 3.15 and 3.16. Type 2 and Type 3 malfunctions will be counted in all shots fired throughout the technical evaluation. Projectiles shall exhibit no keyholing through the target or evidence of yaw.

3.16 Environmental Conditioning. The ammunition shall be fully functional after conditioning to the environments listed below. Projectiles shall exhibit no keyholing through the target or evidence of yaw.

3.16.1 High Temperature. Temperature soaking of ammunition for 8 hours at 125oF.

3.16.2 Low Temperature. Temperature soaking of ammunition for 8 hours at –45oF.

3.16.3 Salt Water Immersion. Immersion in a 5% saline solution at a depth of 6 inches for one minute followed by 24 hours in an environmental chamber at 70oF and 70% humidity.

3.17 Visible Muzzle Plume. It is desired that the ammunition sample exhibit no visible muzzle plume (muzzle flash) when fired.

3.18 Luminous Ejecta. It is desired that the ammunition exhibit no luminous ejecta (burning propellant) during the cartridge case ejection sequence when fired.

4.0 VERIFICATION AND TESTING STANDARDS

4.1 Performance verification. Table I (page 4) details all performance criteria. Except as otherwise specified, NFTTU reserves the right to perform any of the inspections and tests set forth in this Statement of Work, throughout the duration of the contract, where such inspections and tests are necessary to ensure that supplies and services conform to prescribed requirements.

4.2 Quality Management System. The Government will analyze the ammunition manufacturer’s QMS description for basic compliance. If the manufacturer is ISO 9001:2000/2008 certified, the Contractor shall submit written proof of the manufacturer’s ISO certification from an accredited agency. NOTE: ISO 9001:2000/2008 certification is not required, but will suffice for compliance with Section 3.3. Additionally, Government personnel or a third party representative may perform a QC system audit for each successful ammunition manufacturer after contract award. The audit, if conducted, will be performed at the manufacturing facility.

4.3 Sample Size. Each sample will be visually inspected to ensure the proper sample size was submitted.

4.4 Documentation. All required documentation as listed in Section 3.5 shall accompany the sample and will be examined by NFTTU personnel.

4.5 Packaging. Materials and equipment packaging will be examined by NFTTU personnel to determine that all requirements of Section 3.6 are met.

4.6 Cartridge. NFTTU shall inspect the cartridge samples using visual inspection and standard measuring equipment. There shall be no major defects upon inspection of the lot sample.

4.7 Primer Sensitivity. Primer sensitivity will be verified from the Certificate of Conformance

(COC) provided by the ammunition manufacturer as required in Section 3.5.

4.8 Pressure. Pressure will be verified from the documentation provided by the Contractor’s manufacturer as required in Section 3.5.

4.9 Bullet Weight. Bullets will be pulled from 10 randomly selected cartridges from the sample and weighed on an electronic scale.

4.10 Bullet Push. Bullet push test will be conducted on a Mecmesin Multitest 2.5-d Tension-

Compression Machine using a Mecmesin AFG-1000N Advanced Force Gauge or equivalent system to measure the maximum amount of force required to compress the projectile 0.050 inches into the casing for 10 randomly selected cartridges.

4.11 Velocity. The average velocity for three 10-shot groups will be measured using a .223

Remington caliber SAAMI test barrel mounted in a universal receiver. Ten rounds of .223 Remington caliber SAAMI reference ammunition will be fired to determine the velocity correction, and this velocity correction will be applied to the sample’s average velocity of three 10-shot groups. Ammunition will be environmentally conditioned at 70°F ±10°F for a minimum of 8 hours prior to testing. An Oehler System 83 ballistic computer or equivalent system will be used to record the velocity data. Velocity test equipment will be set up per the SAAMI schematic velocity test layout for instrumental velocity at 15 feet over 20 feet.

4.12 Precision Grouping (PG).

4.12.1 Test Barrel. Precision grouping will be evaluated at 50 yards by shooting a total of five 5-shot groups in a .223 Remington caliber 14.5” 1:7” twist accuracy barrel mounted in a universal receiver or equivalent. The extreme spread and mean radius will be calculated by an Oehler System 83 ballistic computer or equivalent system.

