I. NOTICES
This Statement of Objectives (“SOO”) document is being issued on FedBizOps for a continuous training requirement for Homeland Security Investigations (HSI) . The information contained herein and in the solicitation is to be used only for potentially conducting business with ICE and for no other purpose. Any dissemination, distribution, copying, or use of this SOO, the solicitation, or the information contained in these documents is strictly prohibited.
By submitting a response and/or proposal in response to this SOO document and solicitation, the potential supplier understands and agrees that it assumes all risk and expenses associated with its responses or proposal submissions regardless of whether or not a contract is ultimately awarded based upon such submission.
II. BACKGROUND
U.S. Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI), the largest investigative agency in the U.S. Department of Homeland Security (DHS), protects national security by enforcing the nation's immigration and customs laws. One of the leading priorities of HSI is to investigate Transnational Criminal Organizations (TCO) involved in the smuggling of narcotics and their subsequent laundering of illicit proceeds.
This requirement is focused on hazmat technician certification and training for HSI to include the narcotic fentanyl. Fentayl is making its way into the illegal drug trafficking markets and is 40-50 times stronger than street level heroin, which makes it extremely dangerous and deadly.
III. PURPOSE
The purpose of this SOO document and solicitation is to award a single contract to a highly qualified and proven vendor that can take our existing objectives and provide a continuous training course in Tampa, DC, Detroit and Phoenix.
IV. OBJECTIVES
The vendor that is ultimately selected for contract award, as a result of this SOO document, must strive to achieve the following objectives during contract performance:
1. A resultant Hazwoper certification
2. Certification as a Hazmat technician to wear Level B PPE
3. Training in OSHA regulations 29 CFR 1910.120
4. Training in the safe handling of fentanyl including practical exercises
5. Training centered around a law enforcement/tactical environment
6. Hands on training

V. REQUIREMENTS
In striving to achieve the above objectives, the vendor that is ultimately selected for contract award must adhere to the following minimum requirements during contract performance:
1. Provide instructors with the ability to certify for hazwoper.
2. Provide instructors with expertise in fentanyl
3. Provide travel of instructors/staff to Tampa, DC, Detroit and Phoenix
4. Provide training centered around a law enforcement/tactical environment
5. Be able to accommodate 20 SRT members per class
6. Provide Class Materials
7. Provide all training equipment.
VI. PERIOD OF PERFORMANCE
Four courses prior to September 30, 2017 and four courses between October 1, 2017 and September 30, 2018.
Dates are negotiable however each course should not exceed five business days.
VII. PLACE OF PERFORMANCE
Government facilities in Tampa, DC, Detroit and Phoenix.
VIII. CONTRACT TYPE
ICE will award a fixed price contract as a result of this solicitation. The Government has determined that a fixed price contract type is the most appropriate contract type. The fixed price will be per class. Four classes will be funded upon award. Four classes will be added as options for next fiscal year.
IX. STATEMENT OF WORK (SOW)
The vendor will be required to submit a Statement of Work (“SOW”) as described below. This SOW must set forth the agency’s proposal for providing the required services and identify the tools that they will use to meet or exceed the ICE’s objectives and requirements. At a minimum, the SOW must address the following elements:
• Objectives
• Requirements
• Activities, Tasks, Subtasks
• Responsibilities
• Schedule

• Deliverables and Format
After submission and approval by ICE, the SOW will supplement this SOO document and become part of the contract.