4.13 Terminal Ballistics. The ballistic gelatin for all penetration tests will be Type 250A ballistic gelatin mixed to a nominal 10% by weight consistency. Gelatin blocks measure approximately 8” wide x 8” high x 21” long. Penetration depth, retained bullet weight, and expansion ratio will be measured for each shot, and the results averaged for all 5 shots for each barrier condition. The gelatin blocks will be prepared per the following steps:

- The blocks will be conditioned at 39 ± 3oF. One gelatin block will be used for each shot.

- The gelatin blocks will be validated by firing a 5.3 grain 0.177 caliber BB at a velocity of 590 ± 15 fps into the corner of the block at 10 feet. The penetration shall measure

2.94 inches to 3.75 inches to the leading edge of the BB.

- The gelatin block will be placed 20 yards from the muzzle of the firearm (Colt M4 with 14.5” 1-7” barrel), with velocity screens between the muzzle and the block, unless otherwise noted.

4.13.1 Bare Gelatin. Terminal ballistic performance shall be ascertained in a ballistic gelatin block with no barriers.

4.13.1.1 Penetration. The penetration will be measured from the gelatin block plane facing the muzzle to the leading edge of the projectile representing the largest mass fraction of the original projectile.

4.13.1.2 Bullet Expansion. The diameter representing the largest mass fraction of the original projectile will be measured using a caliper. The average of 3 diameter measurements taken at equal angular displacements around the projectile will be used to determine expansion ratio.

4.13.1.3 Retained Bullet Mass. The mass representing the largest fraction of the original projectile will be measured using an electronic scale.

4.14 Function. Function testing will be conducted at ambient (70 ± 15°F) temperature conditions. All firearms and magazines used for function testing shall undergo a Technical Inspection (TI) and be cleaned and lubricated before testing is conducted. The ability of the ammunition sample to function in firearms will be evaluated by firing 750 rounds in 3 firearms per make/model (250 rounds per individual firearm). Function testing will be conducted in the following make/models: Colt M4 (14.5”), Colt M4 (11.5”), M4E (16”). Acceptance criteria are delineated in 3.15 Function and Table II (page 8) for each type of ammunition malfunction. Any firearm and magazine used for function testing that experienced a disqualifying malfunction or misfire shall undergo a post evaluation Technical Inspection.

4.15 Environmental Conditioning.

4.15.1 High Temperature. Two fully loaded 30-round magazines will be placed in an environmental conditioning chamber set at 125°F for 8 hours. Each magazine will be individually removed from the environmental conditioning chamber and fired within 1 minute in a Colt M4 (14.5”). All rounds in each magazine shall be fired within 20 seconds after initiating firing. Ammunition expended in the function test will be visually examined for cracked or perforated cases.

4.15.2 Low Temperature. Two fully loaded 30-round magazines will be placed in an environmental conditioning chamber set at –45°F for 8 hours. Each magazine will be individually removed from the environmental conditioning chamber and fired within 1 minute in a Colt M4 (14.5”). All rounds in each magazine shall be fired within 20 seconds after initiating firing. Ammunition expended in the function test will be visually examined for cracked or perforated cases.

4.15.3 Salt Water Immersion. Sixty rounds of ammunition will be submerged in a 5% by weight salt water solution for 1 minute, removed from the salt water solution, and then placed in an environmental conditioning chamber set at 70°F and 70% relative humidity for 24 hours. The rounds will then be loaded into 30-round magazines and fired from a Colt M4 (14.5”). This evaluation will be conducted within 20 minutes after environmental conditioning. All rounds in each magazine shall be fired within 20 seconds after initiating firing. Ammunition expended in the function test will be visually examined for cracked or perforated cases.

4.16 Visible Muzzle Plume. A Phantom v7 high-speed camera and/or thermal imaging device will be used to detect any visible muzzle plume emitted from the muzzle while firing.

Five rounds will be fired in a darkened range from a Colt M4 (14.5”) mounted in a return to battery rest.

4.17 Luminous Ejecta. A Phantom v7 high-speed camera and/or thermal imaging device will be used to detect any luminous ejecta emitted from the breech during cartridge extraction and ejection. Five rounds will be fired from a Colt M4 (14.5”) mounted in a return to battery rest.

5.0 REPORTING REQUIREMENTS

The Contractor shall submit a monthly report to provide the Contracting Officer (CO) and Contracting Officer’s Representative (COR) status of all orders placed under the respective contracts by all DHS components to include; delivery order number; delivery order date, quantity for each Contract Line Item Number (CLIN); total delivery order obligation amount;

and delivery order due date.
